City of Kankakee City Council met Oct. 15.

Here is the agenda provided by the council:

MAYOR WELLS-ARMSTRONG: I would like to call the meeting to order. We will start with a prayer by Robert Ellington Snipes and go on to the pledge of allegiance by members of Kankakee NAACP Youth Council. Moving on to Public Comments we have Robert Ellington Snipes.

PUBLIC COMMENTS

ROBERT ELLINGTON SNIPES: The first issue is we need to light up the alleys; especially around the schools. I received a warning ticket which would not have bothered me but when he told me I did not have my signal on that is when I had a problem. I don’t think the officer knows this community well. Coming off of Orchard going to Hobbie; my turning signal was on to go left. Visibility is not good. Drivers have to wait then move on out in order to get to Hobbie. Coming from Orchard to Hobbie there is less than 100ft, you are shooting out and across, it is a short and unusual street. It needs to be corrected.

PETITIONS

MAYOR WELLS-ARMSTRONG: Opposed, same sign? Minutes are approved. Moving on to Petitions.there were concerns about our Conditional Use

ALD CRAWFORD: LORETTO CALMES:

Permits. The minutes are to be approved tomorrow. Members of Teska realized they did not have a quorum. After discussion with Corporation Council, the Hearings will have to be redone. Are there any questions? Alderman Crawford?

This being time sensitive, will this be completed by the end of November?

We can have it done by mid-November.

MAYOR WELLS-ARMSTRONG: Under the advisement of Corporation Council we can remove the petitions from the agenda.

ALD TALL: Bert, Can the Mayor remove this from the agenda (inaudible)?

BERT ODELSON: As long as there is no opposition from the Council. 

MAYOR WELLS-ARMSTRONG: Is everyone okay with that? We will go ahead and remove it.

ALD CURTIS: We don’t meet again until December. Will we need a Special meeting?

LORETTO CALMES: We can arrange a special meeting.

COMMUNICATIONS

ITEM 8A: Kankakee Police and Fire Department is requesting Street closure of the 300 Block of East Oak Street to Host the 2nd Annual Trunk and Treat Event on Tuesday, October 30, 2018 from 4:00 PM until 7:00 PM.

MAYOR WELLS-ARMSTRONG: Motion to approve?

ALD OSENGA: So move.

ALD KENNEDY: Second.

STANDING COMMITTEE REPORTS

MAYOR WELLS-ARMSTRONG: Opposed? Motion carries. Moving on to Standing Committee Reports. We have reports from Building &  Code, Ordinance and Economic Development.

ITEM 9A: Alderman Crawford: Building & Code met on Thursday, September 20th, 2018 and addressed the various Code issues in different Wards. The next Code meeting is Thursday, October 18th, 2018.

ITEM 9B: Alderman Tall: Ordinance Committee met on Tuesday, September 25th, 2018 to address the continuation of Chapters and needs for Chapter 22 (inaudible).

ITEM 9C: Alderman Tetter: Economic Development met on Thursday, September 27th, 2018 we had a presentation by Jeff Bennett regarding the old Ultra Foods location; new opportunities and discussion of the TIF being established on the Eastside of town. Requested a list of projects to be prepared and turned in to our lobbyist. At the next meeting a member of the Economic Alliance will be resent to discuss partnering with the City.

ALD FAFORD: I move that we approve the report of officers, place the money in the in the proper accounts and pay the bills in the amount of $194,950.91.

NEW BUSINESS

ITEM 12A: Proposal by Pigguish Engineering to submit Grant application to IDOT for the Safe Routes to Schools Grant with acknowledgment of Ty who is a student at King Middle School for writing a letter with his concerns about the Safety on Court Street.

ALD O’BRIEN: You mentioned this is 100 percent funded.

NEIL PIGGUSH: That is correct. It also funds the Engineering construction and inspection portion as well. The only thing the City is required to pay is the application fee.

This is the Ordinance for.services. We have a slight problem.this is a 3 year contract.2 year term. Another problem.using the City Logo.us instead of them (inaudible).

The Mayor had my office review this. We are indemnified whatsoever. We are approving the program not the contract between the company and the potential home owner. We are approving the program; the partnership with the City to offer their warranty program. Alderman Tall is correct we should approve the contract to run through the term of the Mayor (2.5 years).

ITEM 13C: Resolution approving a Second Extension to an Intergovernmental Agreement Between the County of Kankakee, City of Kankakee, City of Momence, Village of Bourbonnais, Village of Bradley and the Village of Manteno to Promote Tourism.

MAYOR WELLS-ARMSTRONG: Stacy Wilkin will provide an update.

STACY WILKIN: The current extension expires October 31st, 2018. We are requesting a 6 month extension. I will return April 2019. 

MAYOR WELLS-ARMSTRONG: Motion to approve the resolution.

ALDERMAN COMMENTS

ALDERMEN & ALDERWOMEN: As a reminder to Council, if you have a list.we want to have a consolidated list to give the Lobbyist by the end of November. Asking for all input so the list can be submitted. There is no news on 431 South Indiana. The new member of Corporate Council group is Kelly Burke who is also the current State Representative in District 36 and she will be helping us with Legislative updates. The owner of Ricky Rockets called the City Attorney today and a meeting will be scheduled for next week. We have discussed TIF in that area. We will request that the owner to tidy up the area while we wait for the project to begin.

MAYOR WELLS-ARMSTRONG: I have a couple of things: We are in process of working on a job description for the Chief of Police search. Meetings will be set up to provide feedback. The Retail Show is this week.Pete and his Team plan to do an audit for Republic Waste Haulers. Former Alderwoman Francis Jackson has passed away. Her services will be at Mt. Calvary. We can set a meeting to review items from the Capital Team Alderwoman Swanson lost a loved one. Please reach out to her.
