Approval of Minutes 

● November 9, 2020; November 23, 2020 

○ Joe made a motion to approve the minutes as presented from November 9,2020 and November 23,2020. Tracy Mitchell seconded the motion. On a call of votes motion passed. 

Public Questions and Comments 

● There was a resident who brought forward concern as to the dumpster at the sewer plant. There seemed to be confusion as to who was allowed to use the dumpster, the board reiterated that the dumpster is not for residential use. The resident apologized for the confusion but was mainly concerned how the village employee handled the situation, the board offered their apologies for the Village and will look into future situations that don't occur.

● 2021 Tax Levy 

○ Tracy made a motion to approve the 2021 Taxi levy as it was presented, Joe Kolosky seconded the motion.

● Approval of benefit and compensation plan for all employees for 2021 ○ The approval of benefits plan was tabled until a further date due to time restrictions. The benefits would help keep order of benefits/compensation plans for full, part-time and help make easier understanding across employment 

Water and Sewer Committee 

● Expenditure not to exceed $45,000 for water meters 

○ Randy Gigl made a motion not to exceed $45,000 for new water meters, Mike Benscoter seconded the motion.

○ Chris informed the board he will begin installing the new water meters this week. The village will be following Tim Kents advice with the new water meter and ordering the LTE version. 

● Approval to hire a second full-time maintenance employee 

○ Randy Gigl made a motion to hire a second-full time maintenance employee, Tracy Mitchell seconded 

○ The approval of hire approved the hiring the salary/benefit amount will be approved at a later date

Police and Public Safety Committee 

● Expenditure not to exceed $400 for Police Chief Training at Iroquois County Sheriff's Department.

○ Joe Kolosky made a motion to not exceed $400 for Police Chief Training at Iroquois County Sheriff's Department.Tracy Mitchell seconded the motion.

○ Due to covid Jim has been unable to complete the mandated hours, Iroquois County Sheriff is putting on the training and Jim will take the class and come back, and be able to train Clint for no cost. 

● Expenditure of $1944.81 for ICOM Dispatch Contract 

○ Joe Kolosky made a motion to pay a bill to ICOM in the amount of $1944.81 Tracy Mitchell seconded the motion.

● Jim brought to the board's attention he had received multiple residence complaints of other residents building without a building permit and whether the village had ordinance and zoning in place in regards to an apartment within a garage, Chris said he would check with ordinance and zoning. 

● JIm also questioned if the village had gotten any further in the ordinance for outdoor drinking, Bar Owners had been inquiring about the previously discussed ordinance and zoning about the fencing issue. The village attorney is still reviewing the proposed changes, the changes will be included in the yearly liquor license renewment in April. 

● Jim mentioned the bar Incidents within the last month, ordinance citations could be filed based on whether the county continues to file their own citations. The village will get together to finalize the proper citations. 

Ordinance and Zoning Committee

Local Improvement Committee 

● $200 for Christmas treats supplies 

○ Paul Hess made a motion to not exceed $200 for Christmas treats for the Traveling Santa Randy Gigl seconded the motion.

● The previous $250 that was previously passed to spend on the Santa house, $50 of that was used for a Santa suit that will be used for the traveling Santa event.

 Joe Kolosky made a motion to approve the Treasurer's Report as presented. Tracy Motion seconded the motion. On a roll call of votes, trustees voted
