MOTION: A motion by Mayor Nugent, second by Trustee Dole to approve the minutes from July 23, 2019 meeting as presented. Voice vote – All ayes, No nays. Motion approved.

Discussion Items:
• Project Updates
o Square on 2nd
▪ The plaque dedication for the Fountain was went well.
▪ The swing is on order, it will be placed on the north side of the fireplace.
▪ The price of adding turf around the jumping pillow has been quoted as $12,000 for material and $14,500 for labor from Lavicka. Mr. Hanley will look for other companies who may also install the turf.
▪ The picnic tables will be moved back away from the jumping pillow. Visitors had moved them into the shade. Umbrellas (that the village already has) will be added to the tables.
▪ No date on the fountain repair install.
▪ Two strands of the catenary lights have been replaced.
▪ Speed bumps will be added in the south alley.
▪ The apartment building will be demoed when ComEd unhooks the electrical service. The Village will wait to see about relocating the berm on the Square after the building is removed.
o Path Project
▪ The project is substantially completed, Mr. Aggen is waiting on the waivers and final invoice.
o 1st Street Parking Lot Project – The project will be started at the end of this week.
Preconstruction meeting was on last Friday.
o Pond Bank Rehab – The project is substantially completed. Mr. Aggen will complete the paperwork and wait for the waivers and final invoice. Mayor Nugent suggested that pictures be taken of what the project looked when it was finished. The outlet will be checked to make sure it is not plugged.
o IDOT Mast Arms Update – Outsen Electric has been contacted concerning the required inspections. There are eight (8) poles that fall within IDOT and Village jurisdiction. The cost for the inspections will be $1,600 and this will be a shared cost. Mr. LaRocque stated that if a repair is required, the State will allow some time to get the defect fixed and if the village does not fix the problem the State will make the repair and bill the village.
Mr. LaRocque stated that one of the license plate cameras on the I-57 overpass was possibly hit by lightning during the storm on Sunday.
• Walnut & 2nd Street – Mr. Hanley suggested installing flashing crosswalk signs at $1000 per sign at this intersection. Allowing parking on the both sides of the street does slow down the traffic.
• Vehicle Update – Mr. Hanley presented a plan of trading in three (3) vehicles with a total trade-in price of $79,700. The cost of the three (3) new vehicles would be $78,375. The trade-ins are fully equipped with plow, lights, bedliner, etc. The new vehicles would need equipment, so the final total cost is $22,675 for all three (3) vehicles. Mr. Hanley will investigate if the plow on the current 2019 F150 fits a new F150, then the price will be adjusted.
• Public Works Building – Mr. Hanley stated that multiple pieces of equipment is stored outside. There are 17 employees using 1 bathroom. Mr. Hanley had done some investigating for a new facility at a potential cost of $3-$4 million. The potential cost of land is 10 acres for $250,000. Mr. LaRocque stated another option would be to build a building for storage only on the South Main Street lot. Aqua Illinois is interested in purchasing the current building on South Oak Street.
Mr. LaRocque and Mr. Hanley will work on a design for bathrooms in Legacy Park to present to the Manteno Township. Mr. LaRocque stated that the state is opening up the OSLAD grant program again. Motion by Trustee Boyce, seconded by Mayor Nugent to adjourn meeting at 7:40 a.m. Voice vote: all ayes, no nays.
