Village of Manteno Village Board met Oct. 19.

Here is the minutes provided by the board:

Roll Call

The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance, led by Mayor Nugent.

Motion by Dole, seconded by Martin to waive the reading of the minutes and approve the Committee of the Whole minutes of October 5th, 2020 and the Regular Board Meeting minutes of October 5th, 2020 as submitted by the Village Clerk.

Motion approved: 5-0 Boyce abstained

Reports of Village Officials:

Village President’s Report- Timothy Nugent

• Recognition of the Manteno Rotary and the Interact High School student group for the recent volunteered clean-up of community roads. The groups work together on this project each year volunteer to pick up bags of garbage to help keep our community roads clean.

• Recognition of Ryan Marion for being chosen as one of the Kankakee Chamber of Commerce’s “40 under 40” , a program to identify young professionals throughout Kankakee County who excel at their profession, give back to our community and are passionate about Kankakee County. Congratulations Ryan!

• Recommendation to appoint Eric Weber as the Village Electrician inspector.

Motion by Dole, seconded by Martin to approve the appointment of Eric Weber as the Village Electrician. Motion passed 6-0

Village Administrator’s Report- Chris LaRocque

Committee Reports:

Public Works and Utilities- Trustee Boyce

• Ordinance 20-17 - An Ordinance authorizing the Sale of Personal Property (Surplus Municipal Equipment). Jim Hanley and his staff have been re-organizing the public works shops and has an additional piece of obsolete equipment to surplus. Online auction will be Thursday on Biddergy.com website. See the Village website for information.

Next Parks and Recreation meeting Wed 3-17-2021 7:00 pm Village Board Room Public Safety and Health- Trustee Dole

Nothing on the agenda tonight

• Halloween trick or treating will take place on Saturday Oct 31st between the hours of 3-6 pm. Those who want to participate, please turn on your porch lights. Trustee Dole gave safety tips for those trick or treating.

• Reminder again of farm equipment out on the roads during harvest. Pay attention and be aware.

Planning and Zoning- Trustee Crockett

• Ordinance 10-16 - An Ordinance granting Variances from Title 9, Zoning, Chapter 13, Signs, Article Number, 14(D)1, Premises Signs, Article Number 14(B)1, Ground signs, Maximum Surface Area allowed in C-2 Zoning, for the property located at 198 South Creek Drive, Manteno, IL. On October 13th, the Plan Commission held a public hearing to determine if the sign variances requested by People's Bank for their new facility being constructed at 198 South Creek Drive should be allowed. There were no public comments at that hearing and the Planning Commission is recommending approval by the Board.

• Resolution 20-03 - A Resolution approving the Final Plat of Subdivision of Eagles Landing Phase Five (Also known as Phase 4B). Developer Jerry Curwick is finishing the final phase of Eagles Landing on the North side of the pond. This phase will provide 22 single-family lots and completes the subdivision. Final Plat approval by the Board is required per our Ordinance.

The next Planning and Zoning Committee meeting is scheduled for Tuesday 10-27-20 at 7:00 am at the Village Hall Conference Room has been cancelled

The next Planning Commission meeting Tuesday 11-10-20 at 6:00 pm at the Village Board Room Finance- Trustee Gesky

• Payment of bills $124,560.65 includes TIF#1- $44,317.49 TIF#3 - $0

• Bills authorized and Paid between Board Cycle: $0

The next Finance meeting will be held Wednesday 10-21-20 at 7:00 am at the Village Hall Conference Room.

General Government- Trustee Phillips

Motion by Gesky, seconded by Crockett, to approve a single roll call vote on the question of passage of agenda items. Motion Approved 6-0

Motion by Dole, seconded by Boyce, to approve by an omnibus vote those ordinances, resolutions, motions and orders contained on the consent agenda.

Comments:

Trustee Boyce: Great to have community groups that do things for the Village! Thank you 

Trustee Martin: Same thing, Thank you!

Trustee Dole: Thank you to the Rotary and MHS Interact group. Voting early will be at Leo Hassett Community Center on Thurs Oct 22, Friday Oct 23 from 12:00 pm to 6:00 pm and on Saturday Oct 24th from 10:00 am to 2:00 pm.

Trustee Crockett: Congratulation to Ryan and to the high school group for the community involvement.

Trustee Gesky: Thanks.

Trustee Phillips: Thanks

Mayor Nugent: The Village Christmas decorations are slowly going up. The Seasons Greeting sign will be in a new location on Cypress Street so you can see it coming into town. Trick or Treating will be on Oct 31st from 3-6 pm. We will have extra police on duty.

Motion by Dole to adjourn the meeting at 7:21 pm, seconded by Boyce 

Motion approved 6-0
