Mayor Wells-Armstrong: I would like to call the meeting to order. We will start with a prayer by Reverend Ed Kannapel from Gift of God Street Ministry.

Reverend Ed Kannapel: Heavenly Father we come here in the Holy Spirit to thank you for your blessings.We prayer for the Police force and our City leadership. Lord Jesus we thank You for our Mayor, our City Council, our Police Officers in Law Enforcement that serve our City. Allow them by the Holy Spirit to work.we ask You to protect them from every work of the enemy and from every demonic assignment that will come at them physically, mentally and emotionally. We pray.we bless our Law Enforcement with great grace the lead, protect and guide our City. We pray against spiritual strongholds over the City of Kankakee. We pray for families affected by gang violence. We pray for salvation for gang members and not just them but for their family and friends. Let the brokenness of the situation to turn the people to You and not away for You. Lord we resist every work of the enemy to gang activity in Kankakee and.the work of the enemy that steal, kills and destroy people lives. We ask you to cover and protect the leaders in our City. We pray not only to protect but to save. We pray for the citizens as well as the homeless in the City of Kankakee.We pray for spiritual awakeness in the churches in our city that they witness our Lord and Savior to everyone in Kankakee. In the Holy Name of Jesus we pray. Amen.

Public Comments

Mayor Wells-Armstrong: Okay, moving onto Public Comments. Please give your name and direct your comments to the Mayor. Comments are limited to five minutes. First up we have Deb Terrell.

Deb Terrell: Hello Mayor, Council Members, and Department Heads. It’s nice to have you all in one place so I can just say this once. I am here on behalf of the fisherman’s deck at the dam. It’s a unique feature. There aren’t many communities on the river that have a feature like this. It’s very well used by local fisherman.fisherman that feed their families and sometimes by people out of town. I am not sure how many people that work for the City or leaders in the City really understand how many people come from out of town to fish there. When they do, they are paying for fishing licenses that support the DNR which in turn supports projects like the DNR on.Avenue. The by bait from all the local bait shops; we have twelve of them in Kankakee, from Walmart to. When they buy the baits they are also buying coffee, they are buying food, their buying incidentals, cigarettes things like that; gas. So they come here, they spend their money and they come away with an impression and that’s the most important thing to me. Is that when these people leave they leave with a good impression of the City. The problem with the dam, I have discussed with the Mayor and discussed with a couple of people that it is getting much worse and its getting urgent. If we don’t do something we won’t have a fishing deck at the dam. The biggest problem is erosion. There is a building there; you know where Brando’s is. I don’t know if the sink hole next to Brando’s have anything to do with it. The amount of water that is coming down underground toward the dam but the building that I think is owned by the City and is empty, drains all that storm water.right down over the grass and the sidewalks and so forth onto the dam and it brings mud down. The guys literally have to go down there with snow shovels when they go down to fish because they have to scrap away three inches of mud before they can stand there and fish. The sidewalk is buckling and the grass is disappearing and it needs to be addressed. There are also two deck.there. The trash cans are always overflowing..went down there the other night he and two other fisherman picked up nine bags of trash that were out of the trash containers closed them and put them there. Now the trash containers say Kankakee Park District. So I don’t know if the Park District is supposed to be picking those up or if it is the City or what but they aren’t getting emptied. My husband did ask me to say that the police department is doing a wonderful job of coming down their patrolling. They come down frequently and you know make sure that they are no trouble makers hanging around and they are usually armed. It’s.there is an impression that the dam is a place where there is homeless people and troublemakers. There are a few but it is not nearly as bad as people let on,. So I’m just here to beg you to do something to save this unique feature that we have here in Kankakee and all those fine people that come from out of town and fish down there plus the people like my husband that has been down there working supporting this place for ten years or more; they deserve better. So thank you so much for listening.

Mayor Wells-Armstrong: Thank you. Next we have Doug Morris.

