Kankakee County Community Services Committee met December 19.

Here is the minutes provided by the Committee:

Members Present

Mr. Sirois, Ms. Webber, Mr. Stauffenberg, Mr. Vickery, Ms. Polk, Mr. Snipes, Ms. Evans, Mr.

Payton, Ms. Peters, Ms. Dunbar, Ms. Parker, and Mr. Fairfield

Members Absent

Mr. Tholen and Mr. Hildebrand

1.Call to Order/Roll Call

The meeting was called to order by the Committee Chairman, Mr. Sirois, at 9:00 a.m. Quorum present.

2.Public Comment

None

3.Approval of Minutes: November 21, 2017

Ms. Parker made a motion to approve the minutes, and Ms. Peters seconded it. Motion carried with a voice vote.

4. Recorder: Lori Gadbois

• Monthly Report

Mr. Payton made a motion to approve the report, and Ms. Dunbar seconded it. Motion carried with a voice vote.

Ms. Gadbois reviewed and discussed the report with the committee.

• Ordinance Requiring Parcel Identification Number and Common Address to be on All Documents Filed or Recorded

Ms. Gadbois stated that an ordinance is being drafted. Once finished, she will bring it back to the committee for members to vote on it.

5. Assessor: Erich Blair

• Monthly Report

Ms. Peters made a motion to approve the report, and Ms. Dunbar seconded it. Motion carried with a voice vote. Mr. Blair reviewed and discussed the report with the committee.

6. Animal Control: Julie Boudreau

• Monthly Report

Ms. Parker made a motion to approve the report, and Mr. Stauffenberg seconded it. Motion carried with a voice vote.

Ms. Boudreau reviewed and discussed the report with the committee.

7. County Clerk: Bruce Clark

• Monthly Report

Ms. Evans made a motion to approve the report, and Ms. Dunbar seconded it. Motion carried with a voice vote.

Mr. Clark reviewed and discussed the report with the committee.

• Copier Proposal from Martin Whalen

Mr. Clark stated that his office is in need of a new copy machine since the current machine is no longer serviceable. The cost of a new machine is $4,781.

Mr. Mc Carty stated that the County is responsible for purchasing the machine at which time it would be covered under the maintenance and repair contract with Martin Whalen.

Mr. Vickery made a motion to send the copy machine proposal with the committee’s recommendation to approve to the Finance Committee, and Mr. Snipes seconded it. Motion carried with a voice vote.

• Office Update

Mr. Clark stated that the vital records vault has been cleaned and the rust removed.

• Acknowledgment of Bruce Clark’s Service to Kankakee County

Mr. Clark was presented with a plaque recognizing his 32 years of outstanding service to the County.

Mr. Hendrickson reminded the committee of Mr. Clark’s retirement celebration on Friday, December 29th, from 2:00 to 4:00.

8. Other Business

• One Opening on the Animal Welfare Advisory Committee

Ms. Parker stated that the Animal Welfare Advisory Committee will be accepting applications to fill the opening. Application instructions and forms are available on the County website, via email request, or may be obtained at the County Administrative Office at 189 East Court Street, Suite 502. Applications will be reviewed after the first of the year.

Ms. Dunbar made a motion to adjourn the meeting at 9:51 a.m., and Ms. Peters seconded it. Motion carried with a voice vote.
