1. Call to Order
The meeting was called to order by the Chairman, Mr. Wheeler, at 9:00 a.m. Quorum present.

4. Approval of Minutes: May 27, 2020
Mr. Sirois made to approve the minutes, and Ms. Haas seconded it. Motion carried with a Roll Call Vote of 10 ayes and 0 nays. Voting aye were: Mr. Liehr, Mr. Byrne, Ms. Webber, Mr. Payton, Mr. Kinzinger, Ms. Haas, Mr. Fetherling, Mr. Miller, Mr. Sirois and Mr. Wheeler
5. Legislative
Mr. Wheeler updated the committee on Phase 4 and how that may effect the OMA law
6. Appointments
There were no appointments
7. Information Services – Kevin Duval
Mr. Duval stated that he is within budget, but there have been many expenses with COVID.
8. Health Department – John Bevis
• COVID-19 Update
• Contact Tracing grant
Mr. Bevis updated the committee on COVID-19 within the community. Mr. Bevis stated that the contact tracing grant was submitted and it will be about 2 weeks before they know if it is approved. This grant will allow for the hiring of additional employees to assist with the tracing.
Mr. Wheeler asked if there is direction on getting tested for COVID in phase 4. Are they still doing the drive thru testing?
Mr. Bevis stated that the drive-up testing is not as common, but inside testing is still happening. If there is a spike in numbers, then new sites will pop up.
Mr. Sirois asked if schools would be testing the kids before they returned to school? Mr. Bevis stated that he has not heard any instructions about school testing.
Mr. Wheeler stated that the admin building will continue to screen temperatures

10. Veterans Assistance Commission – Karen Smietanski
There was no report for the committee to review this month.
11. County Administrator’s Report - Anita Speckman • Staffing Report
Ms. Speckman reviewed the report with the committee.
Ms. Speckman also updated the committee on COVID liability and the hiring of part time employees to replace the correctional officers at the front door.

Mr. Wheeler read the appointments and reappointments to the committee.
• Appointment of Craig Long to the Kankakee County GIS Committee (Board Member)
• Reappointment of Duane Hull to the Otto Township Fire Protection District
• Reappointment of Paul A. Mau to the Cabery Area Fire Protection District
Mr. Liehr made a motion to combine and approve, and Ms. Haas seconded it. Motion carried with a Roll Call Vote of 10 ayes and 0 nays. Voting aye were: Mr. Liehr, Mr. Byrne, Ms. Webber, Mr. Payton, Mr. Kinzinger, Ms. Haas, Mr. Fetherling, Mr. Miller, Mr. Sirois and Mr. Wheeler

Mr. Wheeler read each of the available openings to the committee members.

• Resolution for the Selection of Election Judges
Mr. Liehr asked if there will be the same number of polling places.
Mr. Hendrickson stated that at this point he is not planning on closing any of them.
Mr. Fetherling made a motion to approve, and Mr. Byrne seconded it. Motion carried with a Roll Call Vote of 10 ayes and 0 nays. Voting aye were: Mr. Liehr, Mr. Byrne, Ms. Webber, Mr. Payton, Mr. Kinzinger, Ms. Haas, Mr. Fetherling, Mr. Miller, Mr. Sirois and Mr. Wheeler
• Amending the Holidays to be Observed by the Offices of Kankakee County for Calendar Year 2020
Mr. Payton made a motion to approve, and Mr. Sirois seconded it. Motion carried with a Roll Call Vote of 10 ayes and 0 nays. Voting aye were: Mr. Liehr, Mr. Byrne, Ms. Webber, Mr. Payton, Mr. Kinzinger, Ms. Haas, Mr. Fetherling, Mr. Miller, Mr. Sirois and Mr. Wheeler
