The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance, led by President Nugent.
Motion by Dole, seconded by Phillips to waive the reading of the minutes and approve the Regular Board Meeting minutes of March 16, 2020 as submitted by the Village Clerk.
Motion approved: 5-0 Crockett abstained

Village President’s Report- Timothy Nugent
The Village will be making a motion tonight to approve the waiving of the license fees for Liquor, Amusement and Video Gaming licenses for the Fiscal Year 2020-2021 to provide some relief for businesses affected by the pandemic. Being a non-home rule municipality limits what we can offer businesses. This will help those businesses who were first affected by the outbreak. The Mayor contacted each of the Trustee’s this week individually and walked through the motion and the $40,000.00 hit to the Village Budget. The Village will have worse hits with the loss of sales tax due to the pandemic. Each Trustee agreed to this action as they felt it was the right thing to do for these businesses.
Sarah Marion, Marketing & Community Relations Director, is reminding Village residents that this Wednesday at 7:00 pm to come out and make some noise in recognition and thanks to our first responders, nurses, doctors and hospital personnel who are on the front lines of this pandemic.
We remind residents that this is tornado season and that if the weather turns bad and we have warnings, we would open the shelters at St. Joseph’s Church, the Nazarene Church and the Leo Hassett Center. There would have to be social distancing and all three shelters do not allow pets. We encourage residents to be thinking of where you would need to go if the need arises.
The Village has talked about the possibility of closing parks if residents using the parks do not practice social distancing of staying 6 feet apart. Our public works department has gone around and sanitized the playground equipment and we remind residents that you use at your own risk.

Public Safety and Health- Trustee Dole
• Ordinance 19-39 - An Ordinance amending Title 4, Police Regulations, Chapter 4,
Animals and Fowl, Section 4-4-8, Livestock or Poultry, of the Municipal Code for the Village of Manteno. As discussed at the recent committee meeting, this ordinance clarifies the existing ban on certain farm animals and their respective housing within village limits. After some discussions with a few residents, the Board determined there was no benefit to village residents by relaxing the existing ordinance.
All Manteno school properties are closed during this pandemic and open businesses should not be used to congregate in groups. Any questions, please reach out to our Police Department for guidelines.

Planning and Zoning- Trustee Crockett
• Ordinance 19-38: An Ordinance providing for a delayed remittance obligation for
Building Permit Fees, Inspection Fees, Park Donation Impact Fees, School Land Impact Fees and School Construction Impact Fee. In an effort to increase residential construction, the Board determined this delayed payment option might help builders hold down initial costs, thereby enticing them to start more new homes, duplexes or apartments. The Village will still collect the same amount of fees but will now receive them at the issuance of the occupancy permit or one year after the permit is issued, whichever comes first.
The next Planning and Zoning Committee meeting is scheduled for Tuesday 4-28-20 at 7:00 am at the Village Hall Conference Room
The next Planning Commission meeting is scheduled for Tuesday 4-14-20 at 6:00 pm at the Village Board Room has been CANCELED

• Bills authorized and Paid between Board Cycle: $40,189.35
• Resolution 19-17: A Resolution of the Village of Manteno Receiving and Placing on File the Preliminary Budget for the Fiscal Year period of May 1, 2020 through April 30, 2021. (FYE 04/30/2021). This Resolution establishes our Preliminary Budget for operations for fiscal year 2021. This budget has been discussed over the last several months and at several Finance Committee meetings. It will be placed on file and on our website for public inspection. The final draft will be presented at a public hearing on April 15th, when it will be adopted by the Board.
The next Finance meeting will be held Wednesday 4-8-20 at 7:00 am at the Village Board Room.
