City of Gilman City Council met January 14. 

Here is the agenda as provided by the council:

The regular meeting of the city council was called to order by Mayor Theesfeld. Council responding to roll call were: McGehee aye, Kraft aye, Elliott aye, Eimen aye, Voigt eye, and Fancher aye. Clerk Morris was also present. Treasurer Johnson was absent.

to approve the minutes from the regular meeting held on December 10, 2018. All aye.

               Moved by McGehee                 Seconded by Fancher

to transfer $14,500.00 from the General Fund to the Road and Bridge Fund, and to transfer $175,000.00 from the General Fund to the Sanitary Sewer Fund. All aye.

Resident Bob Kramer read a prepared statement regarding what he referred to as transparency and communication. He feels that all municipalities should make audio and visual recordings of their meetings and have them available on a website.

to continue to hold the regular city council meetings on the second Monday of each month at 7:00 p.m. All aye.

to adopt Ordinance No. 18-19-12 prohibiting residential uses within the front 50 feet of the ground floor of all buildings on Central Street north of U.S. Highway 24 in the Business District. All aye.

to approve The Right Stop having a tent on its parking lot on January 19, 2019 for its annual race party. All aye. The party will start at 4:00 p.m. that day. The Right Stop has paid the City $50.00.

Mayor Theesfeld advised the council of the Iroquois County Chamber of Commerce’s annual meeting to be held on February 4, 2019 at 6:30 p.m. at the Farm Bureau in Gilman. If anyone wishes to attend on behalf of the City, they are to let City Clerk Morris know.

to approve the estimate of Lee Farms Excavating to demolish the structure owned by the City at 122 ½ E. Crescent Street for $8,500.00. All aye. The sum of $3,500.00 of that $8,500.00 is for removal and disposal of asbestos.

Mayor Theesfeld advised the council of a water main issue on N. Main Street near the grade school on Saturday, January 12th. The leak has now been pinpointed and digging will commence on Tuesday, January 15th. It appears to be at or near the T of the line where they tap in. It will probably be the City’s cost.

Mayor Theesfeld also advised the council of further problems with the 2016 Ford F-750 truck, as it does not have enough power. He also mentioned that some time this year the council will need to discuss the purchase of a new squad car for Officer Norton. His vehicle has almost 80,000 miles on it. A finance committee will need to be scheduled to discuss that purchase.

Alderman Voigt had nothing to discuss.

Alderman Elliott had nothing to discuss.

Alderman Fancher had nothing to discuss.

Alderman Eimen had nothing to discuss.

Alderman McGehee inquired about the status of tree removal, and Mayor Theesfeld advised that Price has another four or so to remove.

Alderman Kraft had nothing to discuss.

to approve the bills as they were presented, and to approve the Balance Sheet, and Profit and Loss Statement dated January 14, 2019 as presented. All aye.
