Bradley Public Library District Board of Trustees met June 19.

President Bayer called the regular meeting of the Board of Trustees of Bradley Public Library District to order at 6:00 P.M, Wednesday, June 19, 2019.

Present: Trustees Bayer, Benoit, Rodgers, Hendrickson, and Fisher Absent: Grace

Also present: J. DePatis, Director and J Ponton, Recording Secretary

Trustee Bayer informed the trustees that Trustee Richardson had resigned his position on the board effective immediately.

APPROVAL OF MINUTES

Moved by Trustee Hendrickson, seconded by Trustee Rodgers, that

TREASURER’S REPORT

Moved by Trustee Rodgers, seconded by Trustee Benoit, that

VENDOR PAYMENTS

DIRECTOR’S REPORT - [copy attached hereto]

27 new readers were registered and 6,516 items were issued in May.

Receipts: $647.65: fines on overdue books; $389.00: fax; $570.70: copies; $166.90: lost/damaged; 75.00: room rental; $60.00: donation; $84.80 other.

Director DePatis stated the following:

Miscellaneous:

The Bradley Public Library’s business registration has been renewed.

The library’s Illinet/OCLC services member agreement for fiscal year 2020 has been signed and returned to the Illinois State Library.

Liberty Mutual annual workers compensation audit has been completed.

HR Source membership has been renewed.

Bradley Public Library has received an erate funding commitment of $14,438.88 to offset 80% of fiscal year 2019-2020 internet costs. After the close of the bidding process, AT&T was chosen for staff internet at a higher bandwidth for approximately the same cost. ComCast remains the provider for public internet services.

The library’s first of 3 summer family markets with the Northern Illinois Food Bank’s mobile food pantry is scheduled for June 26th from 5pm to 7pm. Other markets are scheduled for July 10th from 11:30am to 1:30pm and August 7th from 5pm to 7pm.

Summer reading programs have begun and are going well.

Bradley Public Library will be offering Wi-Fi hotspots for circulation through a program with TechSoup and Mobile Beacon. Estimated timeframe for start of the program is the end of July. Continuing Education:

All supervisors completed anti-harassment and anti-discrimination training through HR Source on May 17th.

Allison Orvis attended a LACONI program on teen programing on May 16th.

Director DePatis attended a LACONI program on May 31st on salary compression, Illinois minimum wage and other wage updates.

Several employees received naloxone (Narcan) training through the Kankakee County Health Department on May 31st as well as 2 doses of the nasal spray. Another training session will be held in the evening later in the summer.

Several employees received Northern Illinois Food Bank’s Summer Food Service Program training for the free lunch program. The free lunch program will be served Monday thru Friday, 11:30am until 1:00pm from June 10th thru August 16th.

Repairs and Maintenance:

Annual sprinkler inspection has been completed.

Roof inspection was done and the estimated life of the roof is 8-10 years with no maintenance needed at this time.

COMMITTEE REPORTS: 

Personnel:

Director DePatis will provide personnel committee with the figures to reflect minimum wage increase. If another meeting is necessary, it will be July 8th at 6:00pm.

UNFINISHED BUSINESS:

The Bradley Public Library received the final distribution from the Francis Wertz Trust in the amount of $76,768.20.

Budget Committee meeting was rescheduled to July 11th at 6:00pm.

Trustee Fisher will assume the position on the budget committee vacated by the resignation of Trustee Richardson.

NEW BUSINESS:

Moved by Trustee Rodgers, seconded by Trustee Benoit to adopt Ordinance 19-01, Ordinance To Levy and Access a Tax of.02% for the 2019-2020 Fiscal Year

Motion carried by roll call vote of 5 ayes, 0 nays and 1 absent

Moved by Trustee Hendrickson, seconded by Trustee Rodgers to adopt Ordinance 19-02, Ordinance Amending Budget and Appropriation Ordinance of the Bradley Library District for the 2018-2019 Fiscal Year

Motion carried by roll call vote of 5 ayes, 0 nays and 1 absent

FOIA policy update for fiscal year 2019-2020 will be postponed until the July meeting.

Moved by Trustee Benoit, seconded by Trustee Rodgers to have the closed meeting minutes remain closed

Motion carried by roll call vote of 5 ayes, 0 nays and 1 absent

Moved by Trustee Bayer, seconded by Trustee Fisher to set the Public Hearing meeting for the Fiscal Year 2019-2020 Budget & Appropriations Ordinance for August 21st at 6:00pm

Motion carried by unanimous vote

Bradley Night Out will be held on August 6, 2019. Further details to follow.

The Legal Committee meeting will be July 17th at 5:00pm to write a policy for the new hot spots