Doug Morris: Good Evening Ms. Mayor and Council. My name is Doug Morris of the Historic District on North Wildwood. I live right across from Cobb Park, I moved there about two years ago. I found that there was really the almost ideal 5K two mile walk that runs every year on Father’s Day. So you get up in the morning about 8:00 in the morning and it is always a wonderful weekend morning and there is this beautiful shady.runners ready to run through the Historic District. After twenty two years it is formally the Kilbride Family Classic and after twenty two years the family has gotten busy and some moved away for jobs and other things. They were generous enough and caring enough to pass this run onto the Merchant Street Gallery for Artist with Autism. If you don’t know about this gallery it’s a downtown gallery right across from the Knights of Columbus right over here. Please go to the gallery if you haven’t gotten a chance to. It already employs in this program a good number of autistic artist. It’s very productive. Through this fund we hope to continue to fund that gallery and offer more programs and also have continuity of this March surrounding autism throughout the year in this community in Kankakee. So we would like to appeal to you , the staff and council and everyone here to sign u to volunteer or to come out and run or walk. We actually have.we inherited the great website runforautism.com so that is all you have to remember tonight is runforautism.com go on and sign up or volunteer. It’s $30.00 right now and everything goes to this worthy cause. We really need volunteers to come out and please contact us ahead of time. We are looking forward to it, it is our main run this year. Again we recognize and thank the Kilbride family for twenty two great years in the Historic District; organizing and putting on this run.alright thank you. Oh, by the way, we do have teams that can sign up and I would like to propose tonight that we have the police vs. fire challenge and I would just like to throw that out tonight.

Presentation By Acting Police Chief Price Dumas Of The Kankakee Police Department Recognizing Patrolman Aurelio Garcia For Tweenty Six Years Of Service

Chief Dumas: Good Evening everyone.

Mayor Wells-Armstrong: Hold on.Next we have a presentation by Acting Police Chief Price Dumas of the Kankakee Police Department recognizing Patrolman Aurelio Garcia for twenty Six Years of Service.

Chief Dumas: Okay, Good Evening. If anybody don’t pick this up this is a father and son tandem. That’s the son, that’s the Father. Aurelio Garcia retired May 4th, 2018. We hired Ben May 1st, 2018. Aurelio has twenty Six years with the Kankakee City Police Department. He started April 1st, of 1992. Prior to that he spent fourteen years with St. Anne Police Department, so if my math is right, twenty six and fourteen is forty. I would just like to say this, most people coming to Law Enforcement only want to do their twenty years or twenty five years or maybe thrity.to do forty years as a Police Officer that is a milestone in itself and I think that.I couldn’t do forty years.let’s give him a big hand for that. Again, my hats off to you Aurelio, forty years even though it was two different departments between the City and St. Anne. Twenty Six with the City of Kankakee is still forty years. And prior to that.two years in Corrections. So forty two years of being involved in Law Enforcement and finally retiring. Aurelio is married; wife and three boys. I hope you enjoy your retirement. You have done great work. Thank you for your service. Forty years.

Ald Osenga: How long will it take you to get grey hair like your father?

Benjamin J Garcia: About two to three years.

Presentation By The Kankakee Fire Department Honoring Captain Michael Casagrande And The Kankakee Fire Department As Recipients Of The Red Cross Cummunity Hero Award

Mayor Wells-Armstrong: Alright, next we have a presentation by the Kankakee Fire Department honoring Captain Michael Casagrande and the Kankakee Fire Department as recipients of the Red Cross Community Hero Award.

Chief Schuldt: Thank you Mayor and City Council, can I get Mike and Don to come up here please. I want to start off by saying.member of the Red Cross.honored Mike Casagrande with their Hero Award. As I understand it every year they give away hero Awards in certain categories and Mike was nominated for the Fire Fighters Award. This is really for all the work he has done especially for the Smoke Detector Program so we will talk about that a little tonight. He attended.actually this started a long time ago. Mike and I went up to Chicago a couple months ago and filmed a video that was released last week for this. They also went to a reception because all the awards are sponsored by different companies. So Mike and a couple men in the department traveled.Chicago as well. Last Thursday morning was a very well attended event at the Hilton on South Michigan Avenue. There was approximately nine hundred people in the room and they gave thirteen awards away in various categories. It was moderated by the CBS news anchors, and it was about a two hour ceremony it was very touching and emotional for everybody that was there. So I want to honor these people tonight, I think Mike is very humble and I think he agrees with me that it was not a single effort by him, it was several people in the Fire Department over the years that participated in the program. It is also kind of secondary for the other fire prevention programs they do as well. I also want to bring Don up tonight because if you don’t know, Mike is the Captain in charge of the Fire Commission Bureau and Fire Fighter /Paramedic Don Fordahl works in the Bureau as well. Don worked tirelessly on the Smoke Tester Program; he organized it he kicked it off. He kept track of all the homes; it’s like about 11,000 homes in the City he had to keep track of all the ones we went to; the ones we put detectors in and the ones we didn’t.I also want to recognize Gina Wood and Deb Hubley for their efforts as well because they took a lot of the phone calls, scheduling and they worked behind the scenes all the time. There is a lot of work they did to support us as they always do day in and day out. I also want to thank the Red Cross as well because they helped us out on a couple different Saturdays putting up the detectors and I tell you the Red Cross is always there for us in spite if it’s day or night, weekends or holidays if we have a fire and residents are displace, they are there to give them housing for one or two nights and to give them some support as well. I really want to thank the Red Cross.also. Mike, do you want to say a few words?

