Here is the minutes provided by the board:

1. CALL TO ORDER

The meeting was called to order by Village President Paul Schore at 5:30 PM (electronically via Zoom per the Governor's directive).

Procedural: A. Pledge of Allegiance - led by Village President Paul Schore.

Procedural: B. Roll Call - Village Clerk Brian Simeur called the roll with the following Board Members present: Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini. Also in attendance, Treasurer Ron Riebe and Administrator Mike Van Mill.

2. APPROVAL OF MINUTES

Action, Minutes: A. Regular Board Meeting Minutes from January 4, 2021

Motion by Trustee Rick Fischer, second by Trustee Jack Littrell to approve the Regular Board Meeting Minutes from January 4, 2021.

5. CORRESPONDENCE

Information: A. Administrator Mike Van Mill read a thank-you letter from the Bourbonnais Grove Historical Society for a recent donation of $12,338.52 to be applied towards the restoration of the first log schoolhouse. Please save the date for the 2021 Fleur-de-Lis Celebration Dinner fundraiser scheduled for Friday, September 17, 2021.

6. FINANCE COMMITTEE - Trustee Rick Fischer, Chair

Action, Accounts Payable: 

A. Finance Committee - Consideration of the January 19, 2021, Accounts Payable

Motion by Trustee Rick Fischer, second by Trustee Bruce Greenlee to approve the general and special fund bill list as presented.

Final Resolution: Motion Carried

Action, Ordinance: B. ORDINANCE NO. 21-2260 - An Ordinance Authorizing the Acceptance of a Proposal for Audit Services from Borschnack Pelletier & Co. (FIRST READING)

> Following the first reading by Village Clerk Simeur, Finance Director Tara Latz gave an overview of said Ordinance. This is a proposal for the next 3 years for audit services. The audit we just finished in December was the end of the 3-year contract we had for audit services. This is to move us forward and get us into another contract for audit services. Our fiscal year is ending April 30, 2021, so we need to make sure we have an auditor secured and in place by that time.

7. ADMINISTRATION COMMITTEE - Trustee Angie Serafini, Chair

Action, Resolution: A. RESOLUTION 21-1434 - A Resolution Concerning the Families First Coronavirus Response Act

Motion by Trustee Angie Serafini, second by Trustee Rick Fischer to read Resolution 21-1434 by title only.

> Following the first reading by Village Clerk Simeur, Human Resource Manager Sue Pranskus gave an overview of said Resolution. This is a continuation of trying to deal with COVID-19 prior to the vaccine being widely available. At the end of December, the FFCRA expired which provided reimbursement credits to employers who experienced expenses due to employees staying home to deal with exposure or illness related to COVID-19. A new bill called the Consolidated Appropriations Act went into effect January 1 through March 31, it offers some credit to private employers for voluntarily continuing the FFCRA leave for their employees. The Village believes it should continue with this voluntarily program for our employees because has helped their awareness to stay home when they are sick, or when they have been exposed to COVID-19, this helps keep their co-workers safe and the Village operating. This Resolution is a formal act to adopt the measure through March 31, 2021, where we continue the FFCRA leave protection for employees.

Motion by Trustee Angie Serafini, second by Trustee Jack Littrell to adopt Resolution 21-1434.

8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair

Action, Ordinance, Information: A. ORDINANCE NO. 21-2259 - An Ordinance of the Village Board of the Village of Bourbonnais, Illinois, Adopting a Business District Plan Relating to the Main Street Area within the Village; Making Findings of Fact with Respect to Such Area; Designation and Establishing a Business District for Such Areas Pursuant to the Business District Development and Redevelopment Law; Authorizing the Imposition and Collection of Taxes Within Such Business District; Providing for Further Authority; Establishing an Effective Date and Other Related Matters (FIRST READING)

> Following the first reading by Village Clerk Simeur, Gene Norber from EDR gave an overview on said Ordinance. A Public Hearing was just completed earlier this evening for this program. This Plan will enable the Village to use another very important tool for economic development and redevelopment. This will generate revenues to address public infrastructure needs within this approximately 225 acre portion of the Village.

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair

Information: A. Police Committee

> Trustee Greenlee stated Chief Phelps informed him that by the next Board meeting he will have his yearly report complete for 2020. Chief Phelps stated the overall accident reports decreased by 19.5% over the previous year. There will be more statistics when his next report comes out.

> Trustee Greenlee reported one of the National Guard Troopers out in Washington, DC is our own Patrolman Davis Domagalski, we are wishing him a safe trip.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

Information: A. Public Works Committee - Trustee King read a memo from Public Works Director Mike Chamness on items that are being addressed:

> Route 45 project still has a few items left on our punch list for completion, the weather has been an issue.

> Larry Power Road project has a few items left on the punch list.

> The ice storm last weekend knocked a lot of branches down, those should have all been picked up. Christmas trees can still be left at the Village's parks for disposal.

> Please report to the Police if you see something that does not look right at the parks. Reminder all parks are open from dawn to dusk only.

> Keno Park backstop has been installed and looks great.

> Burns Road project is on hold until the weather breaks.

> 6500 N Lift Station project is still in the works, no completion date has been set yet, but should be operational in 3-4 weeks.

> Dennison Drive/Route 45 traffic control box that was hit is temporarily fixed. A new box has been ordered and should arrive in 6-weeks.

> Engineer Dave Tyson reported the Burns Road project is basically complete for the winter. We are waiting on some items so that Tenco can complete restoration of the project.

> Trustee King questioned the two 5' x 3' concrete culverts on the east side of Route 45 near the Riverside project. Mr. Tyson explained they will be installed in the area where the patch was put on Route 45. The ones installed are not acceptable, they will have to shut the road down and change that patch out at the contractor's cost with those that are still at the site.

> Engineer Tyson stated the 6500 N Lift Station project is on schedule, hoping to have it up and running by the end of February.

Information: A. Mayor Updates

> Mitigations continue as of Friday, January 15, our region 7 remains under Tier 3, no changes to the current restrictions.

> Village Administration and Public Works lobbies continue to be closed to the public. Village requests can be safely handled by visiting the website or calling during business hours. The Police Department remains open to the public.

> COVID-19 Vaccine - Kankakee County Health Department currently has a vaccine registration survey available on their website at Kankakeehealth.org. There is a waiting list for the vaccine, so those of you wanting to sign up for it, please complete the survey. When it is your turn to be vaccinated based on the phased approach, the Health Department will contact you to schedule your appointment. For additional questions regarding the vaccine, please contact the Kankakee County COVID-19 hotline at 815-802-9311 or visit their website.

16. NEW BUSINESS

> Trustee King asked Chief Phelps if there has been any information in regard to the new legislation concerning policing the State is trying to pass. Are there any good things coming out of these new bills? Chief Phelps replied he would speak to Trustee King about his concerns. The Governor has still not signed these bills, there is potential for last minute changes or set back before he does sign it. Chief expects some changes and legal challenges to the final bill before everything is enacted. It is not law-abiding citizen or victim friendly, it is pro-criminal, we are not happy with it nor is anyone else. We will continue to be professionals and make the mandated adjustments.

Procedural: B. The Village will unmute ZOOM participants so public comment can be made directly by the public. (Participants are required to take turns and be recognized by the President/Chairman prior to making statements). - None
