City of Gilman City Council met Sept. 10.

Here is the minutes provided by the council:

The regular meeting of the city council was called to order by Mayor Theesfeld. Council responding to roll call were: Eimen aye, McGehee aye (via speaker phone) Kraft aye, Elliott aye, Bachman aye, and Fancher aye. Clerk Morris was also present. Treasurer Johnson was absent.

Moved by McGehee

Seconded by Elliott

to approve the minutes from the regular meeting held on July 13, 2020. All aye.

Resident Robert Kramer spoke to the council about indoor air quality in the schools and buses.

to approve and adopt Resolution No. 20-21-R1 authorizing payment of $2,218.74 from TIF 1 to Gilman Auto Parts as reimbursement for the 2019 real estate taxes paid. All aye, except Kraft who abstained.

to approve payment of $47,834.24 from TIF 1 to Iroquois Paving Corporation which is the final payment due for the N. Thomas/E. Second St. project. All aye.

to approve and adopt Ordinance No. 20-21-04 changing the position of City Treasurer from an elected position to an appointed position. All aye.

to transfer $98,610.52 from TIF 1 to the 2017 Debt Service Fund for the loan payment due on October 6, 2020. All aye.

to increase the hourly rate paid to Addison Brown from $17.25/hr. to $18.50/hr. effective August 14, 2020. All aye.

to accept the resignation of Jason Anderson as Chief of Police and from the police department effective August 15, 2020. All aye. He has accepted another police position elsewhere.

to approve payment of $21,195.00 from TIF 1 to Iroquois Paving Corporation for the S. Main Street pavement removal and replacement between Route 24 and the T P and W railroad tracks, plus a new grate. All aye.

Mayor Theesfeld advised that the 2020 MFT project was done last weekend by Iroquois Paving Corporation.

Alderman Bachman had nothing to discuss.

Alderman Elliott had nothing to discuss.

Alderman Fancher had nothing to discuss.

Alderman Eimen advised that he will be meeting with a representative of Tholens on Friday to discuss replacement of some of the trees planted last fall that have died or are dying, since they are under warranty.

Alderman McGehee had nothing to discuss.

Alderman Kraft had nothing to discuss.

to approve the bills as they were presented, and to approve the Balance Sheet, and Profit and Loss Statement dated August 10, 2020 as presented. All aye.

Seconded by Elliott

to adjourn the regular meeting at 7:42 p.m. All aye.