Mike Casagrande: As the Chief said about everybody, those people in the back of the room standing against the wall they are the.amount of people involved in this. They were going out when it was cold and I remember them in February traveling in the snow putting up smoke alarms. Nothing more can be said about Don as far as what he did to keep this project organizes and make sure everything was done. We had City people; Zach over there gave us a hand by putting these maps together so we knew each household that we had touched. It’s important to us.I mean it is so important to us and we realize the difference it will make as far as families having these. So, thanks to those guys back there for working with us and working thru some of the problems and also proclaiming some of this stuff too, I really appreciate it.

Chief Schuldt: So just to give you an idea, what it’s like to walk the City and go from door to door. I don’t know if some of you have ever done that task before. We put in approximately 10,000 smoke detectors and we. I actually have it documented just in case and it saved a family of four.so that was a part of the video as well. So Mayor if you want to place the medals on them. I would like for everybody to give a round of applause to Mike and Don. Thank you.

Presentation Recognizing Kancomm Dispatchers During National Dispatchers Week

Mayor Wells-Armstrong: We have a lot of presentations tonight. The next one, the last one is recognizing KANCOMM Dispatchers during National Dispatcher’s Week. National Dispatchers Week was actually April 8th – April 14th and we were waiting to collect some data. I believe we have six dispatchers here tonight and if you all can come forward. So often times we think about Public Safety we talk about Police and Fire because we know they are very important but this is a group of people we often overlook. So I wanted to take some time to thank all of you and recognize you this evening. We are missing two.. (Poem for Dispatchers) “Who Am I” I am the voice that calms the mother Breathing life into her infant son. I am the invisible hand that holds and Comforts the elderly man who woke up And found that his wife of 50 years had passed away during the night, I am the friend who talks the disgruntled Teenager out of ending her own life. I sent help when you had your first Automobile accident. I am the one who tries to obtain information From callers to ensure that the scene is safe for Those I dispatch to emergencies – all the while Anticipating the worst and hoping for the best. I am the psychologist who readily adapts by Language and tone of voice to serve the needs of my callers with compassion and understanding. I am the ears that listens to the needs of all Those I serve. I have heard the screams of faceless people I will never meet nor forget. I have cried all the atrocities of mankind and Rejoiced at the miracle of life. I was there, though unseen, by my comrades in the field during the most trying emergencies I have tried to visualize the scene to coincide With the voices I have heard. I am usually not privy to the outcome of the call, and so I wonder. I am the one who works weekends, strange shifts and holidays. Children do not say they want my job when they grow up. Yet, I am at this vocation by choice. Those I help do not call back to say thank you. Still there is comfort in the challenge, integrity And the purpose of my employment. I am thankful to provide such a meaningful Service. I am a mother, a father, sister, brother, son or A daughter. I am here when you need me and still here when you don’t. My office is never empty, and the work here Is never done. I am always on call. The training is Strenuous, demanding and endless. No two days at work are ever the same. Who am I? I am an emergency dispatcher and I am proud. -Author Unknown-

So we have Sharon Homberg 33 years of service; Zelma Evans 25 years of service; Rachel Teague 21 years of service; Miguel is not here; Brian is not here; Andrea Jackson 18 years; her husband is also a Dispatcher who sent me a message today and wanted me to play Prince. If anybody knows Ron Jackson he thinks he’s Prince. So I will come over and visit and give them the rest. We have I believe 25 dispatchers for KANCOMM and we just want to thank you all for your service.

Ald Malone Marshall:.from my comments as far as the 1st Ward, I was not interested in it being anywhere in the City not just the 1st Ward. I did not agree with golf carts in the City at all.

Ald O’Brien: Yes, it was discussed at our last City Council meeting and also at the Ordinance Committee meeting most recently.

