City of Gilman City Council met September 10. 

Here is the minutes as provided by the council:

The regular meeting of the city council was called to order by Mayor Theesfeld. Council responding to roll call were: McGehee aye, Elliott aye, Kraft aye, Eimen aye, Voigt eye, and Fancher aye. City Clerk Morris and Treasurer Johnson were also present.


                              Moved by Elliott              Seconded by Voigt

to approve the minutes from the regular meeting held on August 13, 2018. All aye.

                              Moved by Kraft               Seconded by Fancher

to transfer $14,000.00 from the general fund to the road and bridge fund. All aye.

Bob Kramer, a resident of Gilman, appeared before the council and read a written statement regarding the Iroquois West school system and the parking/sidewalks on the east and west sides of the Iroquois West Grade School in Gilman.

The council members were provided with a copy of the Report of the Gilman Zoning Board of Appeals from the September 6, 2018 public hearing regarding the petition of Novel Energy Solutions, L.L.C. for a special use permit to construct a 2 MegaWatt Community Solar Garden on approximately 14 acres owned by Kim Wasmer and Karen Wasmer, near the Ameren substation.

                               Moved by Kraft               Seconded by Voigt

to adopt Ordinance No. 18-19-07 approving the issuance of said Special Use Permit. All aye.

A loan payment of $98,610.52 is due by October 6, 2018 to Prospect Bank to be paid from the 2017 Debt Service Fund.

to make said payment prior to October 6, 2018. All aye.

At the August 13, 2018 meeting, the council discussed a possible ordinance to abate chronic nuisance properties.

                                Moved by Eimen             Seconded by Voigt

to adopt Ordinance No. 18-19-08 to abate chronic nuisance properties. All aye.

Mayor Theesfeld discussed the local motor fuel tax received by the City in July and the expected revenues from that tax in the future. Future costs will be incurred for the North Thomas and East Second Street Road Improvement Project, and the engineering proposal of Piggush Engineering Inc. was discussed. Mayor Theesfeld advised that the estimated project cost will be $2.4 million and some water mains will need to be improved as well. The bidding can be done in phases starting in January or February 2019. The engineer has recommended that the project be started

before school dismisses in spring 2019 so that the project can be completed before school starts in fall 2019. Possible financing of the project was also discussed.

to approve the engineering proposal of Piggush Engineering Inc. for $97,880.00 for said North Thomas and East Second Street Road Improvement Project. All aye.

Mayor Theesfeld advised of a grant that will be available for application in 2019, but Phase I of the engineering must be done prior to the grant application. This grant could be used for the Central Street improvement project. The engineering has been started and this project can be discussed further at a future city council meeting.

Alderman Voigt had nothing to discuss.

Alderman Elliott had nothing to discuss.

Alderman Fancher advised that the tar and chip work on North Maple Street was done poorly and is now like a washboard. Alderman Kraft agreed. Mayor Theesfeld will contact the company about fixing it.

Alderman Eimen had nothing to discuss.

Alderman McGehee had nothing to discuss.

Alderman Kraft had nothing to discuss.

to approve the bills as they were presented, and to approve the Balance Sheet, and Profit and Loss Statement dated September 10, 2018 as presented. All aye.

                                 Moved by McGehee            Seconded by Voigt

to adjourn the regular meeting at 7:22 p.m. All aye.
