City of Gilman City Council met June 11.

Here is the minutes provided by the Council:

The regular meeting of the city council was called to order by Mayor Theesfeld. Council responding to roll call were: McGehee aye, Voigt aye, Kraft aye, Eimen aye, and Fancher aye. Alderman Elliott was absent. City Clerk Morris and Treasurer Johnson were also present.

Moved by McGeheeSeconded by Voigt to approve the minutes from the regular meeting held on May 14, 2018. All aye.

Moved by McGeheeSeconded by Fancher to transfer $15,000.00 from the general fund to the road & bridge fund, and to transfer $13,000.00 from the general fund to the sanitary sewer fund. All aye.

Jerod McMorris of Good Energy, an electricity consulting firm, was present and spoke regarding the rates the City pays for its own electricity (not the aggregation program for the residents). Various bids were presented to the council for its three accounts for street lighting and its nine accounts for other electricity services. See the attached bids. After listening to Mr. McMorris make a recommendation to the City and discussing possible future rates, it was

Moved by KraftSeconded by Fancher to approve the bid of Source Power & Gas for 48 months at a rate of $0.03626 per kWh for the three street lighting accounts, and the bid of Homefield Energy for 24 months at a rate of $0.04827 per kWh for the other nine accounts. All aye. Good Energy will provide contracts for the same to the City tomorrow.

The three managers of Manny’s Crossroads Cantina, LLC were present, being Troy Janssen, Ted Heideman, and Manny Delgado, and requested that their business be allowed to use the west portion of the City’s lot south of their building at 122 N. Central St. for parking. They propose to level it off and cover it with gravel for a parking area for 10 to 12 vehicles. This will allow easy access to the deck being installed in the back of their building. The managers were advised that patrons cannot drink on that deck but they can smoke. A discussion was had regarding the possibility of them obtaining a Class F liquor license from the City. Mayor Theesfeld will check with the City’s attorney regarding any legal issues regarding the parking area and will let Mr. Janssen know the City’s decision.

Moved by FancherSeconded by Kraft to approve the liquor license applications of the Iroquois West Booster Club for a Cash Bash to be held in August 2018, along with the applications of Pilot Travel Centers, LLC, Dave’s Tap Inc., Wasmer’s 66 Inc., Galena Properties, LLC, d/b/a Crazy Horse Saloon, Matthews Designs Inc., d/b/a Boondocks, Gilman Opco, LLC, d/b/a Fred’s Fuel ‘n Food, Inside Out Gilman Inc., Manny’s Crossroads Cantina, LLC, and Debra A. Taylor, d/b/a The Right Stop. All aye.

Moved by McGeheeSeconded by Eimen to approve Ordinance No. 18-19-04 imposing a local motor fuel tax of $.02 per gallon on sales of gasoline and diesel fuel effective July 1, 2018. All aye. Mayor Theesfeld confirmed that the intent is to use the funds for street purposes, but clarified that the ordinance allows the funds to be used for general corporate purposes. The council discussed the possible use of the funds and the amount of the tax compared to other cities in central Illinois.

Moved by McGeheeSeconded by Voigt to approve Ordinance No. 18-19-01 to change the employee-paid holiday from Lincoln’s Birthday to President’s Day due to the fact that the banks and post offices are closed on President’s Day, making it more difficult for the City to do business on that day. All aye.

Moved by McGeheeSeconded by Fancher to approve Ordinance No. 18-19-02 amending Sections 5.06.030 and 5.06.040 of the Gilman Municipal Code so that the arcade/amusement licenses expire on April 30th rather than June 30th, to be the same as the video gaming licenses which expire on April 30th. All aye.

Moved by KraftSeconded by McGehee to approve Prevailing Wage Rate Ordinance No. 18-19-03. All aye.

Moved by VoigtSeconded by McGehee to approve the 2018-2019 Budget as presented, a copy of which is attached hereto. All aye.

Moved by EimenSeconded by Fancher to approve Resolution No. 18-19-R1 authorizing payment of $2,280.73 from TIF 1 to Gilman Auto Parts. Aldermen Voigt, Fancher, Eimen, and McGehee, all aye. Alderman Kraft abstained.

Alderman Voigt had nothing to discuss.

Alderman Fancher had nothing to discuss.

Alderman Eimen advised that approximately $430,000.00 should be collected this year for the county’s public safety tax, but approximately $292,000.00 of that will be paid to the telecommunicators for back pay, including to those former employees owed. The status of the appeal of the arbitration is not known.

Alderman McGehee inquired about the upkeep of the Amtrak platform/shelter area, as a couple people have complained to him about the condition of the property. Mayor Theesfeld advised that the City agreed to plow snow and empty garbage cans, at no charge.

Alderman Kraft discussed a tree in front of a resident’s house on N. Central St. which had a limb fall on the road recently, but was advised by Alderman McGehee that the resident does not wish to have the tree cut down. Alderman Kraft also stated that the S. Main St. properties are settling and need to be reseeded, but Mayor Theesfeld advised that the City was advised that the balance of the landscaping probably will not be done until fall 2018. Alderman Kraft inquired to Alderman Fancher what the Catholic Church decided to do about their request for a new sidewalk. Alderman Fancher advised that the church members (with Roberto Sanchez overseeing the project) plan to perform the labor with the City providing the concrete, and he advised that resident Ben Schunke wants a City sidewalk in front of his house on N. Secor St. to the sidewalk from his house toward the street. He would also perform the labor with the City providing the concrete, if approved. Mayor Theesfeld suggested that further information be obtained from Mr. Schunke regarding exactly who will be performing the labor to insure that the framework for the new sidewalk is done properly. It was suggested that Mayor Theesfeld inspect the framework of these sidewalks prior to the concrete being poured. Alderman Eimen stated that he would prefer that the labor be performed by contractors to insure conformity.

Moved by McGeheeSeconded by Voigt to adjourn the regular meeting at 8:00 p.m. All aye.
