Village of Bourbonnais Board of Trustees met Nov. 4.

Here is the minutes provided by the board:

1. CALL TO ORDER

The meeting was called to order at 5:30 PM by Village President Paul Schore.

Procedural: A. Pledge of Allegiance - Led by Lyla Schultz, a student from Mrs. Brammer's 4th grade class at LeVasseur school.

Procedural: B. Roll Call - Village Deputy Clerk Margie Beach called the roll with the following Trustees present: Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini. Also in attendance Village Treasurer Ron Riebe, and Village Administrator Mike Van Mill. Village Attorney Patrick Dunn was absent.

2. APPROVAL OF MINUTES

Action, Minutes: A. Regular Board Meeting Minutes from October 21, 2019

Motion by Trustee Rick Fischer, second by Trustee Jeff Keast to approve and Regular Board Meeting Minutes from October 21, 2019.

Action, Accounts Payable: A. Finance Committee - Consider Approving Accounts Payable November 4, 2019

Motion by Trustee Rick Fischer, second by Trustee Bruce Greenlee to approve the general and special fund bill list as presented.

ORDINANCE NO. 19-2178 - An Ordinance Abating the Tax Heretofore Levied for the Year 2019 to Pay the Principal of and Interest on $4,255,000 General Obligation Bonds (Sales Tax Alternate Revenue Source), Series 2012A, of the Village of Bourbonnais, Kankakee County, Illinois (FIRST READING)

Action, Ordinance: C. ORDINANCE NO. 19-2179 - An Ordinance Abating the Tax Heretofore Levied for the Year 2019 to Pay the Principal of and Interest on $1,645,000 General Obligation Refunding Bonds (Sewerage Alternate Revenue Source), Series 2012B, of the Village of Bourbonnais, Kankakee County, Illinois (FIRST READING)

Action, Ordinance: D. ORDINANCE NO. 19-2180 - An Ordinance Authorizing Abatement of the Tax Levy for the $8,780,000 General Obligation Bonds (Sewerage System Alternate Revenue Source), Series 2016, of the Village of Bourbonnais, Kankakee County, Illinois for the 2019 Tax Levy Year (FIRST READING)

Action, Ordinance: E. ORDINANCE NO. 19-2181 - An Ordinance Authorizing Abatement of the Tax Levy for the $4,000,000 General Obligation Bonds (Sewerage System Alternate Revenue Source), Series 2017, of the Village of Bourbonnais, Kankakee County, Illinois for the 2019 Tax Levy Year (FIRST READING)

> Following the first reading of Ordinances 19-2178, 19-2179, 19-2180 and 19-2181, Finance Director Mike Wolf gave an overview of the Ordinance in regard to tax abatements. This is a standard issue, each year in November where the Village needs to abate property taxes that would normally pay for principal and interest on all the Village's bond issues. These four Ordinances represent abatement of $1,370,000, that would be the amount that would show up in property taxes if we levied it.

Action, Resolution: F. RESOLUTION NO. 19-1386 - A Resolution Authorizing and Approving an Engagement Letter and Risk Disclosures Between Bernardi Securities and the Village of Bourbonnais Concerning General Obligation Alternate Revenue Source Bonds, Series 2020

Motion by Trustee Rick Fischer, second by Trustee Randy King to read Resolution 19-1386 by title only.

Following the first reading Bob Vail from Bernardi Securities gave an overview of said Resolutions for potential upcoming bonds for the Village. An opportunity for the Village to refinance a bank loan that was done earlier this year at a rate of 4%, we can refinance the debt to 2.3%, saving on interest of approximately $200,000. As well as potential capital improvements bonds for various road and capital improvements. Resolution authorizes Bernardi Securities as the bond underwriters on the bond issue.

Motion by Trustee Rick Fischer, second by Trustee Randy King to adopt Resolution 19-1386.

Action, Resolution: G. RESOLUTION NO. 19-1388 - A Resolution Authorizing and Approving an Engagement Letter Between Chapman and Cutler LLP and the Village of Bourbonnais Concerning General Obligation Alternate Revenue Source Bonds, Series 2020

Motion by Trustee Rick Fischer, second by Trustee Jeff Keast to read Resolution by title only.

Following the first reading, Bob Vail from Bernardi Securities gave an overview of said Resolution which is the engagement letter that authorizes Chapman & Cutler LLP to act as bond and disclosure counsel on the Series 2020 bond.

