Kankakee County Community Services Committee met April 17.

Here is the minutes provided by the Committee:

Members Present:

Mr. Sirois, Ms. Webber, Mr. Stauffenberg, Mr. Vickery, Mr. Tholen, Mr. Snipes, Ms. Evans, Mr. Payton, Ms. Peters, Ms. Parker, and Mr. Fairfield

1.Call to Order/Roll Call

The meeting was called to order by the Committee Chairman, Mr. Sirois, at 9:00 a.m. Quorum present.

2. Public Comment

None

3.Approval of Minutes: January 16, 2018

Mr. Vickery made a motion to approve the minutes, and Mr. Payton seconded it. Motion carried with a voice vote.

4. Assessor – Erich Blair

• Pembroke Township Assessor Update

Pembroke Township entered into an agreement with the city of Momence for Marsha Tedford to act as assessor for Pembroke through November 2018.

Mr. Wheeler asked Mr. Blair to explain the appeal process should a citizen be dissatisfied with an assessment.

Mr. Blair stated that, on or about September 15th of each year, assessments are published in the newspaper. At that time, it is also published that the public has a 30 day window to file an appeal disputing the assessment. Upon receipt, the township is notified of the appeal for their response and a Board of Review hearing is scheduled for the parcel in question. The Board of Review is an independent body, not associated with the township or county assessor. If the citizen filing the appeal would like to attend the hearing, he or she may do so. Citizens filing appeals are notified 30 days in advance of the hearing and there is no cost for the appeal process.

Mr. Snipes asked how citizens who did not receive an assessment notice and do not receive The Daily Journal or their municipality newspaper would know their assessment value and the window for the appeal process.

Mr. Blair responded that should it not be the assessment year for the citizen, he or she would not receive a notice from the County. Should they not receive notification via the newspaper, he encouraged people to contact the County Assessor’s Office for publication dates or information regarding their parcel.

Mr. Payton asked if Mr. Blair would be willing to attend a meeting in Pembroke regarding assessments and the appeal process.

Mr. Blair stated that he would be open to discussing the scheduling and attendance of such a meeting.

• Monthly Report – March 2018

Mr. Snipes made a motion to approve the above report, and Mr. Fairfield seconded it. Motion carried with a voice vote.

Mr. Blair reviewed and discussed the report.

• Board of Review Reappointment

Mr. Blair stated that Steve Cote is up for reappointment for the Board of Review. Mr. Cote is interested in reappointment and has submitted an application for the two year commitment. Mr. Blair asked that the reappointment be sent to the Executive Committee for consideration.

Mr. Vickery made a motion to send Mr. Cote’s reappointment to the Executive Committee for consideration, and Mr. Snipes seconded the motion. Motion carried with a voice vote.

5. Recorder – Lori Gadbois

• Monthly Reports – January, February, & March 2018

Mr. Payton made a motion to combine and approve the above reports, and Ms. Evans seconded it. Motion carried with a voice vote.

Ms. Gadbois reviewed and discussed the above reports.

• Ordinance Requiring Parcel Identification Number and Common Address to be on All Documents Filed or Recorded

Mr. Wheeler made a motion to adopt the above ordinance, and Mr. Tholen seconded it. Motion carried with a voice vote.

6. County Clerk – Dan Hendrickson

• Monthly Reports – January, February, and March 2018

Ms. Parker made a motion to combine and approve the above reports, and Mr. Stauffenberg seconded it. Motion carried with a voice vote.

Mr. Hendrickson reviewed and discussed the reports with the committee.

• Primary Election Discussion

Mr. Hendrickson stated that voting was up approximately 1% compared to four years prior.

Laurie Mullett stated that there was some difficulty finding election judges. There were 16 precincts with only three judges, as only three people completed the certification training.

Mr. Wheeler brought up to the committee the possibility of consolidating precincts based on the number of voters within each precinct.

Mr. Hendrickson agreed that the issue of consolidation should be considered and stated he will return to the committee with numbers based on voter turnout for each location.

Mr. Hendrickson announced that, on June 19th, after the Community Services Meeting, there will be a “Voter Fair” in the 2nd floor conference room. New voting equipment will be available for demonstration at that time.

7. Animal Control – Julie Boudreau

• Monthly Reports – January, February, and March 2018

Mr. Tholen made a motion to combine and approve the above reports, and Mr. Fairfield seconded it. Motion carried with a voice vote.

Ms. Boudreau reviewed and discussed the reports with the committee.

• Legislative Bills

Ms. Boudreau discussed Senate Bills 2270, 2313, 3218, and House Bill 5477, with the committee, and asked them for approval to support the bills. If approved by the committee, she is seeking the approval to support these bills by the full board as well.

Mr. Wheeler made a motion to support the above Senate and House Bills and forward to the full board for their consideration, and Mr. Payton seconded it. Motion carried with a voice vote.

• Property Update

Ms. Boudreau stated that the she would like to obtain an initial design phase report from architect Jeff Jarvis for guidance in building the new shelter. The proposed cost for the design phase report is $3,500.

Mr. Wheeler asked how the design phase report would be funded.

Ms. Boudreau stated the report would be paid for through the Animal Control fund or the IPTIP fund.

Mr. Vickery made a motion to approve and move the issue to Finance, and Ms. Evans seconded it. Motion carried with a voice vote.

• Livestock Reimbursement

Mr. Boudreau stated that an old law, still in effect, states that, should a dog kill another person’s livestock, the owner of the dog is responsible to reimburse the livestock owner for the value of the livestock. If the dog’s owner cannot be determined, the livestock owner can petition Animal Control for reimbursement.

8. Animal Welfare Advisory Committee – Chairperson, Tinker Parker

• Swap Meet Ordinance

Mr. Quinn explained the Swap Meet Ordinance to the committee.

Mr. Wheeler made a motion to accept the above ordinance and submit it to the full board for their consideration, and Mr. Payton seconded it. Motion carried with a voice vote.

• Pet Shop Ordinance Mr. Quinn explained the Pet Shop Ordinance to the committee.

Mr. Wheeler made a motion to accept the above ordinance and submit it to the full board for their consideration, and Ms. Evans seconded it. Motion carried with a voice vote.

Mr. Wheeler made a motion to adjourn the meeting at 11:22 a.m., and Mr. Payton seconded it. Motion carried with a voice vote.
