Village of Loda Village Board met July 11.

Here is the minutes as provided by the board:

The Village of Loda Board of Trustees held their regular meeting on July 11, 2018 at the Village Hall. Present were: President Carol Areseneau, Treasurer: Myles Reck Trustees: Ronda Breeden, Cathy Tittle, Jon Boone, Joyce Gharst, Patricia Allen and Village attorney Dale Strough. Meeting called to order at 7pm, all spoke the Pledge of Allegiance. Absent: Richard Manzke


Minute: Ronda approved meeting minutes and waive reading on minutes, Pat 2nd, all aye

Ronda approved Executive meeting minutes and waive reading, Cathy 2nd, all aye

ERH: work report

2 pits currently being worked on Recyclers 2” and then Murdocks

Webbers has been turned over to EPA, meter at Webbers not addressed

Water Tower: awarded $500,000 grant, next week workshop to attend, then start with administration and demo house, grant for construction, anything outside the Village pay. Tom verified not included in the funds and don’t recommend using for demo. If money left over then can use some of the money for old tower removal. Due to complications of contract, prevailing wage would suggest using Village financing. Carol asked when do you need house down and out. Tom stated construction start late winter or spring, primarily built next year. Recommend having down by end of October. Doug and Tom going to workshop. Tom will write up for demolition information and check with communities that has done some demo with specs.

Pavilion: checking into electric, someone cut the ring that padlock and now can not be locked. Waiting on bid and getting a second one and then will have special meeting. Recommended moving box to bathroom for locked door plus padlock in bathroom being used and then trench to Pavilion and we will just have one electric box.

No building permits

Jefferson street: same work that did roads last year, tearing up road and put in base from chestnut to mulberry and other is all the way to Franklin to get out hump instead of adding more and raising it. 1- Mulberry $15,000 2- to Franklin under $20,000. With chewing and 6-8 inches down to set for winter, general funds no engineer. Ronda verified fixing street signs while doing work. Gene jr has the tops and we have other street signs missing, also change out some yield signs.

Ronda started motion to go to franklin, not to exceed $22thousand. If going to do it, then do it right. Dale stated 20,000 magic number under 20,000 approve without bids, if over must go thru bid process. Council can approve contract but ¾ majority, tonight being unanimous.

Ronda made motion to approve bid for Rust Farms $3,885.00 and CC Trucking $16,847.00 to Franklin street, chestnut to Franklin for Jefferson street, 2nd Jon roll call, all ayes. Motion carried

LT&T- closing street for parade on 28th. Ronda motion to close from Poplar to Virginia back up Locust 9:45-11:00am for parade, line up at old school. Pat second, all in favor

Treasure: phone is fixed, was phone not the phone line. Carol verified box hanging outside and need to come fix

Trustees:

Ronda: crowns for king and queen for end of summer dance, will be like the junior mr/ms and will not be over $41 for both. Tentatively August 4th 7-10p at Loda Park.

Cathy motion to order crowns for Ronda special event. Pat 2nd motion carried, Ronda abstain

Lawyer:

Properties: Seddlemeyer court date 8/2, 110 South Maple and trying to contact

New:

Nicor- we passed ordinance the anyone digging on property must have permission. Nicor running a gas line down west side Biggs Lawn care, full length of block.

Ronda motion to Grant Nicor a permit to do digging. Jon 2nd from Chestnut to walnut down the alley north side of Biggs, vacated

Ordinance 90-03 for numerous streets, public facility or easements for continue public service for maintenance and renewal of construction

Cathy question to let owners know there will be digging. Dale verified responsibility of Nicor because they have easement. Roll call Pat-yes, Joyce-yes, Ronda- yes, Jon- yes, Cathy-yes

Treasure: audit on 18th

While looking thru info found a photo of Eddison, Myles would like to have or buy for Village. Ronda rather hang in village, Carol verified can’t hang on walls for concrete. Ronda mention can figure out how with tools now that go thru concrete

Trustees:

Joyce concern with Sarah Bachman old house: supposedly house not fit to live in, county must come and condemn it. We had dog taken care of that was left. Joyce will give info to Ronda. No one notified Myles they moved out, supposedly coming back. Village hasn’t been notified of them moving out as of now. Cathy had dog removed due to abandoned dog, tame older dog. Cathy know there is a lot in there, outside is a mess but we can’t access, trespass. We don’t have notice of them leaving. House is external signs with windows, doors we can send notice to repair as we do and file complaint we can get judicial to go inside and see situation. Joyce has numbers of who owns house. Pat says if you rent a house must meet standards, possibly they are buying. Discussion that we have here say and not facts on situation. We will send owners a letter and inquire the status. Paula, county doesn’t do this, and municipality and Villages do it. Verified sending a letter and proceed from there.

Illegal burn on property by Cathy Caspers

Bills:

Carol question for True Green, board has not approved for them to do work. When was work or spray, no flags at park. Was not voted on. With bill was documents that were unsigned. Myles getting paperwork to show Carol. Clarification was not a bill but contract for them to do the service. Will call and explain.

JC plumbing and heating: work for bathrooms in park $75.00

Ronda motion to pay bills minus JC Plumbing till service done and hold on True Green till brought before board Cathy 2nd roll call all aye, motion carried

Public

Linda Bogard: Earl Clauss wants to know if can paint hydrant red /white and blue, Carol verified no, must be red

Cathy Caspers- Biggs property clean up, tired of looking at weeds. They started but not finished. Will send letter

Roy- concern with weeds at park, Sandy Coffey has been pulling when with kids at park

Ronda, thank you to Richard Coffey for mowing property behind Ronda

Carol, thank you to Dave to clipping and trimming trees, mowing properties

Richard- property Madeline Sanford, Virginia and Elm, need mowed. If prairie grass due to mosquitos. Carol will contact to verify and options to mow

Gene jr, Victorian house concern with yard. Carol verified she is going to hire someone to come due work, she can’t do it herself.

Trees on Shotwell need trimmed,
