The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance, led by President Nugent.

Motion by Crockett, seconded by Boyce, to waive the reading of the minutes and approve the Truth in Taxation Public Meeting and the Regular Board Meeting minutes of December 2nd, 2019 as presented by the clerk.

Motion approved: 6-0

Reports of Village Officials:

Village President’s Report: Timothy Nugent

This will be the last formal meeting of the Board for the year.

Mayor Nugent commented on the recent “Lighting of Main Street” and the Christmas activities that were held on Saturday December 7th and thanked Sarah Marion for the great job of organizing the event. The Village had several thousand people downtown and some of our food vendors ran out of food, but the weather was perfect.

The Village has engaged a company to video tape our events so we can update our new website. The website is not yet live yet, but Chris LaRocque will be sending out a link to the board so that they may go in and look at it.

Committee Reports:

Public Works and Utilities- Trustee Boyce

• Ordinance 19-26: An ordinance authorizing the sale of personal property- Surplus Municipal equipment. Public works will be replacing a tractor and 2 riding mowers. The existing equipment will be offered for sale to offset some of the replacement cost.

• Consideration Re: A motion to waive competitive bidding requirements and to authorize the purchase of John Deere 5090 E Cab MFWD utility tractor from AHW LLC, Manteno, IL for a cost of $61,305.64 (This is a State bid contract). Every year Public Works evaluates their equipment to determine what needs replacing. This 2004 tractor needs replacing for the department to continue to provide services that this equipment is used for. This was a budgeted replacement.

• Consideration Re: A motion to waive competitive bidding requirements and to authorize the purchase of two (2) Kubota ZD1211 60" riding mower from Martin Implement, Orland Park, IL for a cost of $13,435.04 each. (This is a Sourcewell bid price) Public Works needs to replace these two riding mowers to continue to keep Village properties properly groomed. Due to the extensive amount of mowing needed all summer, it is imperative we keep mowing equipment in good working order. These replacements were budgeted for this fiscal year.

Parks and Recreation- Trustee Martin

Public Safety and Health- Trustee Dole

Nothing on the agenda tonight.

Trustee Dole covered new legislation that will make marijuana legal in Illinois on January 1st, 2020 and the common questions around this new legislation. Chief Swinford added that the new legislation is more restrictive than what is thought.

Holiday season brings about concerns with safety in the home, so Trustee Dole covered tips for homeowners during this holiday season to keep safe. Residents can call our Fire Department at 815-468-7100 and set up an appointment to have a free safety walk through of their house.

The Village had a camera on the I57 overpass that we were using on a trial basis and was recently removed. We still have the original two cameras in place. This was a new type that we were testing.

Reminding the residents that when we do snow plowing, please park your car on the odd side (based on house numbers) of the street on odd days and park on the even side of the street on even days

Planning and Zoning- Trustee Crockett

• Ordinance 19-27: An ordinance granting a Special Use Permit to allow for installation of a drive-in bank at property owned by Peoples Bank of Kankakee County and located at 198 South Creek Drive, Manteno, IL. Peoples Bank of Kankakee County needs approval of a Special Use Permit to allow a drive-through for a proposed bank to be constructed on their property on South Creek Drive. The Planning Commission held a public hearing on December 10th and is recommending approval of the Special Use Permit for the bank drive-through

• Ordinance 19-28: An Ordinance granting a Special Use Permit to DFKF LLC (Petitioner) and Robert Eakins III (Owner), for the operation of an Animal Hospital to be located at 1004, 1016 & 1024 Lincoln Drive, Manteno, Illinois. This request for a Special Use Permit is required for allowing the operation of an animal hospital in a C-2 Zoning District. The Planning Commission held a public hearing to consider the petitioner's request and is recommending approval of the Special Use Permit to allow the existing building at 1004 Lincoln Drive to be converted to an animal hospital. (the additional addresses are vacant lots associated with the existing building)

The next Planning and Zoning Committee meeting is scheduled for Tuesday December 17th 2019 at 7:00 am at the Village Hall Conference Room.

The next Planning Commission meeting will be scheduled for Tuesday January 14, 2020 at 6:00 pm at the Village Board Room at the Leo Hassett Community Center

Finance: Trustee Gesky

• Payment of bills $299,544.38 includes TIF#1- $124,466.67 & TIF #3 $0

• Bills authorized and Paid between Board Cycle: $0

The next Finance meeting will be held Wednesday January 8th, 2020 at 7:00 am at the Village Hall Conference Room.

General Government- Trustee Phillips

• Consideration Re: A motion to approve the 2020 Schedule of Meetings and the 2020

Holiday Schedule. As required each year at the last board meeting, approval is needed designating next year's schedule of meeting dates and holidays. The calendar will be posted on our website for reference.

Mayor Nugent read the items to be included on the Consent Agenda. The consent agenda is as follows:

Motion by Martin seconded by Boyce, to approve a single roll call vote on the question of passage of agenda items. Motion Approved 6-0

Motion by Gesky seconded by Dole to approve by an omnibus vote those ordinances, resolutions, motions and orders contained on the consent agenda.
