The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance, led by President Nugent.

Motion by Boyce, seconded by Martin, to waive the reading of the minutes and approve the Regular Board Meeting minutes of January 7th 2019 as presented by the clerk.

Reports of Village Officials:

Village President’s Report: Timothy Nugent

Mayor Nugent announced that the Village of Manteno would be hosting the Mayor’s Dinner in Manteno at the American Legion on Wednesday, March 20th, 2019 at 6:00 pm. The Board is invited to attend and welcome the Mayors of the county to our community.

The Village will be taking down all the downtown Christmas lights within the next week, as well as the Season’s Greetings banner hanging at the grain elevator.

Village Administrator’s Report: Chris LaRocque

Mr. LaRocque congratulated Village of Manteno Resource Mgr., Janice Schulteis, on her pending retirement after 28 years with the Village. The Mayor recognized Ms. Schulteis with a watch from the Village and expressed thanks for the dedication and work Ms. Schulteis did over her career with the Village. An open house with family and friends was held earlier from 5:00 pm to 6:30 pm at the Leo Hassett Community Center.

Committee Reports:

Public Works and Utilities- Trustee Boyce

Nothing on the agenda tonight.

The next Public Works Committee meeting will be on Tuesday, February 26th at 7:00 am, Village Hall Conference Room.

Parks and Recreation- Trustee Martin

Ordinance 18-20 - An Ordinance approving and authorizing the execution of a lease agreement between the Village of Manteno and the Manteno Youth Baseball Softball league. Previously discussed at several committee meetings, the Village took the position that a formal agreement between the Village and the local recreational baseball and softball league should be implemented for the use of Heritage Park. This one-year agreement defines the Village's and the league's responsibilities, respectively. Each year the agreement will be evaluated for any necessary changes.

The next Parks and Recreation Commission meeting will be Wednesday, March 3rd, 2019 at 7:00 pm in the Village Board Room.

Public Safety and Health- Trustee Dole

Ordinance 18-22 - An Ordinance authorizing the sale of personal property (Surplus Municipal Equipment). Over time, the Police Department accumulates bicycles for various reasons. Chief Swinford became aware of a program to repair and donate these confiscated bicycles to children-in-need. This ordinance allows the police department to donate the bikes to this program, which will also free-up some much needed storage space.

Trustee Dole covered safety tips concerning snow and ice, especially concerning walking out on ponds/lakes that you may think is frozen. She reminded residents that no one is allowed on the ponds in the Village. Trustee Dole brought up the address signs you currently have on your house and if it is visible for emergency responders to see and easily find. The green address signs are still available at the Manteno Fire Station.

The next Public Safety Committee meeting will be Wednesday, February 13th at 7:00 am in the Village Hall Conference Room.

Planning and Zoning- Trustee Crockett

Ordinance 18-21- An Ordinance amending Title 10, Subdivisions, Chapter 9, Development in Floodplain Areas, by replacing Chapter 9 in its entirety, of the Municipal Code for the Village of Manteno. A floodplain map revision west of the Village required us to adopt the new map. During this process the Illinois Department of Natural Resources did an audit of the floodplain areas within the Village limits and also reviewed our current ordinance. It was determined our ordinance needed to be replaced to be more current with the requirements. This chapter replacement brings us into better compliance with the State guidelines.

The next Planning Commission: Tuesday, February 12th at 6:00 pm in the Village Board Room The next Planning &Zoning Committee is Tuesday, February 26th at 7:00 am Village Hall Conference Room.

Finance: Trustee Gesky

 Payment of bills $89,284.30 includes TIF#1- $12,181.80 & TIF #3 $107.00

 Bills authorized and Paid between Board Cycle: $0

Consideration Re: A motion to authorize the Village Administrator to negotiate for the purchase of property located at 315 North Locust Street. The vacant restaurant located at 315 N. Locust has been unable to sustain a long-term business in that location. The building needs substantial repairs and appears to no longer be the best use of this highly visible location. The Village would like to purchase the property with TIF funds, demolish the building, and market the property in hopes of bringing in a new property and sales tax generator.

The next Finance Committee meeting will be held Wednesday, February 13th at 7:00 am at the Village Hall Conference Room.

General Government-Phillips Absent

Mayor Nugent: Congratulations to Janice and we are grateful you are able to leave and enjoy your retirement / family and thankful for all you have done for the Village during your 28 years. Friday January 25th will be Janice’s last day. She will come back and fill in occasionally when there is a need. We will miss her knowledge and work ethic.
