The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance, led by President Nugent.
Motion by Boyce, seconded by Phillips, to waive the reading of the minutes and approve the Regular Board Meeting minutes of July 15th, 2019 as presented by the clerk.

Reports of Village Officials:
Village President’s Report: Timothy Nugent
The Mayor commented on the construction of the parking lot on First Street and that the alley may be closed between 1st and Division at times to accommodate the work being done. The apartment building on Walnut, which was recently purchased by the Village, will be demolished, scheduled for August 19th. The Fire Department and Manteno Police SWAT team will be using the empty building for drill / practice exercises until the demolition date.
The Mayor wants the public to use caution when downtown by these two areas.
Crosswalk solar light signs have been added on Walnut Street by the Second Street Square, along with painted crosswalks to help motorist aware of pedestrian traffic in this area.
Village Administrator’s Report: Chris LaRocque
Chief Al Swinford was introduced and Chief Swinford addressed the Board on the Village’s recognition of 20 years of dedicated service of our animal control officer, Gary Baughan. Gary has also been part of the park rangers for the Square on Second this year also.

• Update on young girl who was involved in a bicycle/car accident recently – She has returned home this past weekend and is recovering. Her family has come together with the Village and county officials on bicycle safety. We now have a new crosswalk on Division and Walnut. Reminder that cyclists need to wear helmets and have lights on their bikes.

Mayor Nugent: Reminder that the Hero’s Hogs and Hot Rods will be held in our downtown area this weekend from 12:00 pm to 11:00 pm. Car show, BBQ competition, Strongman Competition. Come out and support as it is free, but donations will be taken to benefit the Veterans Tiny House project to help homeless vets. There will be a lot of activity Saturday.
