Council Meeting

Time: 7:30 P.M.

The City Council Meeting of the City of Momence was held in the Council Chambers at 29 N. Dixie Highway, Momence. Mayor Chuck Steele called the meeting to order.

Roll Call

Roll was called by the Clerk with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope present.

Approval of Previous Meeting Minutes

Alderman Metz made a motion to approve the minutes of the April 16, 2018 council meeting.

Alderman Cook seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Approval of Bills

The bills were discussed at tonight's Budget and Finance Committee Meeting. Alderman Salomone made a motion to approve the bills for payment with the addition of two bills: Pieralisi $367.50 and KanCom $20.00. Alderman Metz seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Citizen Forum

1. Main Street – Street Closures for 2018 Cruises nights will start on the East side of Washington due to adjudications on May 22. They will alternate sides of Washington for each Cruise Night.

Alderman Rehmer made motion to approve the street closures for Mainstreet. Alderman Carbonaro seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

2. Chris Doud owner of Cranky Mike’s Popcorn, wanted to say thank you for all the help received.

3. Larry Crouch Heritage Days, have spoken to all the businesses. He will have added to the next agenda: a potential waiver for the food trucks. Street closures have been discussed in previous meetings. Everything will be written out for the next meeting.

4. Riches Tap, looking for permission for outside entertainment. Looking for possible 2 Saturday’s a month. Latest would be 10 PM. Mayor indicated wanting approve month to month basis. June has three nights booked, Alderman Metz made a motion to approve, Alderman Cook seconded the motion with Alderman Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Old Business

Alderman Clark questioned Melissa Snipes resident parking only sign. Mayor indicated that the ordinance had not been located. Scott will be putting the signs up, and the issue will be addressed at the next meeting.

Aldermanic Reports

1. David Cook – Spring Cleanup Days June 11th - 15th or June 18th - 22nd this would be large items.

No electronics or construction items. Alderman Cook made motion to approve the week of June 18, Alderman Salomone seconded the motion with Alderman Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope.

2. David Cook – New Planters Downtown Area need to be replaced. Mainstreet has secured a grant to purchase 4 of them. He is asking permission to the remaining 8 out of the downtown area line item. We are getting a deal, $2400.00. Alderman Cook made motion to approve the purchase of the planters, Alderman Cope seconded the motion with Alderman Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

3. Rebekah Cope – Funding for new playground at Island Park, secured a grant from the Kankakee County Grant Foundation of $10000.00 for new playground equipment.

4. Salomone is requesting BF meeting May 21 7:15PM. Looking for budgets from Department Heads prior to the next meeting.

Department Heads

1. Christy Ritter – MFT Compliance Review audit, no issues

2. Chief – Malloy has returned to work on April 30. We’ve lost 1 officer to Kankakee city and will be losing another to Bradley. Chief is hiring 3-part timers.

3. Scott - street sweeper was involved in an accident. There is a rental coming. No injuries.

4. Tina – open enrollment time for health insurance, looking at $ 53.00 - $130.00 per person increase.

Treasurer report - end of the fiscal year has come to a close. “Pretty” much balanced. We are in the process of transferring the general account. We have 3 CD’s without names, Jenene will be looking for information. Checks have not arrived, the bills approved during the meeting tonight will not be paid until Wednesday. Direct deposit will hopefully be up and running for next pay period. Southside water line payments are being made, 3 thus far, in the amount of $130,000.00. An extra $10000.00 is being paid to bring the balance faster. In addition to the MFT audit, a certification of compliance that needs to be completed. 2014 – 2016. This is a manual process.

Alderman Metz made motion to approve the city appointments, Alderman Salomone seconded the motion with Alderman Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

2. City Liaison Mayor is indicating that he would like to appoint Larry Crouch for this position. This is an unpaid position, could be payable in the future. Everything that Larry would do would need approval through the Mayor’s office. Six-month trial, starting May 7 – November 7. Alderman Cook made motion to approve, Alderman Rehmer seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Alderman Carbonaro made motion to adjourn. Alderman Cook seconded the motion with Alderman Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.
