City of Momence City Council met Jan. 20.

The City Council Meeting of the City of Momence was held in the Council Chambers at 29 N. Dixie Highway, Momence. Mayor Chuck Steele called the meeting to order.
ROLL CALL
Roll was called by the Clerk with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Temple. Aldermen Cook and Cope were absent.
APPROVAL OF PREVIOUS MEETING MINUTES
Alderman Salomone made motion to approve the minutes of the January 6, 2020 council meeting. Alderman Temple seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, and Temple voting yes.
APPROVAL OF THE BILLS
The bills were discussed at tonight's Budget and Finance Committee Meeting.
Alderman Salomone made motion to approve the bills for payment. Alderman Rehmer seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, and Temple voting yes.
Review of the bills during regular session, not enough committee members present to review during committee meeting.
CITZEN FORUM – Larry Crouch requesting use of City Hall for the Smithsonian exhibit. No fee for admission, there will be grant money available for transportation of the exhibit. The hours of use will need to be negotiated, should not affect daily use of City Hall. First choice is during Heritage Day, other choices would be first week of May or in the Fall. This would be for a max time of 6 weeks. Alderman Salomone made a motion to approve, Alderman Metz seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer and Temple voting yes.
OLD BUSINESS – Alderman Salomone – auditor will be present at the next meeting to go over audit results.
ALDERMANIC REPORTS – Alderman Salomone BF February 3, 2020, 7:15pm Census update, met with Larry over the weekend. Census day is April 1, things are moving as scheduled.
Alderman Metz - CPI 2020 yearly rate increase of 2.2%.
Water base 12.03 – 12.29
Per 1000 1.32 – 1.35
Sewer base 11.05 – 11.30
Per 1000 2.18 – 2.23
Alderman Metz made motion to approve, Alderman Salomone seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer and Temple voting yes.
Treasurer report –
Department Heads – Scott stated that there were 3 water leaks, storm tanks will be re-done
MAYORAL REPORT - would like to look into business license ordinance – cost of license. Hours of operations, good/services provided, list of contacts. This would be required for anyone wanting to open/operate a business within the city limits. Looking for ideas to get this moving. How would approval/disapproval be monitored? The original business ordinance would need to be looked at and updated. Once passed, give a 6 month for the license to be applied for. A penalty would need to be imposed. Mayor would like to have something prior to the next meeting.
A new state law imposed that all employees will have to go through a sexual harassment certification.
Mayor requested executive session to discuss employment and compensation of employees in the public body, not to come out to do business. Alderman Salomone made a motion to move into executive session, Alderman Metz seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer and Temple voting yes.

Returned to public meeting 8:17 P.M.
