Here is the minutes provided by the Council:

Mayor Wells-Armstrong: I would like to call the meeting to order. We will start with a prayer by Pastor Scott Dave Robinson and go on to the pledge of allegiance by the City Council.

Public Comments

Mayor Wells-Armstrong: We have Chester Ciotuszynsk, Carolyn Kraft, Mark Hodak, and Pete Martin,

Chester Ciotuszynsk: Shares personal opinion relating to the article in the Daily Journal regarding Chief Dumas and disagrees with the City Administration on this subject.

Carolyn Kraft: Did not receive Vehicle Sticker notice in mail. Paid late fees. Spoke with Alderman Crawford on the matter. Found it difficult to get in touch with Mayor. Spoke with part time Secretary and other City employees that had no authority to assist her. After making her request, she was denied without consideration of the circumstances that the City did not have record of her and therefore did not send a notice. Requesting $140.00 reimbursement for late Vehicle Sticker Fees.

Mark Hodak: Requesting to make policing available for the river.

Pete Martin: Registered a small bike at the Police Station; inquired about rules and restrictions. Officer replied, none that he is aware of. An hour later, the person riding the bike was stopped, Officer took the bike to Beaupre and issued a fine. Requesting that when registering a bike that information such as rules and regulation are provided.

Item 8D: Revised job description for Legal Affairs Liaison (information only).

Items: 8E, 8F, 8G, 8H, 8I, 8J: If there are no objections, I would like to combine these items. All are street closures. Alderman Curtis mentioned that The Farmer’s Market will be going on. Clerk Dumas will reach out to the Jaycees.

Item 9A: Alderman Tetter: Economic Development highlights include: Met on July 26th and discussed PNC Bank and Opportunity Zone linked with Economic Alliance. Proposal due August 2019. Ricky Rockets delay due to the appraised value that came in under. Aldermen and Alderwomen are to create a wish list for Lobbyist. Also seeking tenant for the Ultra foods building.

Item 9B: Alderman Tall: Met on July 24th…Ordinance Committee highlights include Social Media Ordinance. We will act on that at the next meeting. We also discussed the Chapters regarding Vendors, Peddlers, License and Liquor Licenses.

Discussion: Alderman Brown: A Public Safety meeting will be held in addition, there is a report has been provided for each Alderman regarding shots being fired.

Aldermen & Alderwomen: Alderwoman Malone, Marshall extends thank you to Chief Dumas for doing a good job and she supports his effort.

Alderman Crawford thanks the resident for coming in to discuss vehicle stickers. There are about 20 other’s that did not receive their notice. Recommend sending notices out earlier.

Update: Kris provided and update on the house on 443 South Indiana. We have two estimates. The low bidder is $44,000.00 to take down one house. Alderman Tall recommends to check the demolitions monies discussed at the CRC meeting. The Comptroller will check into that.
