Here is the minutes provided by the Council:

The City Council Meeting of the City of Momence was held in the Council Chambers at 29 N. Dixie Highway, Momence. Mayor Chuck Steele called the meeting to order.

Roll Call:

Roll was called by the Clerk with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope present.

Approval Of Previous Meeting Minutes:

Alderman Rehmer made a motion to approve the minutes of the May 7, 2018 council meeting. Alderman Metz seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Temple and Cope voting yes. Alderman Cook no vote.

Approval Of The Bills:

The bills were discussed at tonight's Budget and Finance Committee Meeting. Alderman Salomone made a motion to approve the bills for payment with the addition of one bills: Republic Services line item 10-52-81.01 $18325.30. Alderman Metz seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Citzen Forum:

1.Larry Crouch – Heritage Days all details have been received. Asking for peddler fees to be waived for the food trucks. Mayor indicated that the fees were waived previously, voting will occur later in the meeting. Closing of streets: Locust from 2nd to Washington from 11 am – 1pm. Locust from Washington to River 8 am until 5:30 PM. Washington from Dixie to Locust from 11 – 5:30 PM. All businesses are in favor. There will be carriage rides – no fee. Everything to be done free to the public. Carriage rides will loaded in the River Street parking lot with a route of: East on River Street to Chocolate Street, then North to Washington Street, East on Washington Street to Railroad Street, Northeast on Railroad Street to Second Street, West on Second Street to Walnut Street, South on Walnut Street to Washington Street, West on Washington Street to Chocolate Street, then South on Chocolate to River Street, West on River Street to parking lot.

Alderman Cope made motion to approve the street closings for Heritage Days, Alderman Rehmer seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Alderman Cope made motion to approve carriage rides during Heritage Days, Alderman Carbonaro seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Aldermanic Reports:

1. John Rehmer – Discuss and Vote on police vehicle purchase/lease will not be present at the June 4 meeting. There are 2 separate proposals, 4 years or 5 years. Interest rate is the same for both plans. 2000.00 more to go with the shorter term. Previous term was 48 months, 4 years. Alderman Rehmer made motion to pass the lease purchase of 2 new Ford Explorers for the price of 28632.00 with a trade of 8000.00 to bring the total cost to 20632.00 a 4 year term. Alderman Cook seconded the motion with Alderman Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

2. Rebekah Cope – Discuss and vote on Residential Parking - update to the residential parking ordinance stating 121 E. 2nd Street. Sign has been installed. Alderman Cope made motion to approve the update to the ordinance. Alderman Rehmer seconded the motion with Alderman Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

3. Nova Metz- Discuss and Vote on Baxter Woodman Discharge Diffuser Engineering. Baxter sent a proposal of $34500.00. Alderman Metz made a motion to approve, Alderman Carbonaro seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

4. David Cook – flag pole at Conrad park is broken. Scott is aware and the issue will be fixed.

5. Salomone – BF meeting at 7:15 June 2, Appropriation meeting on June 18 7:00 pm

Department Heads:

Tina spoke to George Ryan insurance about rates, suggested to stay as is. They cannot touch the rates.

Treasurer report – all accounts have been balanced. Per the bank we are over $12.24 within all accounts. Indicated that she could not have completed it without the help of Lori. MFT accounts will be moved to Municipal Bank. Municipal is stating only one signature on that account due to being electronic.

Mayoral Report:

1. Vendor/Food Truck fees for Heritage Days Alderman Cook made motion to approval the waiving of the fees for the food trucks. Alderman Metz seconded the motion with Alderman Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

2. July 4th Fireworks Alderman Cook made a motion to approve the fee of $9000.00 for this year’s fireworks. Alderman Salomone seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

3. Purchasing new flower pots – Mainstreet had given the old planters away. Mayor is stating that they should not have given those away after the City had paid for those. City should have been notified.

4. Solar Farm to go into Vincennes trail. This is out of the City jurisdiction, but within a mile and half of our city limit. Jay Kerouac indicates that he has attended 3 meetings about this issue. The county has approved these solar farms. Does the city want to have a say on the issue being outside the city limit? Colton Eckhoff is stating that the City should stay out of the issue, otherwise we’re open to lawsuits. Leave up to the next meeting.

Mayor requested to go into executive session to come out to do business. Alderman Cook made motion to go into executive session, Alderman Metz seconded the motion with Alderman Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Alderman Rehmer made motion to approve Chief Brucato’s salary increase of $3484.00, bringing his total salary to $73164.00. Alderman Cook seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Alderman Rehmer made a motion to adjourn, Alderman Salomone seconded the motion with Alderman Salomone, Caronaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Meeting adjourned at 8:44 p.m.
