Discussion Items:
• Status of I-57 Maintenance Agreement with State – Mr. Hanley spoke to representative with State. The State hopes to mow the “butterfly” areas and spray again with another seeding. They hope to continue the program. The village agreement is a 10-year agreement.
• Memorial Park Repairs – Mr. Hanley presented some pictures of damage found on the pergola. There is rot and the beams will need to be replaced.
• DPW Site Discussion – Mayor Nugent asked to continue the discussion. A site location has not been found that satisfies the board and needs of the department. Mayor has found a couple of parcels of land located on Sycamore Street across the street from Oak Ridge Mobile Home Park. Trustee Phillips stated that these parcels would be convenient and have easy access.
• Rebuild Illinois MFT Project Funding – The Village has received two (2) installments of payment for this project. Mr. Aggen stated that the village is expected to receive approximately $606,000 with a use date of July 1, 2025. The State would like to know within a year as to what the funds will be used for. The funds can not be used for maintenance but must be used for transportation related improvements that have a useful life of thirteen (13) years. Alleys are not eligible, and neither is the enhancements proposed for the I-57 overpass bridge. A project must be identified, but the project can be changed. Reconstruction and structural overlays are the state’s emphasis. The village will hold on submitting a project until closer to the due date.
• Main Street Berm – Mr. Hanley stated that there are thirteen (13) trees that are either dead or missing large limbs on the berm. Mr. Hanley stated that the berm is harder to maintain. The pear trees do suffer from fire blight. Mr. Hanley is recommending that all the pear trees on the berm should be removed. Trustee Martin suggested a comprehensive replanting of similar types of trees not just one variety. Mayor Nugent stated the goal of the berm and area is to be decorative and to create a barrier to the railroad tracks. Trustee Martin stated that groupings of trees might be a good idea. Trustee Martin recommended that the village prepare a plan with goals and then submit to various landscaping companies for proposals. Mr. Hanley will stake the berm to see what area can be worked on, then the committee will view the area. Mr. Hanley will remove the dead or broken trees.
• Tamblyn Alley Repair – The area is located south of division and east of Rt. 50. Mr. Hanley stated the village has tried to repair the alley, but it holds water and the garbage trucks continue to cause damage. Mr. Hanley received a quote of $6500 to remove 90 feet of alley, regrade and pitch it to the east. Mr. Hanley will move forward with the repairs.
Trustee Martin exited the meeting at 7:45 a.m.
• Thies Tennis Court – A resident complained about condition of the tennis court. Mr. Hanley estimated that it could cost approximately $25,000 to get the court back into playing shape. The fence has been damaged multiple times. It was recommended to prepare a plan for updating the area with either adding pickle ball courts and/or tennis courts and basketball courts. The area could be moved away from the pine trees.
• Golf Cart Path from Windfield to 10000 N Rd – Mr. Hanley has been talking to the landowner. Mr. McQueen has stated he wants trees taken down along with a fence being erected. Mayor Nugent and Trustee Dole are concerned about the traffic on 10000 N Rd. When the 9000 N Rd overpass is completed that will send traffic to the 10000 N Rd and will increase the traffic and make the are more dangerous.
Trustee Crockett exited the meeting at 8:00 a.m.
• Equipment Update –
o Snow Sweeper - Mr. Hanley stated that the department has test driven a Toro mower/sweeper that would be used for snow removal on sidewalks. There are wheels for summer use and tracks for winter use. The cost is approximately $45,000. The department currently uses a 1996 John Deere cab mower with a broom attachment. Mayor Nugent is concerned that this is a specialized piece of equipment and should the village be looking for equipment that can be used for more than just snow removal. This would not be a good use of village funds.
o Skidsteer - Mr. Hanley is still test driving various skidsteers. They have looked at a New Holland, a John Deere and will be looking at a Cat, a Jeld and possibly a JCB. The New Holland has been the preferred one so far. A recommendation will be presented at the next committee meeting.
o Paint Sprayer – The paint sprayer has been replaced. The sprayer is used to do curbs, panther paws, parking lines, etc.
• Soil & Water Conservation District Grant – Mr. Hanley stated that the group has chosen the Rock Creek pond area. They are working on grant money along with paths and benches. They are working with Pheasants Forever. The area residents will be invited to be a part of the plan once more details are completed.
• South Path Status - Mr. LaRocque has spoken to the landowner, Mrs. Van Drunen. She is not interested in granting the easement at this time. Mr. LaRocque suggested creating a bike lane on Meadow Path to connect the areas. It was recommended to wait on Meadow Path idea and work on creating a path connection from Heritage Park to Jacobs Park.
Trustee Dole exited meeting at 8:15 a.m.
• Sidewalk along Third Street – Trustee Crockett asked about having a sidewalk along the cemeteries and in front of Maple Ridge located on Third Street. Mr. LaRocque and Mr. Hanley investigated the area and found several obstacles. A large drainage culvert goes under Third Street and all the area would need to be regraded. This would be approximately 1200 linear feet of sidewalk. Approximate cost of just the sidewalk would be $75,000 - $80,000 and this does not include any engineering or other required construction, which could bring the whole project to around $150,000 - $200,000.
Mayor Nugent will give Trustee Crockett the information. Mr. Hanley will look at the cost of paving the path that was created north of the cemeteries to connect Rock Creek to the village.
Motion by Trustee Boyce, seconded by Mayor Nugent to adjourn meeting at 8:20 a.m. Voice vote: all ayes, no nays.
