The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance, led by President Nugent.
Motion by Boyce, seconded by Dole, to waive the reading of the minutes and approve the Regular Board Meeting minutes of January 22nd, 2019 as presented by the clerk.

Village President’s Report: Timothy Nugent
Mayor Nugent commented on the cold weather the Village and surrounding areas had to deal with last week and thanked Jim Hanley and our Public Works team for the work and snowplowing that had to be done within the Village. Mr. Hanley reported that the equipment held up in the freezing temperatures and there was 2 or 3 mailboxes hit due to the heavy snow. Mayor Nugent commented that the Season’s Greetings banner and lights were put lower on the priority list due to the weather, but they will be taken down with the warmer weather coming. The Village opened up the warming center in the Leo Hassett Community Center and we did have some people there. The Village Hall had to close for 1 day, but the Police Department on Main Street and the Public Works department were both open.

Trustee Dole covered the recent presentation that the Police Department covered with Village businesses on the advantages of installing video camera surveillance on the outside of their businesses. This is not only a good idea for businesses, but for home’s within the Village. The Police department relies heavily on surveillance video whenever there is an issue within the Village.

Resolution 18-12 - A Resolution authorizing an Interfund Loan not to exceed
$750,000.00 from the Storm Sewer Capital Projects Fund to the Central Business District Tax Increment Financing Redevelopment Project Area Special Tax Allocation Fund This transfer of funds is necessary to facilitate the remainder of the Square on Second construction projects, the purchase and demolition of 315 N. Locust, and the remaining budgeted items in the TIF #1 fund. This resolution establishes the terms for the payback of the interfund loan.
Ordinance 18-23 - An Ordinance authorizing the Purchase of the Property commonly known as 315 North Locust Street, Manteno, Illinois, in furtherance of the objectives of the Redevelopment Plan and Project approved for the TIF District No. 1, Central Business District Redevelopment Project Area. As discussed, the vacant building at 315 N. Locust is for sale and appears to no longer to be able to support its primary function as a restaurant. The Village believes the current building and use is no longer the best use of this highly visible location. Once purchased, we will demolish the building and offer the commercial lot for sale. The intention is to sell to a new developer that will build a building for a business that will also be a sales tax generator. TIF #1 funds will be used for the purchase and demolition.

Trustee Boyce: Thanks to Jim and the Public Works for the hard work last week in the cold. Glad we no longer own the water system so we did not have to deal with water main breaks in the freezing weather.

Mayor Nugent: We will be putting up the Hometown Hero Banners in May. Village residents can purchase one for the fee of $100.00 until the end of the month. They will be good for two years. Additional information is available on the Village website or stop in the Village Hall.