Motion by Trustee Rick Fischer, second by Trustee Jack Littrell to adopt Resolution 19-1388.

Action, Ordinance: H. ORDINANCE NO. 19-2183 - An Ordinance Authorizing the Issuance of General Obligation Bonds (Alternate Revenue Source) of the Village of Bourbonnais, Kankakee County, Illinois, in an Aggregate Principal Amount not to Exceed $5,000,000 for the Purpose of Financing Street and Other Capital Improvements in and for said Village and Refinancing an Outstanding Promissory Note of said Village Related to Sanitary Sewer Improvements (FIRST READING)

Following the first reading, Finance Director Wolf gave an overview of said Ordinance explaining the opportunity to refinance a 4% rate loan down to 2.3% interest rate. Funds will be used for capital projects spread out over 10 years instead of 20 years.

Aa motion was made by Trustee Rick Fischer, second by Trustee Jeff Keast to suspend the rules and have a second reading of Ordinance 19-2183 tonight.

Action, Ordinance: A. ORDINANCE NO. 19-2177 - An Ordinance Approving an Amended Agreement for Economic Development Resources, LLC to Provide Business District Review and Analysis (SECOND READING)

Administrator Van Mill gave an overview on said Ordinance, an amendment to the current contract with Gene Norber at EDR. After reviewing the original scope of service, we saw the need to double the evaluation of the business district in size. As a result of that, there were additional expenses that were necessary for us to consider as we move forward in evaluating the feasibility of the new business district.

Motion by Trustee Jeff Keast, second by Trustee Randy King to adopt Ordinance No. 19-2177.

> Trustee Keast gave an update on building permits:

> Year To Date - 24 new home permits versus 21 from last year - deferral program is doing well

> 894 permits (not including new homes) versus 838 from last year

> Valuation of approximately $2,000,000 more than last year

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair

Information: A.

> Trustee Greenlee tanked Chief Phelps for distributing additional information on the affect of cannabis information to the Board for their review.

> Chief Phelps gave an update on the upcoming promotional exam on November 20, 2019. The eligibility list of possible officers is expiring, and we need a current list available at all times.

> Anniversary of the death of Patrolman Justin Honeycutt who died 8 years ago. Please keep the family in your thoughts and prayers.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

Information: A. Public Works Memo - Trustee Randy King read a memo from Director Mike Chamness on Public works items that are being addressed:

> Road program we are still waiting for the contractor to complete two full depth patches and then the road program will be completed.

> Do not blow your leaves and grass into the streets, it causes our storm drains to clog and flooding will occur.

> Sidewalk program and restoration work has been completed.

> Snow plow equipment is being added to the trucks.

> Mowing of parks is done for the season.

> Marcotte Park parking lot re-paving has been completed.

> Storm drain repairs are moving along, there is still a lot left to finish.

> Public Works parking lot has been completed.

11. UTILITY COMMITTEE - Trustee Jack Littrell, Chair

Information: A. Trustee Littrell gave an update that the Utility Committee met on October 24, and Engineer Tyson gave the Board an update on the flow meter study for KRMA. There is more information to come, and once that is available we will call another meeting.

Information: A. Mayor Updates

> Change for Children Fundraiser has started with Bourbonnais Police and Kankakee County Sheriffs' department - Shop with a Cop program and donations accepted until December 9, 2019 to help support children in the County

> Little Free Library is now open, it is located out in front of the Police Department by the pond - sponsored by the Bourbonnais Public Library

> Chocolate Tour - Save the Date - February 1, 2020 - The Bourbonnais Park District and Sweet Street are also sponsors

> Leaf Disposal - reminder to not blow the leaves and grass into the streets and drains

> Village Office will be closed on Monday, November 11, 2019 in honor of Veteran's Day

> Congratulations to the Jr. Boilers Varsity Football Superbowl Champions - they will be recognized at the next Village Board meeting

16. NEW BUSINESS

> Trustee Greenlee wanted to recognize current list of Veterans who are employed by the Village, Chief Jim Phelps, Detective Jason Stzuba, Sergeant Tim Banks, Patrolman Davis Domagalski, Public Works Bob Kerouac and Mike Chamness

> Trustee Littrell wanted to thank Building Commissioner Paul Hafner and Code Enforcement Eric Cyr for keeping properties up to code and staying on top of issues and concerns.

> Mayor Schore recognized ONU students who were in attendance