Mayor Wells-Armstrong: It’s working Alderman.

Ald O’Brien: So this was discussed at our last meeting and was also approved or discussed by the Ordinance Committee and recommended to the Council with no changes as drafted by Attorney Power.

Ald Malone Marshall: I just wanted to make note.I don’t know if we are doing the Robert’s Rules of Order or how we are doing the meeting for the ordinance but we didn’t even vote on this one either.at the meeting.

Ald O’Brien: We didn’t, we just discussed it and there seemed to be consensus so.but as Chair, I recommended to the Mayor that we put on the agenda along with the other items we discussed.

Pat Power: Yes, so what gave rights to this Ordinance was the parking lot directly West of City Hall of course it is a City parking lot. We constantly have people parking every which way. Not necessarily between the lines. They are parking in ways that block the ingress and egress of the parking lot itself and when I started checking into it we had no ordinance for any of these parking lots the City owned and so that gave rights to this particular draft. When I drafted it, it was referred to the Ordinance Committee and I thought it was discussed there, I assumed it was and it came back. But the idea is.we really need regulation as to how.cars will be sitting there for small periods of time. Some people utilize it since the office is.that established the thinking behind the ordinance.

Mayor Wells-Armstrong: So the logistics is to park between the lines and designated by the City, Correct? Correct? and no longer than 24 hours?

Pat Power: Yes, you can’t leave the car there more than 24 hours. Again, this is to address the situation that cars sit there for days and weeks.

Ald Malone Marshall: Mayor, I was just trying to point out that I understand the ordinance as far as parking and I do agree with it but.here in Council, I was just surprised because we didn’t vote on it. We didn’t vote on it at Ordinance and that’s what my concern was.

Item E is an ordinance restricting a Public Right–Of-Way located within the City of Kankakee and Amending Chapter 32 of the Kankakee City Code by Adding Section 32-254. This pertains to the location behind the River Station Senior Residence behind St Mary’s hospital and I will defer to Pat.

Pat Power: This basically.it doesn’t in any way vacate the alley way. All it does is simply restrict traffic except for emergency traffic. Of course it allows pedestrian traffic. No interference with utilities right-of-way and the utility company has access to it in order to maintain and repair as necessary to maintain the utilities. The reason for this is because the vehicular traffic actually, has to be a bit of a nuisance in that whole area.so that’s the purpose for the restriction.

Once funds are generated within the TIF District the City will be able to reach back and reimburse itself for the expenses.in that district.established as a benchmark.We are not requesting funds this evening we are simply asking for authorization to request proposals for Consulting Firms and we will bring it back to the Council for formal action.

Mayor Wells-Armstrong: Your mic was not on Frank I apologize.

Frank Koehler: Let me. Let me rewind. We are not spending any money this evening. We are simply asking for authorization to go out.for Consultants to do the feasibility study.that study is required under TIF statues.by adopting this legislation this evening it creates a benchmark so any cost incurred by the City.once the TIF is created and the TIF is generating revenue we will then be able to reimburse ourselves once the TIF is created. Again we are not spending any monies. We will go out request for proposals and comeback with a recommendation for Council at which time they will have the ability to approve.

Resolution Authorizing The Execution Of An Land Donation Agreement Of 1905 East Court Street, Kankakee, Illinois Pin: 16-09-33-403-001

Mayor Wells Armstrong: Motion carries. Next, we have a land donation agreement of 1905 East Court Street, Kankakee, Illinois and I will defer to Pat.

Pat Power: This the Parcel.on East Court. It was a building that was burned and we had to take it down for safety reasons. It was a foreclosure on it. The purchaser at the foreclosure sale.this property to us because of it’s location. We already owned the bowling alley which is adjoining it. This would give us the tow.and this is an agreement to get a title report to donate it to us. The last time we brought it we had the title issue. We did get it.it comes through foreclosure.so we are bringing it to Council for approval in acceptance of the property.

Resoltuion Authorizing The Execution Of An Intergovernmental Agreement Between The City Of Kankakee And Kankakee County Emergency Response Team

Mayor Wells-Armstrong: Motion Carries. Item (C) is a resolution authorizing the execution of an intergovernmental agreement between the City of Kankakee and Kankakee County Emergency Response Team. I believe this is Chief Schuldt.

Chief Schuldt: No, I believe this is an agreement between KAMEG and the County Sheriff I believe.

