City of Momence City Council met Nov. 4.

Here is the minutes provided by the council:

The City Council Meeting of the City of Momence was held in the Council Chambers at 29 N. Dixie Highway, Momence. Mayor Chuck Steele called the meeting to order

ROLL CALL

Roll was called by the Clerk with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope.

APPROVAL OF PREVIOUS MEETING MINUTES

Alderman Metz made a motion to approve the minutes of the October 21, 2019 council meeting with the correction to the public works minutes. Alderman Temple seconded the motion with Aldermen Carbonaro, Metz, Clark, Rehmer, Cook, Temple voting yes. Alderman Salomone passed and Alderman Cope absent for vote.

APPROVAL OF THE BILLS

The bills were discussed at tonight's Budget and Finance Committee Meeting.

Alderman Salomone made motion to approve the bills for payment. Alderman Metz seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

CITZEN FORUM –

1. Kankakee County Planning Department – to approve 519 N. Locust as historical landmark – only interested in the outside of the home, owner can do what is wanted on the inside. Anything on the outside needs to be approved by the planning department, this does follow the property if the owner would sell. No cost to the City.

This would be the first home in Momence.

Alderman Cope made motion to approve, Alderman Cook seconded the motion with Aldermen Salomone, Carbonaro, Metz, Rehmer, Cook, Temple and Cope voting yes. Alderman Clark voted no.

OLD BUSINESS –

Rebekah Cope- Further discussion on Marijuana Ordinance – who will enforce the public smoking of marijuana, this will need to have an ordinance. City attorney was contacted, CBD oils need to be added into the ordinance. The ordinance needs to be changed to add CBD that contains THC is not allowed to sell within the city. The consumption cannot be in public places. City can only prohibit the sale or manufacturing within the city limits.

2. Alderman Rehmer asked Scott if he had talked to Outsen – Scott said that he had, it depends on where the vehicle stops – could be the vehicle is pulling up too far. The southside light has been fixed.

ALDERMANIC REPORTS

1. Jake Salomone – Discuss and Vote on Obligation Retirement Resolution #208 Alderman Salomone made motion to approve, Alderman Cook seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

2. Jake Salomone – Discuss and Vote on Abatement Ordinance #849 Alderman Salomone made motion to approve, Alderman Metz seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

3. Jake Salomone – 1st reading of Tax Levy Ordinance estimate $386,966.46. Alderman Salomone made motion to approve, Alderman Metz seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

4. Budget and Finance meeting scheduled for November 18, 7:15 PM

5. Alderman Rehmer – new radios for the PD $2500.00 per radio/in car radios only, price good through January

6. Alderman Metz – Public Works November 18, 6:45 PM

Treasurer report – treasurer report completed and filed

Department Heads – auditor balanced through 9/30/19

MAYORAL REPORT

1. Discuss City Christmas Party – Friday, December 13, 7PM Sluggers

2. Discuss ordinance pertaining to Treasurer position – wanting to move to an appointed position, will need an ordinance to change

Alderman Salomone made motion to adjourn, Alderman Cook seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Meeting adjourned at 8:05 PM
