Meeting was opened by Trustee Boyce at 7:00 a.m.

There was a quorum.

MOTION: A motion by Mayor Nugent, seconded by Trustee Dole, to approve the minutes from January 26, 2021 meeting as presented. Voice vote – All ayes, No nays. Motion approved.

No public participation.

No action items.

Discussion Items:

• County E-Waste Program – There is no official start date, possibly sometime in March. Paperwork is being completed. There may be some items that in past were allowed to be recycled, but that Belson will not be able to recycle. More work is being completed on that issue. The website will be updated when the program is fully functional. Our vendor has been informed that the village will no longer use them.

• Easter Bunny Egg Event – Ms. Marion asked for input on continuing the Easter Egg Hunt. It was decided to continue with the event, but spread out the area, encourage social distancing and wearing of masks.

• Summer Events – Ms. Marion stated other events scheduled are Community Clean-up date of May 1st. Manteno Cruise Nights – May 18th– Sept 9th in the Main Street parking lots. Movies in the Park: June 4th, July 2nd and August 6th. Rockin’ on the Square: June 18th, July 16th and August 20th. All events will be considered subject to change.

• Legacy Park Planning – Mr. Hanley spoke to Carlile Architects about their proposed planning agreement. They reduced their proposal to $36,000. Mr. Hanley stated that having an architect help with design of bathrooms and HVAC system would be needed, but not a full design of building. The shell of the building could be provided by Clarey Builders or FBI Builders. Mr. Hanley will continue the work on the project.

The Village will also continue to work on the parking lot expansion. Robinson Engineering will prepare a Professional Service Agreement for the parking lot and light engineering on the layout of the concession building.

• Square on Second Open Space ideas – Mayor Nugent presented an option for climbing apparatus. Trustee Martin suggested that one piece of equipment, that is not used often, be removed from the Square and used in another park. Mr. LaRocque stated that it could be placed in the tot lot in Windfield Estates. Trustee Martin would like to keep the area open. Ideas will continue to be researched.

• West Division Light Project – The traffic lights on the west side of the overpass will be blinking for some time as the control box was damaged by a vehicle. The components have been ordered but it may take several months.

Mr. Hanley stated that the poles have been received. Flower baskets can be added with either one or two baskets. Mr. Hanley will prepare a sample to make sure the placement and attachment of flower baskets will look nice.

• Section Line Light Project - Mr. Hanley stated the lights have been ordered. Mr. Aggen will begin design work and topo once snow has melted.

• MFT Update – There are four routes: Birch Court; Section Line Rd from Maple to Walnut; South Creek from Cook to Division and South Creek from Meadow Path to Brian Drive. Aqua will be doing a water main project on Section Line Road. They are planning to be completed by July 1st. Bid documents are being submitted to IDOT and once approved will be able to advertise for bids. Hope to award the bid in April. Preliminary completion date is August 13th, but with the Aqua project that date can be finalized yet.

• Public Works New Location Update – Mr. Hanley stated that the legal description is completed, and the purchase contract has been submitted to the seller for his review.

• Parks Update -

o Mr. Hanley has updated the pole placement for the lights at Heritage Park. Mr. Hanley proposed a garbage can that is less expensive for use in the parks. Mr. Hanley will order a sample for review.

o Pickleball Court at Thies Park – Mr. Hanley will prepare a bid package and receive some bids for the project. Trees will need to be removed to make way for the court.

• Equipment Update –

o A Ford F250 has been ordered from Taylor Ford. It is hoped that Taylor Ford will be able to offer a F650 soon that the village could look at.

o Had problems with the broom on the John Deere tractor during sidewalk snow removal. Mr. Hanley has spoken to the representative in reference to a different broom. Polaris snow blower works well but is not as maneuverable as the tractor.

o A couple of trucks (one pick-up and one large truck) needed minor repairs. Mr. Hanley praised the village mechanic, Rick Stromme, for all his work in keeping all equipment running.

• South Path Project Status Update – Mr. Aggen stated that field work is completed. Two of the three alinements have been submitted to the village. The western leg (from Jacobs Park along Enclave) is still be worked upon with the developer of Enclave. Engineering is moving forward. Submittals have been given to ComEd for areas in their easements.

• Misc. – Mr. Hanley will be checking with all part-time and seasonal employees to see if all are planning on returning.

Motion by Trustee Boyce, seconded by Mayor Nugent to adjourn meeting at 8:18 a.m. Voice vote: all ayes, no nays.
