City of Momence City Council met August 20. 

Here is the minutes as provided by the council:

     The City Council Meeting of the City of Momence was held in the Council Chambers at 29 N. Dixie Highway, Momence. Mayor Chuck Steele called the meeting to order.


Roll Call

     Roll was called by the Clerk with Aldermen Salomone, Metz, Clark, Rehmer, Cook, Temple and Cope. Alderman Carbonaro was absent.

Approval of Previous Meeting Minutes

     Alderman Rehmer made a motion to approve the minutes of the August 6, 2018 council meeting with a correction to the spelling on Gilster. Alderman Cook seconded the motion with Aldermen Salomone, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Approval of the Bills

     The bills were discussed at tonight's Budget and Finance Committee Meeting. Alderman Salomone made a motion to approve the bills for payment. Alderman Metz seconded the motion with Aldermen Salomone, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Citzen Forum

     Dennis Reaman – asking for extra street space for cruise night on September 11 requesting Pine to Elm Street for extra room, one more block West. Alderman Cook made motion to approve, Alderman Clark seconded the motion with Aldermen Salomone, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

     Jenene Loftus – Mainstreet monthly update – cruise nights going well, Bordertown Haunting and Miracle on Washington Street are both being planned now. Marketing Momence on social media. Grants awarded to Off the Vine and Pack Rats.

Aldermanic Reports

     Alderman Clark – public works meeting at 6:45 PM on September 4 to discuss the purchase of the chipper Alderman Salomone – BF 7:15 pm September 4

Department Heads

Tina – last Farmer’s Market is this coming Wednesday, August 22

Treasurer report – auditors were here today, asking for approval to give expense report to Scott and Brian so they are aware of revenue/expenses for their departments.

Mayoral Report

          1. Discuss Momence Packing Contract – the city will be responsible for the running of their system. They would be responsible for any repairs, parts/equipment to make repairs, if something is deemed unsafe must be removed immediately. The City attorney has approved this contract. The year will be update, Mayor indicated that this was started last year…. updates will be made. Contract is valid for 5 years. Alderman Metz made motion to approve, Alderman Cook seconded the motion with Aldermen Salomone, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

          2. Discuss and Vote on Intergovernmental Agreement with Kankakee County for the purpose of implementing and enforcing an Historic Preservation Program - no cost to the City, intergovernmental agreement. The will help anyone is restoring a historical building. Alderman Metz made motion to approve, Alderman Rehmer seconded the motion with Aldermen Salomone, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Mayor Steele requested executive session to discuss employment/compensation of specific of employees of the public body, possibly to come out and do business. Alderman Rehmer made motion to go into executive session, Alderman Temple seconded the motion with Aldermen Salomone, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Exited public meeting to go into executive session 7:53 pm

Re-entered regular session at 8:20 pm

Alderman Cook made motion to approve Mayor Steele to offer Lori a stipend of $300.00 per month for assisting the treasurer and taking her salary out of all 3 funds. Alderman Metz seconded the motion with Aldermen Salomone, Metz, Clark, Rehmer, Clark, Temple and Cope voting yes.

Alderman Metz made motion to adjourn, Alderman Rehmer seconded the motion with Aldermen Salomone, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Meeting adjourned at 8:22 p.m.
