City of Gilman City Council met Sept. 14.

The regular meeting of the city council was called to order by Mayor Theesfeld. Council responding to roll call were: Eimen aye, McGehee aye, Kraft aye, Elliott aye, Bachman aye, and Fancher aye. Clerk Morris was also present. Treasurer Johnson was absent.

Seconded by Elliott to approve the minutes from the regular meeting held on August 10, 2020. All aye.

to approve the transfer of $12,000.00 from the general fund to the road & bridge fund. All aye.

to approve Piggush Engineering’s proposal for the IDOT ITEP Grant Application for the N. Central streetscaping project in the sum of $3,240.00. All aye.

to approve and adopt Ordinance No. 20-21-05 approving the Cable Television Franchise Agreement with Comcast of California/Colorado/Illinois/Michigan, LLC for a ten-year term, a copy of which Agreement is attached to said ordinance. All aye, with the understanding that the Comcast contractor complete the work for the recent project.

to pay Kade Kimmel and Jack McMillan each a $200.00 bonus. All aye.

to increase the pay that elected officials receive for attending regular, special and committee meetings from $25.00 per meeting to $50.00 per meeting, effective upon the individual’s next election. All aye. An ordinance will need to be adopted at the October meeting.

to increase the pay to the mayor from $5,000.00 per year to $7,500.00 per year, effective May 2021, after the spring 2021 election. All aye. An ordinance will need to be adopted at the October meeting.
Alderman Bachman advised of a complaint regarding the W. Second Street underpass. He said that work needs to be done to control the weeds and there is drainage work needed. He has talked to the State as well as Greg Schoolman on behalf of the O D & D Drainage District about it.
Alderman Elliott had nothing to discuss.
Alderman Fancher inquired about the status of finding a police officer for Gilman or contracting with Iroquois County for police services. Mayor Theesfeld advised of the City’s plans.
Alderman Eimen had nothing to discuss.
Alderman McGehee had nothing to discuss.
Alderman Kraft had nothing to discuss.

to approve the bills as they were presented, and to approve the Balance Sheet, and Profit and Loss Statement dated September 14, 2020 as presented. All aye.
