The Regular Meeting of the Board of Education of Bourbonnais Elementary School District No. 53, Kankakee County, Illinois was called to order by Board President Rob Rodewald on Tuesday, March 19, 2019 at 7:03 PM at the Administrative Offices, 281 W John Casey Road, Bourbonnais, IL. 1.02 Pledge of Allegiance.


1.03 The following members were physically present at said location: John Hall, Jamie Freedlund, Rich McBarnes, Michael Jurka, Nicole McCarty, Jayne Raef, Rob Rodewald.

The following members were allowed by a majority of the members of the Board of Education in accordance with and to the extent allowed by rules adopted by the Board of Education to attend the meeting by video or audio conference: None. No member was not permitted to attend the meeting by video or audio conference. The following members were absent and did not participate in the meeting in any manner or to any extent whatsoever: None.

2. Recognition of Staff, Students and Community

2.01 Recognition of Staff - There were no recognitions of staff.

2.02 Recognition of Students-Bourbonnais Upper Grade / Bradley Central Wrestlers

On behalf of Bourbonnais Elementary School District No. 53, Principal Jeff Gindy recognized the Bourbonnais Upper Grade Center and Bradley Central Wrestlers. Congratulations to the BUGC and Bradley Central wrestlers for their accomplishments at the 2019 IESA State Wrestling Tournament. Levi Greenlee (BUGC) was a state qualifier at 85 lbs with a record of 30-16, AJ Mancilla (BUGC) placed 6th at 126 lbs with a record of 31-6, Lymon Jackson (BC) placed 3rd at 75 lbs with a record of 36-5, and Ethan Spacht (BUGC) at 80 lbs with a record of 41-0 and a four year record of 156-0, repeating as only the second wrestler in the 38 year history of IESA Wrestling to win four State Championships! We would also like to thank coaches Keith Wolford, Dan Richardson and T. Lamie for your hard work and dedication to these young men.

3.05 Communications from/to Superintendent – FOIA Requests – There was one FOIA requests reported by Superintendent Hollowell from Smartprocure regarding Purchasing on records copying, scanning, printing. This was completed in a timely manner by Dennis Crawford, Director of Business services.

5. Mission of Bourbonnais Elementary School District #53 is to: Collaborate with staff, students, families, and community

5.01 FAB Lab Update - Adam Macholz, Teacher

Adam Macholz, Teacher at Upper Grade Center and Liberty Intermediate updated the Board on the Fab Lab. He explained the new equipment and it’s capabilities and how the students are using it to create various projects.

5.02 Spring Games Preview - Aimee Ponton, Teacher and Shannon Swilley, Associate Principal

Shannon Swilley, Associate Principal and Aimee Ponton, presented how the Spring games game to fruition and grew to include multiple schools in the county. The Games are to be held on May 3, 2019 at BUGC. They listed the available games and thanked the sponsors.

6. Mission of Bourbonnais Elementary School District #53 is to: Provide a safe learning environment with innovation instructional practices

6.01 Caring School Communities - Dr. Jim Duggan, Director of Instruction

Dr. Jim Duggan presented on the Caring School Community initiative in Bourbonnais Elementary School District. Dr. Duggan explained the social and emotional learning policy and how it is incorporated into the District’s curriculum and other education programs. Dr. Duggan explained the process and purpose of the caring school communities and the district-wide implementation plans.

6.02 New Positions to Support Teaching, Learning and Social Emotional Needs

Dr. Daniel Hollowell, Superintendent requested the Board’s approval for the following positions: 1) Approve the 2 SUCCESS Coach positions 2)Approve the 1.0 new FTE to expand the FABLAB to full-time and create the ED TECH Coach/Liberty Technology position 3)Contract with IKAN to provide a dedicated IKAN instructional coach 1 day a week. Dr. Hollowell presented the justification, job descriptions and proposed funding for each.

Motion by Jayne Raef, second by Jamie Freedlund to approve New Positions to Support Teaching, Learning and Social Emotional Needs as presented. The following voice votes were heard: Ayes: John Hall, Jamie Freedlund, Rich McBarnes, Michael Jurka, Nicole McCarty, Jayne Raef, Rob Rodewald. Nays: None. Absent: None. Final Resolution: Motion Carries.

6.03 Substitute Pay

Dr. Daniel Hollowell, Superintendent requested the Board’s approval for increasing the substitute payscale. Dr. Hollowell explained the current need for substitute teachers. Dr. Hollowell presented the current scale and compared the BESD53 pay scale to area schools. He also explained the bonus program implemented in 2017 and the impact it made.

Recommended PAY SCALE

     Subs without teaching licenses

           $95/day for the first 20 days in a year that they sub for us.

           $100/day for days 21+

     Subs with teaching licenses

          $110/day

     Long-term Subs (20+ consecutive days in one position)

          Bachelor’s Step 1

          $201/day

Motion by John Hall second by Michael Jurka to approve new substitute teacher pay scale as presented. The following voice votes were heard: Ayes: John Hall, Jamie Freedlund, Michael Jurka, Nicole McCarty, Jayne Raef, Rob Rodewald. Nays: None. Abstain: Rich McBarnes. Absent: None. Final Resolution: Motion Carries.

7. Mission of Bourbonnais Elementary School District #53 is to: Inspire all students to reach their unique potential as globally conscious learners

7.01 Illinois State Scholars - Superintendent Daniel R. Hollowell, Ed.D.

Superintendent Hollowell presented the names of the BESD#53 2018-2019 State Scholars. He explained the eligibility criteria and compared the BBCHS High school results to area High Schools and compared the Bourbonnais Elementary #53 results to other area elementaries.
