The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance, led by President Nugent.

Motion by Martin, seconded by Dole to waive the reading of the minutes and approve the Regular Board Meeting minutes of May 18, 2020 as submitted by the Village Clerk.

Motion approved: 5-0 Crockett absent

Village President’s Report- Timothy Nugent

• Ordinance 20-01 - An Ordinance of the Village of Manteno, Kankakee County, Illinois authorizing Restaurants, Bars, and other Food/Beverage Establishments to resume operations in outdoor seating area during Phase 3 of the "Restore Illinois" Plan. This Ordinance allows bars and restaurants to set up outdoor seating to follow the Governor's Phase III order. Some locations need to set up on public right -of-way due to limited room in front of their businesses. This allows them to use public space until they can reopen their indoor dining. The Mayor proclaimed an Executive Order to allow restaurants to open up for outdoor dining on Friday May 29th.

Village Administrator’s Report- Chris LaRocque

Nothing on the agenda tonight. The Village has had several calls asking about an opening date for the jumping pillow, fountain and splash pad located on the Square on Second. The Village will have to abide by when the restrictions placed upon us by the government and remain closed until we get a clearance to open. We have them ready to go when we get the approval.

• Ordinance 20-02- An Ordinance granting a Special Use Permit from Title 9, Zoning, Chapter 10, Specialty Districts, Article Number, C-3-2(B), Automotive Repair, in FB-1 Zoning District, for the property located at 360 South Locust Street, Manteno, Illinois. Mr. Basham purchased the former Bumper-to-Bumper auto parts store and has a tenant who would like to operate a dent-less repair shop in that building. Zoning requires a Special Use be approved to conduct that type of business. The Planning Commission held a public hearing on May 28th and is recommending approval of the request.

• Ordinance 20-03 - An Ordinance granting a Variance from Title 9, Zoning, Chapter 7, R-2 Two Family, Article C-8, Site and Structures for the property located at 403 Hesburgh Drive, Manteno, IL in the R-2 Residential Zoning District. As part of a potential reconfiguration of the existing duplex lots on Hesburgh Drive, it was determined that one existing duplex was built encroaching on the sideline setback. This Ordinance is a corrective measure to formally acknowledge the mistake and allow the duplex to continue as a legally non-conforming structure. The Planning Commission held a public hearing on May 28th and is recommending approval of the request.

• Ordinance 20-04 - An Ordinance granting a Special Use Permit to allow for installation of a drive-up window at property owned by Twenty Four West First Street LLC and located at 24 West First Street, Manteno, Illinois. As part of the remodeling and expansion of the Main Street Pharmacy, the owner is requesting a Special Use Permit to allow for a drive-up window to better serve his customers. The window is located on the alley side of the building where traffic should be less of an issue. The Planning Commission held a public hearing on May 28th and is recommending approval of the request.

• Ordinance 20-05 - An Ordinance granting variances from Title 9, Zoning, Chapter 13, Signs, Article Number, 14(D)1, Premises Signs, Number allowed, and 14(D)2, Maximum Area allowed in C-1 Zoning, for the property located at 24 West First Street, Manteno, IL Main Street Pharmacy is remodeling and expanding their business and feels additional signage is needed to better serve their business. This Ordinance allows for the additional number and overall allowable square footage of signage in the C-2 District. The Planning Commission held a public hearing on May 28th and is recommending approval of the request.

• Ordinance 20-06 - An Ordinance granting a Variance from Title 9, Zoning, Chapter 11, Nonconforming Building and Structures, Article Number 2(A), Additions and Enlargements, for the property located at 11 South Main Street, Manteno, Illinois in the C-1 Commercial Zoning District. Mr. Miller would like to construct an addition to the front of his storage building on Main Street and as part of that process, update the front façade materials from the lap metal siding to stone and horizontal siding. Because the property is a non-conforming building and a non -conforming use in the C-2 District, a variance is required when increasing the non-conformities. The Planning Commission held a public hearing on May 28th and is recommending approval of the request.

The next Planning and Zoning Committee meeting is scheduled for Tuesday 6-23-20 at 7:00 am at the Village Hall Conference Room

The next Planning Commission meeting is scheduled for Tuesday 6-09-20 at 6:00 pm at the Village Board Room

Finance- Trustee Gesky

• Payment of bills $95,463.39 includes TIF #1- $67,704.03

• Bills authorized and Paid between Board Cycle: $40,438.19

The next Finance meeting will be held Wednesday 6-10-20 at 7:00 am at the Village Hall Conference Room.

Motion by Martin seconded by Boyce to approve by an omnibus vote those ordinances, resolutions, motions and orders contained on the consent agenda.

Comments:

Trustee Boyce: Good to see work moving forward with the Pharmacy. We just don’t approve everything, as there has been a great deal of discussion and designs going back and forth. It was great working with great people.

Trustee Martin: No comment

Trustee Dole: Wave to my family! Haven’t been able to see them in person

Trustee Gesky: Thanks to our police department for doing a fine job protecting our Village and to the protesters for a peaceful protest.

Trustee Phillips: Agree with Joel

Mayor Nugent: Great to see the restaurants / bars open outside. Please let’s support our businesses as they are the lifeblood of our community. Village will continue to work with them.