Mayor Wells-Armstrong: Chief?

Chief Dumas: There has been no discussion between myself and the Sheriff.as far as.there has been no discussion about this.I didn’t know this until today. This is SWAT Team combined County and City. I don’t know who put it on the agenda.

Pat Power: This was referred to me by somebody in the department.

Chief Dumas: Okay but I didn’t do it. I didn’t have any discussions or meetings about this so I don’t think it should be.

Mayor Wells-Armstrong: I can refer it to Public Safety and you can discuss it with Alderman Brown:

Resolution Authorizing The Execution Of The Memorandum Of Understanding: Bike Share Program Between The City Of Kankakee And Zagster Incorporated

Mayor Wells-Armstrong: The final thing is a resolution authorizing the execution of the memorandum of understanding: Bike Share Program Between the City of Kankakee and Zagster Incorporated. As I communicated in the email, The Tourism Bureau.an agreement to rent bicycles the City entities: The Library, KDC and the City of Kankakee are considering participating. The cost is $9,000.00 and each entity through the Coty will pay $3,000 each year and it is a two year commitment. Based on some of your comments earlier, do you want to refer this to Budget? I can defer it to Budget. Elizabeth would you make a note to put it on the agenda for budget for Monday. That will be great.

Lastly we have Alderman Comments. Alderman Crawford?

Ald O’Brien: CDA met today and we have talked for some time about changing the time.so starting next month we will begin meeting at 6:00 P.M. on the first Monday of the month.

Ald O’Brien: Yes.

Mayor Wells-Armstrong: Thank you. Alderwoman Kennedy?

Ald Kennedy: I have a couple things. I’m getting a lot.several phones from resident with alleys that need to be repaired. So, I would like to know if you have anything other than the regular.of repairing the street to consider on working on some of the alleys? Some are getting real bad. Another concern I have is there are a few lots in the first Ward owned by the County. The trees are falling down and the limbs.the City won’t pick them up, cut them down or figure it out because its County property within the City. So how do you go about taking care of something like this?

Mayor Wells-Armstrong: On you second item I will consult with legal. And your first item.Neil, is the MFT the only fund we have to repairs alleys? Any additional revenue source?

Neil Piggush: Public Works has cold/hot mix that they can use to repair a few alleys as well but otherwise it is the MFT fund. I understand the scope of the alleys, that seems to be an ongoing issue for a broader discussion going forward.

Mayor Wells-Armstrong: Alderman Tetter.

Ald Tetter: Thank you Your Honor. I wasn’t to remind Council members that we in no way are to approach, interfere, interrupt, City workers at any time. It is not in our job.if we are involved in that we have to stop. It’s in our Codes. to address those matters. This was brought to my attention. I wanted to bring this up so it will be a matter of Public Record.

Ald Tall: Madam Mayor?

Mayor Wells-Armstrong: Alderman Tall

Ald Tall: You know, we keep talking about the Municipal Code, the City’s Municipal Code. It’s only used when someone wants to put someone down. If we are going to follow the codes then we need to follow the codes.place. The City Code Chapter 2 Section 2-45 states that the Council makes the appointment. I want that read into the record because we keep tipping over things. It’s only selected when we want to put someone in their place. The Alderman just spoke about the code. The other Alderman spoke about the code but when we enforce the code is when it’s selected. It’s only for the benefit of one person or two persons. That’s wrong.

Mayor Wells-Armstrong: If you are referring to the committees, I talked to ten of you who told me you are fine with your assignments. If you want to do your own committees put it together and send it to me.

Ald Tall: I will give it to you at the end of the night.

Mayor Wells-Armstrong: Alderman Curtis.

Ald Curtis: I would like to publically Thank Matt O. for his services on the Kankakee Library Board. He was the current President and what I think he did went way beyond being a member of that board. He was an intricate part of working the 72 hours of Music Fest. Tracking money, tracking other things of that nature. He did a lot of things in the community. He wasn’t just a guy that showed up at board meetings. He’s a guy that actually got out and put the working gloves on and did the hard work. I just want to thank him for his service.

Mayor Wells-Armstrong: I thank Matt for his service as well and anybody else who serves on committees.I just want to say Congratulations to all of our graduates. We had a lot of graduates on this past weekend including our very own Clara Hall who transcribes our city minutes. She graduates this past weekend with a Master’s of Organizational Leadership.
