Village of Manteno Village Board met July 20.

The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance, led by President Nugent.

Motion by Martin, seconded by Dole to waive the reading of the minutes and approve the Regular Board Meeting minutes of July 6th, 2020 as submitted by the Village Clerk.

Reports of Village Officials:

Village President’s Report- Timothy Nugent

• Ordinance 20-09 - An Ordinance amending Title 3, Business Regulations, Chapter 9, Liquor, by changing Section 3-9-4, Fee, and Section 3-9-14, Limitation, of the Municipal code for the Village of Manteno. This ordinance creates a new liquor license category to facilitate home businesses that package liquor sales into gift baskets. We had a resident present a request at our Finance committee meeting and after discussion, we consulted with our attorney. We were advised to create this new category. We are allowing up to three of these licenses in the Village at a cost of $300.00, plus proof of dram insurance.

• Last meeting we had announced the opening of the Splash pad at Legacy Park and the reopening of the fountain at the Square on Second. We have not had any incidents.

Village Administrator’s Report- Chris LaRocque

The 2020 Census takers will be starting to go door to door August 11th. This is for the residents who had not responded either online or by mail to the census. These Census takers will have ID on them that you can request to see. The Village will request to get a copy of what the ID will look like and post on our Village sign and online at our website. Residents may still go online to My 2020 Census.gov and complete one if they have not done so already. Information will be available on our Village website.

Public Works and Utilities- Trustee Boyce

Parks and Recreation- Trustee Martin

Nothing on the agenda tonight

• Our project on First Street is done, with tree’s planted and the lights up

• 2nd Street – We are finishing the astro turf around the fountain area. We are waiting on fencing for the area where the apartment building had been torn down.

• Reminder the fountain is open daily from 10:00 am to 10:00 pm

Next Parks and Recreation meeting Wed 8-19-20 7:00 pm Village Board Room

Public Safety and Health- Trustee Dole

• The Manteno Police Department wanted to remind residents with golf carts that colored lights are not allowed on them while driving. You must turn off the extra lighting until you have stopped and parked. This is the same rule with any vehicle on the road. We still have some golf carts that have not registered. Please contact the

Police Department to register your golf cart.

Planning and Zoning- Trustee Crockett

The next Planning and Zoning Committee meeting is scheduled for Tuesday 7-28-20 at 7:00 am at the Village Hall Conference Room

The next Planning Commission meeting is scheduled for Tuesday 08-11-20 at 6:00 pm at the Village Board Room

Finance- Trustee Gesky

• Payment of bills $261,931.35 includes TIF #1- $178,046.37 and TIF #3 $0

• Bills authorized and Paid between Board Cycle: $0

The next Finance meeting will be held Wednesday 08-12-20 at 7:00 am at the Village Hall Conference Room.

General Government- Trustee Phillips

Motion by Boyce, seconded by Martin, to approve a single roll call vote on the question of passage of agenda items. Motion Approved 6-0

Motion by Dole, seconded by Crockett, to approve by an omnibus vote those ordinances, resolutions, motions and orders contained on the consent agenda.
