Village of Manteno Village Board met Sept. 21.

Here is the minutes provided by the board:

The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance, led by President Nugent.

Motion by Crockett, seconded by Dole to waive the reading of the minutes and approve the Regular Board Meeting minutes of September 8, 2020 as submitted by the Village Clerk.

Village President’s Report- Timothy Nugent

• Appointment of Mark Kaner to the Manteno Police Pension Board

Motion by Dole to approve the appointment of Mark Kaner to the Manteno Police Pension Board. Seconded by Boyce.

• Ordinance 20-12 - An Ordinance amending Title 3, Business Regulations, Chapter 9, Liquor, by changing Section 3-9-3, Applications, Section 3-9-6, Bond, and Section 3-9-15, Transfer, of the Municipal Code for the Village of Manteno. As discussed at the finance committee meeting, the process for obtaining a liquor license from an existing business was somewhat cumbersome. This revision allows for a simpler transfer to make the process easier for staff and for the applicant. Additionally, there was some language and requirements in the previous ordinance that were no longer necessary. This updates the ordinance to reflect the current process.

Next Parks and Recreation meeting Wed 3-17-2021 7:00 pm Village Board Room Public Safety and Health- Trustee Dole

• This Saturday Sept 26th, there will be the Lighted Golf Cart Parade which will start at 6:30 pm. Carts will line up at Legacy Park and will be following a route through town that may block some streets for a small amount of time. The route/map is available on the Manteno Chamber of Commerce website. Golf Carts need to be registered to participate.

• On the weekend of Sept 26-27, we are asking you put your blue lights on at your residence to show support for our men and women on the police force.

Planning and Zoning- Trustee Crockett

• Ordinance 20-13 - An Ordinance granting a Variance from Title 9, Zoning, Chapter 7, Residential Districts, Article Number B-8(D) 3, Rear Yard Setback for the property located at 143 West Sixth Street, Manteno, IL in the R-1 Residential Zoning District. On September 9th, the Plan Commission held a public hearing to determine if a variance should be allowed to facilitate a garage addition for the property located at 143 W. Sixth Street. As discussed at that meeting, this is a unique property with street frontages on three sides. In this case, the circumstances warrant the requested variance and the Plan Commission is recommending approval by the Board.

The next Planning and Zoning Committee meeting is scheduled for Tuesday 9-22-20 at 7:00 am at the Village Hall Conference Room has been cancelled

The next Planning Commission meeting Tuesday 10-13-20 at 6:00 pm at the Village Board Room Finance- Trustee Gesky

• Payment of bills $162,191.44 includes TIF#1- $61,591.48 TIF#3 - $159.72

• Bills authorized and Paid between Board Cycle: $0

• Consideration RE: A motion to approve the payment of $30,000.00 to Curwick II LLC in reference to a TIF Façade Agreement approved May 6, 2019. Developer Jerry Curwick was approved for a façade renovation grant for the building located at 51 N. Main Street. The work has been completed and all required documents have been received to facilitate the reimbursement payment.

The next Finance meeting will be held Wednesday 10-14-20 at 7:00 am at the Village Hall Conference Room.

General Government- Trustee Phillips

• Ordinance 20-14 - An Ordinance amending Title 3, Business Regulations, Chapter 7, Itinerant Merchants, Article 4, License Fee, by changing Section 3-7-4 of the Municipal Code for the Village of Manteno. Administrator Chris LaRocque explained that this ordinance was discussed at a committee meeting after staff review found the fees had not been revised for an extended period of time. The Board agreed the for-profit fee should be raised from $10 per day to $50. Non-profit fees will remain at $10 per day. This ordinance will take effect at the beginning of the fiscal year in 2021

Motion by Phillips, seconded by Dole, to approve a single roll call vote on the question of passage of agenda items.

Motion by Gesky, seconded by Crockett, to approve by an omnibus vote those ordinances, resolutions, motions and orders contained on the consent agenda.

Trustee Dole: Hope to have good weather for the golf cart parade! We will be making decision on Halloween at our next committee meeting

Trustee Crockett: Don’t forget the Tootsie Roll Drive by the Knights of Columbus this Friday and Saturday. Watch for the people on the corners.

Trustee Gesky: No comment

Trustee Phillips: No comment

Mayor Nugent: Don’t forget that there will be community wide garage sales going on in the Village this weekend, so enjoy and remember to social distance
