Village of Chebanse Village Board met March 18.

Here is the minutes provided by the board:

Mayor Mathy called the regular Village Board meeting to order at 7:00 pm and announced that the Village would be taping and Kathy Washington from the Advocate would be taking notes.

The following Trustees were present: Trustee Beherns, Trustee Kohler, Trustee Odle, Trustee Perzee (7:05 pm), Trustee Randles and Trustee Snyder. Also present were Mayor Mathy, Clerk Pasel and James Smith from Maintenance.

The Pledge of Allegiance was led by Mayor Mathy

APPROVAL OF REGULAR MINUTES: A motion was made by Trustee Beherns and a second by Trustee Kohler to approve the February 18, 2019 Village Board meeting minutes. Vote:

UNFINISHED BUSINESS:

STERLING CODIFIERS: Attorney Hiatt reported that there were a few questions that needed clarifying. Publication is underway.

REPORTS OF COMMITTEES: Trustee Snyder reported that there was a Streets, Alleys, Tile and Railroad Committee meeting before the board meeting. A resolution for the 2019 Motor Fuel program will be ready for the next meeting. Trustee Snyder also informed the board that what was thought to be a sinkhole was actually from boring and not a tile that was broken.

Trustee Perzee asked the board if anyone had anything for the budget. Trustee Beherns stated $15,000.00 for inspection of the elevated water tower and $15,000.00 water tower improvements.

Trustee Perzee would like to have a Finance Committee meeting at 6:30 on April 15, 2019 at 6:30 before the board meeting to finalize the budget.

REPORTS OF VILLAGE OFFICERS: James reported that all of the lights at the Civic Center have been changed.

James is looking into a new truck through the State of Illinois purchasing program for $40,000.00. The current truck is worth $18,000.00 according to Kelly Blue Book. This does not include the plow.

NEW BUSINESS:

131 & 161 N. LOCUST: James stated that both water and sewer have been capped off underground. He will not have a bathroom in the warehouse and is ok with paying the debt service fees.

ELEVATED WATER TOWER: Trustee Beherns stated that he has spoken with Greg concerning the water tower inspection. Trustee Beherns recommends that he and James look at the tower first. Berns Clancy and Associates quoted $13,000.00 to do the inspection. Trustee Beherns stated that the project is not an emergency or something that needs to be done immediately. They will look at it this spring to see what kind of condition it is in.

ABANDON BUILDINGS: Trustee Beherns stated that he was approached by a resident asking what the Boards intentions were for the Bounty Hunter Bar and Quality Seal Coat buildings sitting empty. She was concerned that the buildings would be abandon and become dilapidated. Trustee Perzee asked when does a building become labeled abandon. Mayor Mathy asked Attorney Hiatt to review our ordinances to see what is considered an abandon building and what recourse the Village has.

ORDINANCE NO. 19-01 ADOPTING CHAPTER 10 OF THE KANKAKEE COUNTY CODE FOR ANIMALS: Mayor Mathy stated that he received a call from Julie Boudreau from animal control. She informed the Mayor that in the contract it states that the Village would have to adopt Chapter 10 - Animals of the Kankakee County code. Trustee Randles asked if she would have to have a license for both counties. Mayor Mathy stated that he would get clarification for the next meeting. James asked if the County would pick up dead animals. Response was yes they would pick up dead animals that do not have an owner. They will not go onto private property to remove a dead animal.

COMCAST FRANCHISE AGREEMENT: A motion was made by Trustee Beherns and a second by Trustee Snyder to approve the Comcast Franchise Agreement for 10 years at 1% of the annual gross revenue. Vote:

COMMUNICATIONS: A motion was made by Trustee Perzee and a second by Trustee Snyder to donate $100.00 to the Chebanse Recreation Center

PUBLIC COMMENT: James stated that he was contacted again about using a cargo container as a concession stand. He advised them that they have to attend a board meeting and discuss it with the board.

James was approached by a resident asking about trees on private property that could be a danger to the public. He was advised that Clifton has a program where the Village would go onto private property, cut down the tree, and bill for the service on the water bills.
