City of Gilman City Council met May 11.

Here is the minutes provided by the council:

The regular meeting of the city council was called to order by Mayor Theesfeld. Council responding to roll call were: Eimen aye, Kraft aye, Elliott aye, Bachman aye, and Fancher aye. Clerk Morris was also present. Alderman McGehee and Treasurer Johnson were absent.

Old Business:

       Moved by Elliott         Seconded by Kraft to approve the minutes from the regular meeting held on April 13, 2020. All aye.

       Moved by Fancher        Seconded by Kraft to approve the transfer of $13,000.00 from the general fund to the road & bridge fund. All aye.

       Moved by Eimen       Seconded by Fancher to approve the bills as they were presented, and to approve the Balance Sheet, and Profit and Loss Statement dated May 11, 2020 as presented. All aye.

New Business:

A written request dated April 24, 2020 from Gilman OPCO, LLC, d/b/a Fred’s Fuel ‘n Food to waive the City’s local motor fuel tax for six months due to the effects of COVID-19 on businesses was presented to the council. After a short discussion, no council member made a motion regarding the request.

All aye. The City still needs an additional zoning board member.

       Moved by Kraft       Seconded by Bachman to approve the 2020-2021 Budget as presented. All aye. A copy of the Budget it attached to these minutes.

       Moved by Eimen       Seconded by Elliott to approve the proposal of A Plus Home Improvements by Tousignant Inc. to furnish material and labor to install a 20’ cantilever gate at the sewer plant (gate currently at the former city dump), and provide the gate operator, wireless keypad and associated items, for $11,240.00. All aye. The use of a security camera was discussed, and Alderman Eimen will check on prices.

       Moved by Kraft       Seconded by Fancher to waive liquor license fees for Class A and Class A-1 license holders due to the effects of COVID-19. The expiration of the current (2019-2020) licenses will remain June 30, 2020 although the Illinois Liquor Control Commission has extended its expiration to July 31, 2020. All aye.

       Moved by Eimen       Seconded by Kraft to approve payment of $5,700.00 for the 2002/2011 bond interest from the bond fund. All aye.

       Moved by Eimen       Seconded by Fancher to hire Kade Kimmel and Jack McMillan as summer help for the City and to pay them $9.00 per hour. All aye.

       Moved by Eimen       Seconded by Fancher to purchase two weed-eaters from Gilman Auto Parts for around $200.00 each. All aye, except Kraft who abstained.

The use of the City’s brush pile and pick-up of residents’ brush were discussed.

A police committee meeting was held on May 8, 2020. Alderman Kraft advised the council of the possibility of an agreement with Iroquois County for police protection in Gilman.

       Moved by Kraft       Seconded by Elliott to increase the hourly wage for the chief of police to $24.00 per hour from $22.50 per hour, and for any part-time officer to $20.00 per hour from $15.00 per hour, commencing with the May 27, 2020 payroll for the pay period commencing May 8, 2020. All aye.

Alderman Bachman had nothing to discuss.

Alderman Elliott had nothing to discuss.

Alderman Fancher had nothing to discuss.

Alderman Eimen had nothing to discuss.

Alderman Kraft had nothing to discuss.

       Moved by Fancher       Seconded by Elliott to adjourn the regular meeting at 7:55 p.m. All aye.
