City of Kankakee City Council met Sept. 17.

Here is the minutes provided by the council:

MAYOR WELLS-ARMSTRONG: I would like to call the meeting to order. We will start with a prayer by Reverend Philip Gardner and go on to the pledge of allegiance by the City Council. There are no Public Comments. Roll Call of City Council.

STANDING COMMITTEE REPORTS

MAYOR WELLS-ARMSTRONG: Ordinance, Public Safety and Budget Committee

ITEM 9A: Alderman Tall: Ordinance Committee met on Tuesday

August 28th and discussed two of the items on the agenda tonight: The Gaming Tax and the Social Media Ordinance.

We also discussed reintroducing the Golf Cart Ordnance at a later date.

ITEM 9B: Alderman Brown: Public Safety met on Wednesday, September 5 th. On the Police side the bills totaled $19,429.41 and highlights are vehicle maintenance and overtime; however, 239 hours of the overtime will be reimbursed. Reports from the Fire Department show that the bills are high due to the 5 that are injured…totaling $31,108.25. Overtime was also high…a record high of 541 ambulance calls for the month…preparing for the ISO Rate.

ITEM 9C: Alderman Baron: Budget Committee met on Monday, September, 10th, 2018. There were two major topics: Brookmont Blvd Engineering Contract; referred to Budget from the last Council meeting. All questions were answered along with explaining how contractors are chosen. Secondly, the traditional review of the current financial condition was also discussed. Still a little bit behind, waiting on September property tax

ALD FAFORD: I move that we approve the report of officers, place the money in the in the proper accounts and pay the bills in the amount of $292,519.42.

NEW BUSINESS

ITEM 12A: Ordinance adopting a Social Media Policy (applies to all forms of Social Media) for the City of Kankakee. This policy discusses what is allowed and what is not allowed. Prohibits use during work time and post by employees and/or elected officials should not be detrimental or negative to the City of Kankakee on or off duty. Penalties are progressive and reviewed by: Supervisor, Mayor and/or Council (1st & 2nd Reading).

ITEM 12B: Ordinance Amending Chapter 31 of the Kankakee City Code taxing ownership interest in video gaming terminals in the City of Kankakee, Illinois. This ordinance was tabled last year and brought back with a reduced cost of $250.00 per terminal. The owners are given time to pay that tax (1st & 2nd Reading).

ITEM 12D: Preliminary Engineering Services Agreement for Federal Participation Project for Brookmont Boulevard Viaduct-V3 Companies, LTD. This project has been in Phase 1 for 6 years. We have a federal obligation to fulfill obligation December 2020.

ALD BARON: I move that we authorize the Mayor and the City Clerk to sign this agreement on behalf of the City.
