Village of Manteno Board of Trustees met March 2.

The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance, led by President Nugent.

Motion by Boyce, seconded by Dole to waive the reading of the minutes and approve the Regular Board Meeting minutes of February 17, 2020 with a change to the line “Minutes respectfully submitted by Robin Batka, Village Clerk” to “Minutes respectfully submitted by Darla Hurley, Deputy Clerk” as the clerk was not present at the meeting. 

Motion approved: 4-0 Gesky, Crockett absent

Reports of Village Officials:

Village President’s Report- Timothy Nugent

The Mayor introduced Dr. Keith Moss of Riverside Hospital. Dr. Moss spoke to the recent concerns and updates about the coronavirus. Dr. Moss also spoke to the opening of the immediate care facility that Riverside has opened in Manteno and the hours of operation.

The Manteno High School Band Boosters submitted an application to the Village for “Spare the

Change” fundraiser to take place May 16, 2020 at various locations in Manteno. Motion by Phillips to approve the MHS Band Boosters fundraiser. Seconded by Dole. Motion approved 4-0 Gesky, Crockett absent

Village Administrator’s Report- Chris LaRocque

Hometown Hero’s banner applications are being taken at the Village Hall through the end of March, 2020. You can go online or to the Village Hall. There is a $100.00 fee, which is good for 2 years.

Committee Reports:

Public Works and Utilities- Trustee Boyce

• Resolution 19-15: A Resolution approving a Professional Services Agreement with Robinson Engineering in connection with providing Surveying and Engineering Services for the Proposed First Street Parkway and Lighting Improvements. Last year we improved the southwest and northeast quadrants of First Street as part of the parking lot expansion project. This agreement provides for the engineering to complete the improvements in the other two areas to make the entire block's parkways and lighting coordinate with the previously improved areas.

• Ordinance 19-36: An Ordinance authorizing the Sale of Personal Property (Surplus Municipal Equipment). As discussed at the Public Works meeting, our sound equipment and trailer have become somewhat of a burden and the board agreed that hiring a qualified sound contractor who provides their own equipment at events would be a better way to proceed. • Consideration RE: A motion to authorize the Village President to sign the renewal of the Lease Agreement between the Village of Manteno and MYBSL. Last year we negotiated a lease agreement with the baseball program to facilitate free use of Heritage Park for their league. This continues that agreement for this year with no changes to the previous terms.

Public Safety and Health- Trustee Dole

Nothing on the agenda tonight.

Trustee Dole covered safety tips concerning a complaint received about door to door salesman. She reminded the public that people who are selling, peddling or solicitation in the Village must have a permit and be registered at the Village Hall. The hours allowed within the Village are 9:00 am to 9:00 pm.

The Polar Plunge will take place this Saturday, March 7th, at the Manteno Sportsman Club from 2pm to 4pm. Our police department will have a group that will participate. Next Public Safety and Health Committee meeting Wed March 11, 2020 at 7:00 am Village Hall Conference Room

Planning and Zoning- Trustee Crockett - absent

Nothing on the agenda tonight.

The next Planning and Zoning Committee meeting is scheduled for Tuesday March 10, 2020 at 7:00 am at the Village Hall Conference Room

The next Planning Commission meeting is scheduled for Tuesday March 31, 2020 at 6:00 pm at the Village Board Room

Finance- Trustee Gesky, absent – Covered by Mayor Nugent

• Payment of bills $138,100.43 includes TIF #1- $15,000.00 & TIF #3 $0

• Bills authorized and Paid between Board Cycle: $40,093.57 The next Finance meeting will be held Wednesday March 11, 2020 at 7:00 am at the Village Hall Conference Room.

General Government- Trustee Phillips
