Village of Chebanse Village Board met June 15.
Here is the minutes provided by the board:
Mayor Mathy called the regular Village Board meeting to order at 7:00 pm and announced the Village would be taping the meeting.
The following Trustees were present: Trustee Beherns, Trustee Kohler, Trustee Odle, Trustee Perzee,
Trustee Randles and Trustee Snyder. Also present were Mayor Mathy, Attorney Hiatt, James Smith from Maintenance and Clerk Pasel.
The Pledge of Allegiance was led by Mayor Mathy
APPROVAL OF REGULAR MINUTES: A motion was made by Trustee Perzee and a second by Trustee Snyder to approve the May 18, 2020 Board meeting minutes. Vote:

REPORTS OF COMMITTEES:
FINANCE COMMITTEE MEETING Trustee Perzee stated the Finance Committee finished the budget. The Event Fund has been modified since we will not be having a Homecoming this year. Lines for the Duck Pond and Miscellaneous have a budget and appropriation just in case we decide to have some sort of an event. The Appropriation and Estimate of Revenue will be ready for July’s meeting.

Trustee Beherns reminded the Board that the water tower would be shut down on Wednesday for inspection. James stated that we sent out a letter with the water bills informing everyone of the tower being shut down. Most people have already filled their pools or are making arrangements to fill them after the inspection.
REPORTS OF VILLAGE OFFICERS: James informed the Board that he looked at the playground equipment that was given to the Village by Asbury Church. It is worth taking down and will replace the outdated playground equipment at the Civic Center.
James informed the Board that the summer help is working well. They have been able to complete several projects.
NEW BUSINESS:
SWIMMING POOL/FENCING: Clerk Pasel stated that she talked to IML about regulations on swimming pools and fencing. They do not have any model ordinances but suggested we talk to our local health department. Neither Iroquois or Kankakee have any regulations for residential swimming pools or fencing. Trustee Beherns stated the only change he could see was we are not requiring a fence around the swimming pool of 42”and over. James stated we have some guidelines from Horwitz and Horwitz which is a law firm, that we based an ordinance off of. Mayor Mathy stated that most insurance companies require a locked gate if you don’t have a fence. Mayor Mathy suggested that everyone look over the ordinance and bring back recommendations at the next meeting.
ORDINANCE NO. 20-04 AMENDED DOMESTIC ANIMALS: Mayor Mathy stated he looked at our existing code, and he is comfortable with it. Attorney Hiatt asked if we are still wanting to ban an animal. Mayor Mathy stated he didn’t want to take someone’s animal and have it destroyed. Trustee Beherns stated he would like to see another step in the process before the animal is destroyed. Trustee Perzee asked how we would ban an animal from the Village. Attorney Hiatt stated they would have to find another home for the animal. He looked at other municipalities code and could not find any municipality that have that option. They all start with a fine and escalates to destruction of the animal. Attorney Hiatt will work on an amendment to the domestic animal ordinance.
COMMUNICATIONS:
ELECTRIC AGGREGATION RENEWAL: Clerk Pasel informed the Board that the final bid for the electric aggregation renewal will be Thursday June 18, 2020. We are expecting a rate a little lower than 0.043 once it’s locked in. The new rate will be effective with December 2020 meter readings.
EMAIL CONCERNS: Trustee Perzee addressed an email that was sent to the Village. A resident was upset about her son not getting a fair chance of employment with the Village. Trustee Perzee stated instead of Julie answering those types of emails, our attorney should be the one to do so.
GOLF CART COMPLAINT: Trustee Beherns stated that he received a complaint concerning young people driving golf carts in town. Trustee Beherns commented that we have talked about an ordinance in the past but never actually passed one. It was decided that each issue would be dealt with on an individual basis. Mayor Mathy stated that a Kankakee County Officer has asked how the Village wants them to respond to golf cart issues. Mayor Mathy stated he is in favor of a very simple ordinance, or keep dealing with issues on a case by case basis. Trustee Beherns stated he would work on drawing something up for July’s meeting.
PUBLIC COMMENT: James stated that he finished the zoning maps. He put one up at the Maintenance Shed and one here at Village Hall. James informed everyone that the flag pole is up at the Civic Center. The plywood that was covering the windows at the Civic Center has started to fall and separate. James had FastLane Graphics do wraps that look like windows and has installed them.
