Village of Manteno Village Board met Nov. 16.

The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance, led by Mayor Nugent.

Motion by Crockett, seconded by Martin to waive the reading of the minutes and approve the Regular Board Meeting minutes of November 2, 2020 as submitted by the Village Clerk. Motion approved: 6-0

Village President’s Report- Timothy Nugent

• This will be our last meeting before Thanksgiving so I wanted to wish everyone a Great Thanksgiving and hoping all will remain safe. This Thanksgiving will be different due to the pandemic, so we are encouraging you to be safe and do what is appropriate to keep everyone healthy.

Public Safety and Health - Trustee Dole

Safety Tips:

• Be aware that there is a surge of unemployment scams in Illinois using people’s names and information to attain unemployment benefits. If you believe you have been a victim of this, notify the Illinois Unemployment website and report the fraud. Keep all documents you receive.

• Telephone scams – Block any unknown numbers on your phone and never purchase gift cards for anyone on-line.

• Village of Manteno does not allow the burning of leaves, only recreational burning using logs in a fire pit

• Do preventative maintenance on your furnaces before the temperatures drop.

• Change the batteries on your alarms in the house.

• Clean out the lint filter on your dryers and check the back to ensure that there is not a blockage from lint buildup

• If you are cooking turkey by frying, take all safety measures to ensure that you do not have a grease fire.

Planning and Zoning- Trustee Crockett

• Resolution 20-06 - A Resolution authorizing a Release of a Letter of Credit and Acceptance of Improvements for Unit 4 of Eagles Landing. Developer Jerry Curwick requested release of is warranty Letter of Credit for the subdivision improvements in the Eagles Landing Phase 4-A Subdivision. Those improvements are now over three years old and there have not been any issues with any of the installed improvements. Phase 4B is nearly completed and when all improvements are installed and operational, Curwick will be required to provide a warranty security instrument for a two-year period beginning when the Board accepts the development improvements.

The next Planning and Zoning Committee meeting is scheduled for Tuesday 11-24-20 at 7:00 am at the Village Hall Board Room.

The next Planning Commission meeting Tuesday 12-08-20 at 6:00 pm at the Village Board Room Finance- Trustee Gesky

• Payment of bills $118,476.49 includes TIF#1- $2,250.00 TIF#3 - $55.00

• Bills authorized and Paid between Board Cycle: $0

The next Finance meeting will be held Wednesday 12-09-20 at 7:00 am at the Village Hall Conference Room.

1. Resolution 20-06 - A Resolution authorizing a Release of a Letter of Credit and Acceptance of Improvements for Unit 4 of Eagles Landing.

1. Consideration RE: Payment of bills in the amount of $118,476.49 ( includes TIF #1 bills of $2,250.00 and TIF #3 $55.00)

Motion by Boyce, seconded by Crockett, to approve a single roll call vote on the question of passage of agenda items. Motion Approved 6-0

Motion by Phillips, seconded by Dole, to approve by an omnibus vote those ordinances, resolutions, motions and orders contained on the consent agenda.

Motion Approved 6-0

Mayor Nugent: This will be a different holiday season than what we did last year, but Sarah is planning a Christmas celebration with the lighting of Main Street and Christmas activities at the Square on Second and Main Street area.

Motion by Dole to adjourn the meeting at 7:13 pm, seconded by Crockett 

Motion approved 6-0
