Village of Chebanse Village Board met Nov. 18.

Here is the minutes provided by the board:

Mayor Mathy called the regular Village Board meeting to order at 7:00 pm and announced that the Village will be taping and if Kathy Washington from the Advocate arrives, she will be taking notes.

The following Trustees were present: Trustee Beherns, Trustee Kohler, Trustee Odle, Trustee Perzee, Trustee Randles and Trustee Snyder. Also present were Mayor Mathy, Attorney Hiatt, Clerk Pasel and James Smith from Maintenance.

The Pledge of Allegiance was led by Mayor Mathy

APPROVAL OF REGULAR MINUTES: A motion was made by Trustee Beherns and a second by Trustee Perzee to approve the October 21, 2019 Board meeting minutes. Vote:

RISK MANAGEMENT/LIABILITY INSURANCE-COUNTRY FINANCIAL: Mayor Mathy supplied all required documents to Country Financial for a quote. Our first installment to IML is due by December 20, 2019. Mayor Mathy asked if the Board would like to wait on the quote from Country Financial. Board was agreeable to wait.

REPORTS OF COMMITTEE: Trustee Perzee stated that the Finance Committee met before the Board meeting to start discussing the budget for next year. We will be starting to work on the budget earlier this year. He stated that we need to stick to our budget a little better and make sure what we plan on doing is budgeted for. Sewer rates will be looked at this year as well as the OMR rate.

REPORTS OF VILLAGE OFFICERS: NONE

NEW BUSINESS: CIRCUS: Mayor Mathy introduced Mr. Dave Williams from the Culpepper and Merriweather Circus. They come to this area every 2 years and this will be their 35" season. The circus is a fundraising tour so every day they work for a different organization. Tickets are sold in advance They will provide a promotional manual as well as the tickets and posters. A clown will come 10 days in advance. She will go to the school, daycares and every place that is open to help promote the circus. About 6-8 weeks before the clown comes, the circus will do a phone campaign to tell businesses that the circus is coming, where and when it will be as well as who is sponsoring it. Advanced tickets will be offered to them if they wish to buy them. They suggest that we have several places in town to sell advanced tickets. Mayor Mathy spoke with James and Adam; they would like this to be a joint sponsor between the Village and the Legion. The location for the circus will be the American Legion Park and the event will be June 5, 2020. Two shows will be offered, one at 5 and the other at 7:30. Advance tickets are $12.00 for adults and $7.00 for kids and seniors. Day of, tickets are $15.00 adults and $8.00 for kids and seniors. The circus will provide their electricity. We will have to provide water and refuse receptacles. There will be a tent raising at 9:30 the morning of the circus. The event is free and everyone is welcome to attend. As the tent is being raised, the clown will give a little history about the big top and then introduce the crowd to the animals as well as answer any questions. All of the animals are rescue animals. Trustee Perzee asked if the circus has trouble with protesters. Mr. Williams stated on occasion, but very few because we do not have elephants. Mr. Williams stated if you sign the contract and decide to have the circus this year, in 2 years we will ask the Village if you would like to have us back. The Village would have the first option on

the circus returning to Chebanse. A motion was made by Trustee Perzee and a second by Trustee Randles to bring Culpepper and Merriweather Circus to town on June 5, 2020, sign the contract and pay the $290.00 deposit. Vote:

ADULT USE CANNABIS: Mayor Mathy stated that the Board needs to make a decision by the first of the year. Mayor Mathy stated that the Village can opt out but it needs to be done by ordinance. If this is something that we are going to consider, there are several things need to be discussed such as sales tax, social spaces, zoning, enforcement, etc. Unincorporated Kankakee County has voted to opt out, Village of Bradley has voted to allow it, and did hold a couple of meetings for the public. It is the opinion of Mayor Mathy that the Village holds a Town Hall meeting to hear what our residents think. The Board agreed to have a Town Hall meeting on December 10, 2019 at 6:00 at the Community Building to hear what the residents have to say. Letters will be sent out to residents and copies posted around town about the meeting.

DUMP TRUCK TIRES: A motion was made by Trustee Beherns and a second by Trustee Perzee to approve $1,649.16 for dump truck tires. Vote:

TREE REMOVAL: A motion was made by Trustee Perzee and a second by Trustee Odle to remove 1 tree by RJ Welding Shop and 1 on Kankakee Street for $900.00. Vote:

WATER TOWER: A bid from Pittsburg Tank & Tower for inspecting and disinfecting the water tower for $3,250.00 was discussed. Mark Swinford was not at the meeting; discussion was tabled until Mark can be present.

MOTOR FUEL PROGRAM: Trustee Snyder will have a committee meeting next week. The Resolution will be ready for the December meeting.

EXECUTIVE SESSION: A motion was made by Trustee Perzee and a second by Trustee Snyder to go into Executive Session to discuss purchase or lease of real estate, Section 2 (c) (5). Vote:
