Bourbonnais Elementary School District No. 53 Board of Education met June 23.

Here is the minutes provided by the board:

The Regular Meeting of the Board of Education of Bourbonnais Elementary School District No. 53, Kankakee County, Illinois was called to order by Board President Rob Rodewald on Tuesday, June 23, 2020 at 7:03 PM at Liberty Intermediate School, 1690 Career Center Road, Bourbonnais, IL.

1.02 Pledge of Allegiance

1.03 Roll Call The following members were physically present at said location: Kelly Dunnill, John Hall, Rich McBarnes, Nicole McCarty, Jayne Raef, Rob Rodewald.

The following members were allowed by a majority of the members of the Board of Education in accordance with and to the extent allowed by rules adopted by the Board of Education to attend the meeting by video or audio conference: Jamie Freedlund. No member was not permitted to attend the meeting by video or audio conference.

The Governor’s Executive Order 2020-07, issued on March 16, 2020, suspends the Open Meetings Act provisions relating to in-person attendance by members of a public body. Specifically, the Governor’s Order: (1) suspends the requirement in Section 2.01 that “members of a public body must be physically present;” and (2) suspends the limitations in Section 7 on when remote participation is allowed. This Executive Order is effective the duration of the Gubernatorial Disaster proclamation, which is 30 days from its issuance on March 9, 2020. ( extended through May 30th)

The following members were absent and did not participate in the meeting in any manner or to any extent whatsoever: None.

District Administrators Present: Dr. Margaret Longo, Interim Superintendent; Dr. Adam Ehrman, Superintendent (eff. July 1, 2020); Dr. James B. Duggan, Assistant (virtual); Anitra Crockett, Director of Student Support Services (virtual); Dennis Crawford, CSBO, Roger Hale, Director of Technology.

2.01-03 Recognition of Staff, Students and Community- There were no recognitions of staff, students or community.

3. Communications from/to:

3.01 Communications from/to BEA

Communications from Co-BEA Presidents: Lori Henry and Lauren Lundmark

Lauren Lundmark, BEA Co-President addressed the Board thanking the Administration and teachers for their work planning for the upcoming school year. Mrs. Lundmark also thanked Dr. Longo for her hard work during this past year.

3.02 Communications from/to Visitors – One parent addressed the Board over concerns about next year.

3.03 Communications from/to Board - Rob Rodewald, Board President addressed the Board reiterating the core values and spoke about how the Board will focus on those during the upcoming year.

The Board thanked Dr. Longo, Interim Superintendent for her hard work this past year.

3.04 Communications from/to Administration-There were no communications to/from the Administration.

3.05 Superintendent – FOIA Requests – There was one FOIA reported by the Superintendent from Jonathan Fagg, ABC7 Data Fellow re: attendance rates by school during COVID-19.

Dr. Longo thanked the Board, parents, and staff. She is thankful for the ability to have served Bourbonnais Elementary this past year.

Dr. Margaret Longo, Interim Superintendent, recommended the Board approve the Routine Business/Consent Agenda as presented.

Rich McBarnes requested item 4.06 be removed from routine business/consent agenda.

Motion by Rich McBarnes, second by Kelly Dunnill to approve Routine Business/Consent agenda less item 4.06. The following voice votes were heard: Ayes: Kelly Dunnill, Jamie Freedlund, John Hall, Rich McBarnes , Nicole McCarty, Jayne Raef, Rob Rodewald. Nayes: None: Absent: None. Final Resolution: Motion Carries.

Motion by Kelly Dunnill, second by Rich McBarnes to approve item 4.06 less pandemic related staff changes. The following voice votes were heard: Ayes: Kelly Dunnill, Jamie Freedlund, John Hall, Rich McBarnes , Nicole McCarty, Jayne Raef, Rob Rodewald. Nayes: None: Absent: None. Final Resolution: Motion Carries.

5.01 Set Date for Semi-Annual Review Un-Released Closed Meeting Minutes

Date of semi-annual review of un-released closed meeting minutes is set for July 28, 2020. Time to be determined.

5.02 Approval of Revised 2020-2021 School Calendar-Dr. Jim Duggan, Assistant Superintendent

Dr. Jim Duggan, Assistant Superintendent presented the revised calendar which starts after labor day and ends June 9th. Dr. Duggan listed the changes to the various holidays and parent teacher conference days. Discussion followed. Board will hold a special meeting to discuss further.

5.03 Approval of Amended Start Times - Contingent of COVID-19 Option 1 -Dr. Jim Duggan, Assistant Superintendent

Dr. Duggan presented Option 1 of the start/end times which is a 7-hour instructional day and option 2 which is a 6-hour instructional day. Dr. Duggan explained the need for approval of both options contingent on what reopening phase Illinois is in and the associated ISBE / IDPH Guidance associated with that phase. Discussion followed. Will hold off on decision until recent guidance can be reviewed.

5.04 Approval of Amended Start Times - Contingent of COVID-19 Phase - Option 2 -Dr. Jim Duggan, Assistant Superintendent

8.01 Discussion about School Opening - A special meeting will be held in the next couple of weeks to review new guidance.

The Joint Conference is still scheduled for November in person.
