Kankakee County Community Services Committee met July 16.

Here is the minutes provided by the committee:

Members Present

Ms. Webber, Ms. Parker, Mr. LaGesse, Ms. Polk, Mr. Snipes, Mr. Carrico, Mr. Fetherling, Mr. Swanson

1. Call to Order/Roll Call

The meeting was called to order by the Committee Chairperson, Ms. Webber, at 9:00 a.m.

Quorum present.

2. Public Comment

None

3. Approval of Minutes: June 18, 2019

Ms. Parker made a motion to approve the minutes and Mr. Swanson seconded it. Motion carried with a voice vote.

4. County Clerk – Dan Hendrickson

 Monthly Report

Mr. Fetherling made a motion to approve the monthly report, and Ms. Polk seconded it.

Motion carried with a voice vote.

Mr. Hendrickson reviewed and discussed the report with the committee.

Mr. Hendrickson advised that the voter registration cards have been mailed out. There were over 68,000 cards mailed out.

Mr. Sirois asked if there is a notification that he gets when people move out of the county.

Mr. Hendrickson advised the committee of the process with mailings and updating the database.

Mr. Hendrickson advised that he is going to a meeting for the 2020 census at Lindsay Parkhurst’s office.

Mr. Hendrickson added that he will update the committee on the meeting next month.

5. Assessor – Erich Blair  Monthly Report

Ms. Webber thanked Mr. Blair for providing a map for the lottery winners with Solar Farms. Mr. Blair thanked the Mr. Skimerhorn for providing the map.

Mr. Skimerhorn advised there were 37 permits and 8 of them received the credit. In December, they can apply for their building permits.

Mr. Fetherling made a motion to approve the monthly report, and Ms. Polk seconded it. Motion carried with voice vote.

Mr. Blair reviewed and discussed the report with the committee.

Mr. Blair mentioned that St. Anne Record press and the Bourbonnais Herald is no longer in publication. Those assessments are going to be moved to the Daily Journal. There are only 3 newspapers in the county now, so those 3 will have the assessments listed.

Mr. Blair advised that the information is also posted on the website.

Mr. Snipes asked if the information could be posted at the County Building.

Mr. Blair stated that he will look into posting the information around the county building.

6. Recorder – Lori Gadbois • MonthlyReports

Ms. Gadbois reviewed and discussed the report with the committee.

Mr. Swanson made a motion to approve the monthly report, and Mr. Fetherling seconded it. Motion carried with a voice vote.

 Cyber Security Presentation

Ms. Gadbois introduced Adam Watkins from Fidlar Technologies to present information on Cyber Security.

Handouts of the presentation material were distributed to the committee.

Mr. Watkins reviewed what his company does to protect the information within the recorder’s office.

Mr. Duval stated that Chairman Wheeler got Cyber Insurance as one of the first things that he did. Mr. Duval added that the Recorders office is separate from the rest of the county. The agreement with Fidlar Technologies is specifically for Ms. Gadbois and the Recorder’s office.

Ms. Gadbois stated that her computers are being upgraded to Windows 10 and there are other upgrades that are being done to accommodate the Cyber Security protection.

Ms. Parker thanked Mr. Watkins for the presentation and thanked Mr. Duval for his awareness to keeping the county information safe and protected.

Mr. Sirois asked what the cost of this protection would be.

Ms. Gadbois advised that they are still working out the specific costs, but it could be around $7,000. However, the details are still being worked out. The computer budget fund will just look a little different next year.

7. Animal Control – Julie Boudreau

• Monthly Report

Ms. Polk made a motion to approve the monthly report, and Mr. Swanson seconded it. Motion carried with a voice vote.

Ms. Boudreau reviewed and discussed the report with the committee.

• Monthly Statistical Data

Ms. Boudreau reviewed and discussed the statistics with the committee.

• Bid Opening for 1996 Truck and Boat

Ms. Boudreau advised that committee that this was published in the Daily Journal and on social media.

At the last meeting, it was discussed what the value would be if salvaged. Ms. Boudreau advised it was valued at $225.

Mr. Carrico made a motion to open the sealed bid, and Mr. LaGesse seconded it. Motion carried with a voice vote.

Ms. Boudreau opened and read the bid to the committee.

Ms. Webber advised the committee that the rejected bid from last month was in the amount of $175.00

Ms. Boudreau advised the bid is from the same individual and the bid amount is $200.00 on the truck only. Zero on the boat.

Mr. Jim Vining – Bid Amount for the truck and the boat is $200.00

Mr. Snipes stated that the trailer on the boat could be valuable, was it considered to sell the trailer only.

Ms. Boudreau advised that the issue is disposing of the boat. The goal for her department is to get rid of the boat, trailer, and truck. The costs of the ads were about $150.

Mr. LaGesse stated that we would take the highest dollar amount, which would be the salvaged amount at $225.

Ms. Webber asked if Mr. LaGesse was making the motion to reject the bid. Mr. LaGesse confirmed.

Ms. Webber asked if there was a second to the motion.

Mr. Snipes seconded rejecting the bid.

Mr. Snipes suggested that the motion is made to approve the salvaging of the boat, trailer, and truck.

Ms. Webber asked if the salvaged value was good.

Ms. Boudreau stated that she felt comfortable with it.

Mr. LaGesse made a motion to reject the bid, and Mr. Snipes seconded it. Motion carried with a voice vote.

Mr. Carrico thanked Ms. Boudreau for showing him the facility and he was able to see the truck, boat and trailer. Mr. Carrico stated that the boat is not worth anything at all, the only thing of value would be the trailer.

Ms. Webber asked if Ms. Boudreau would notify the bidder that the bid was rejected.

Ms. Boudreau confirmed.

Mr. Fetherling made the motion to approve salvaging the truck, boat, and trailer for $225, and Mr. Carrico seconded it.

Mr. Snipes advised that the original motion from Mr. LaGesse included the salvaging and he had seconded it.

Mr. LaGesse made a motion to approve salvaging the truck, boat and trailer for $225 and Mr. Snipes seconded it. Motion carried with a roll call vote of 9 ayes and 0 nays. Voting Aye were: Ms. Webber, Ms. Parker, Mr. LaGesse, Ms. Polk, Mr. Snipes, Mr. Carrico, Mr. Fetherling, Mr. Swanson and Mr. Sirois.

8. Animal Welfare Advisory Committee – Tinker Parker

• Monthly Update

Ms. Parker advised the committee that she would like two agenda items removed, as they are not ready to be discussed. There is more research to be done.

Ms. Parker requested that Reckless Owner and Extreme Temperatures should be removed from the agenda.

Ms. Parker advised that AWAC is meeting next Wednesday at 3pm.

Ms. Parker added that there are many AWAC members who have terms expiring in September, if anyone is interested in becoming a member.

Ms. Parker wanted to mention that with the extreme heat coming, please be mindful of pets.

Mr. LaGesse mentioned that with the heat, be careful not to burn the pads of the pets feet. Mr. Snipes had questioned the information received regarding reckless owners.

Ms. Parker advised that the committee is still reviewing that and then it will go to the State’s Attorney’s office for language and review.

Mr. LaGesse made a motion to adjourn the meeting at 10:25 a.m., and Ms. Polk seconded it. Motion carried with a voice vote.
