The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance, led by President Nugent.
Motion by Crockett, seconded by Gesky to waive the reading of the minutes and approve the Regular Board Meeting minutes of January 6th, 2020 as presented by the clerk.

Reports of Village Officials:
Village President’s Report- Timothy Nugent
Mayor Nugent requested a motion to appoint Ryan Marion to the GIS Advisory board. Ryan has been the Village representative and must be appointed for each two year term. Motion made by Boyce and seconded by Martin to appoint Ryan Marion for a two year term on the GIS Advisory Board representing the Village of Manteno. Motion Approved 6 Ayes 0 Nays
The Village received a request from the Manteno High School Girls Softball team to have a fundraiser within the Village to sell mulch to benefit their softball program. They have submitted the necessary paperwork for the request which will have presale dates of from January to April 3rd, 2020. Motion made by Dole to approve the fundraiser request, seconded by Crockett. Motion Approved 6 Ayes 0 Nays
Village Administrator’s Report- Chris LaRocque
Sarah Marion, CEO and Chairman of the Manteno Chamber of Commerce was present and introduced the new logo for the Manteno Chamber of Commerce that is being launched. The Manteno Chamber is 195 members strong and it hopes to break the 200 member mark this coming year.
Sarah covered the event that the Kankakee Chamber is hosting in Manteno this coming weekend. Kankakee County Taste Fest 2020 will be held at Steam Hollow Brewery in Manteno on Saturday January 25th from 4:00 pm to 7:00pm featuring food from many of the county’s restaurants. Tickets are available for a 10 taste card at $35.00 or a reduced price for Chamber members at $25.00. Please visit the Kankakee Chamber of Commerce website for more information on tickets and reserving a spot!

Public Works and Utilities- Trustee Boyce
• Ordinance 19-34 - An Ordinance amending Title 6, Public Ways and Property, by adding Chapter 8, Lakes, Ponds and Retention / Detention Areas of the Municipal Code for the Village of Manteno. Due to significant exposure of liability by people using Village ponds for water & ice activities, we are implementing an ordinance prohibiting any activities on Village owned ponds. This will apply to the pond in Legacy Park, Windfield Estates and the pond on the west side of N. Spruce Street in Eagles Landing Subdivision.
Signage will be installed to reflect the new ordinance ban. This also provides for violation fines.

Public Safety and Health- Trustee Dole
• Resolution 19-12: A Resolution affirming the NAACP's Shared Principles. As discussed at the Public Safety Committee meeting, multiple police departments in the county have regular meetings with the local NAACP Chapter to facilitate better community relations and prepare policies and procedures for potential events. Adopting these Shared
Principals furthers that effort, which benefits all communities in the county.
• Ordinance 19-32: An Ordinance amending Title 4, Police Regulations, Chapter 1, Misdemeanor Code, Article 4, Offenses involving Health, Safety and Children, by changing Section 4-1-4-14, Sniffing or Inhaling of Intoxicants Prohibited and 4-1-4-17, Possession of Cannabis or Drug Paraphernalia, of the Municipal Code for the Village of Manteno. This provides additional amendments to the portion of our Police Regulations that deals with cannabis and the consequences of violating the law. After the cannabis law was enacted, several issues were discovered that needed adjustments and those were amended at the state level. These amendments to our ordinance bring us back into compliance with the state law as amended.
Trustee Dole expressed warnings on driving in winter weather and gave tips on what to do if you have an accident while driving on icy / snowy roads. There were also recommendations from the Fire Department on clearing the snow and/or ice from fire hydrants if they are located on your property. A three foot area around the fire hydrant is recommended. Keeping the hydrants clear of snow or ice saves our fire department time in an actual emergency when time is of essence to get connected to the hydrant for water.

Planning and Zoning- Trustee Crockett
• Ordinance 19-31: An Ordinance amending Title 10, Subdivisions, Chapter 8, Required Improvements, Design and Technical Standards, Article 16, Public Utilities, by changing Section 10-8-16, of the Municipal Code for the Village of Manteno. ComEd recently announced they are requiring electric infrastructure be installed at the front of newly developed lots, or if rear-lot installations are required by ordinance, they must be installed in conduits. This revision will require rear-lot installations in conduit, which is more aesthetically pleasing while still meeting the new ComEd requirement.
• Ordinance 19-33: An Ordinance amending Title 8, Building Regulations, Chapter 1, Building code, Article 4, Permits, by changing Section 8-1-4(Q), of the Municipal Code for the Village of Manteno. The required review fees for commercial developments have not been adjusted for many years. The costs of external reviews have continued to increase, and this adjustment will put the review fees more in line with those current costs.
The next Planning and Zoning Committee meeting scheduled for Tuesday January 28th, 2020 at 7:00 am at the Village Hall Conference Room has been CANCELLED.
The next Planning Commission meeting is scheduled for Tuesday February 11, 2020 at 6:00 pm at the Village Board Room
Finance- Trustee Gesky

• Bills authorized and Paid between Board Cycle: $0
• Ordinance 19-30: An Ordinance authorizing an Expenditure of Funds for the Release of a Reverter Clause affecting 67.61 acres of the land commonly known as the Manteno Golf Course, 7202 North 4000 E. Road, Manteno, Il. Part of the golf course property has a reverter cause on the deed stating that under certain circumstances, the property could revert to state ownership. Because the Village has invested funds on this property, it is critical that the Village maintain ownership of the acreage.
The next Finance meeting will be held Wednesday February 12, 2020 at 7:00 am at the Village Hall Conference Room.

• Resolution 19-11: A Resolution of the Village of Manteno adopting an Anti-Harassment Policy for Elected Officials. This Resolution satisfies a new state requirement regarding reporting and review of sexual harassment allegations between elected officials.
