Regular Meeting June 24, 2019

CALL TO ORDER 

The regular meeting of the Bradley Village Board was called to order on Monday, June 24, 2019 at 6:30 p.m. at the Bradley Municipal Hall. Mayor Watson presided. Roll call: Trustee's Redmond, Watson, Barber, Westphal and Billingsley. Trustee LeBran was absent.

AGENDA 

The Agenda was approved on a unanimous aye vote.

PRESENTATION OF MINUTES 

A motion was made to approve the Regular Board meeting minutes for June 10, 2019 by Trustee Redmond and seconded by Trustee Barber (5 ayes O nays 1 absent) Motion carried

PRESENTATION OF COMMUNICATION 

Mayor Watson spoke about National Night Out August 6, 2019 at 4pm at Perry Farm

NEW BUSINESS SPOTLIGHT

PRESENTATION OF BILLS AND ACCOUNTS 

A motion was made by Trustee Barber and seconded by Trustee Westphal to pay all bills and accounts. (5 ayes O nays 1 absent) Motion carried.

REPORT OF SPECIAL COMMITTEES 

A motion was made to approve the recommendation of the findings for the facts retail use for the Dollar General store by Trustee Billingsley and seconded by Trustee Westphal. (5 ayes and 0 nays 1 absent) Motion carried.

REPORT OF STANDING COMMITTEES PUBLIC WORKS: STREETS, UTILITIES, SEWER, INFRASTRUCTURE PARKS/COMMUNITY EVENTS 

Dennis Peters spoke in regards to Acting Out Theater July 12, 13 & 14- Lil's Park

A motion was made to purchase a Public Works Roller by Trustee Barber and seconded by Trustee Billingsley. (5 ayes O nays 1 absent) Motion carried.

PUBLIC SAFETY: FIRE & POLICE 

Chief Johnston mentioned Police Training on June 26th & June 27th. He invited board members to stop by and watch. Trustee Barber advised there is a Public Safety Committee Meeting June 28, 2019 at 10:30 a.m. for Police & Fire. The FD Department May 2019 report will be available online.

ADMINISTRATION: INSURANCE, FINANCE, HUMAN RESOURCES

0-6-19-3 an Ordinance Amending Ordinance 0-5-19-4 (2nd reading) A motion to adopt the discussion of 0-6-19-3 Ordinance was made by Trustee Barber and seconded by Trustee Westphal (4 ayes 1 abstain Trustee Redmond 1 absent) Motion carried

0-6-19-5 an Ordinance amending Chapter 2 (Administration), Division 2 (Delinquent Accounts), Section 2-4288 (Collection) of the Bradley Village Code. (1st reading) 

A motion was made to waive the first reading of 0-6-19-5 by Trustee Barber and seconded by Trustee Redmond. (5 ayes O nays 1 absent) 

A motion to adopt the 0-6-19-5 was made by Trustee Billingsley and seconded by Trustee Westphal (5 ayes ( nays 1 absent) Motion carried.

KRMA Report was discussed by Finance Director Romo in regards to Mr. Romo not wanting to be compensated for his work with KRMA Board. Mayor Watson motion for KRMA to reconsider. Attorney Boyd will construct a draft and all Trustee's will sign on behalf of Romo for KRMA to reconsider.

INFORMATION TECHNOLOGY/INNOVATION/PERFORMANCE IMPROVEMENT: IT, COMMUNITY OUTREACH, MARKETING 

There was none.

COMMUNITY DEVELOPMENT: CODE ENFORCEMENT, PLANNING & ZONING, ECONOMIC DEVELOPMENT

0-6-19-1 an Ordinance Amending Chapter 2 (Administration), Article IV (Boards, Authorities, (Commissions and Committees), Division 5 (Planning and Zoning Commission), Section 2-373 (Composition and Membership). (2nd reading) A motion was made to approve 0-6-19-1 by Trustee Westphal and seconded by Trustee Billingsley (5 ayes O nays 1 absent) Motion carried.

0-6-19-4 an Ordinance approving a site Development Plan and granting a Zoning Variance for certain property located within the Corporate Boundaries of the Village of Bradley Kankakee County, Illinois (P.I.N.: 17-09-28-303-001) (1st reading)

UNFINISHED BUSINESS 

There was none

NEW BUSINESS 

A motion was made to go into Executive Session by Trustee Westphal and seconded by Trustee Billingsley to consider the appointment, employment, compensation, discipline, performance or Dismissal of specific Employee(s) and Collective Bargaining, regarding 5ILCS/120/2/c 1 & 2. (5 ayes ( nays 1 absent ) Motion carried

Back in Regular Session 7:58 p.m.

ADJOURNMENT 

A motion was made by Trustee Barber and seconded by Trustee Westphal to adjourn the meeting. The meeting was adjourned at 7:59 p.m. on a unanimous aye vote.
