Village of Manteno Board of Trustees Met April 5.

The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance, led by President Nugent.

Motion by Dole, seconded by Martin, to waive the reading of the minutes and approve the Regular Board Meeting minutes of March 15, 2021, as presented by the Clerk. Motion approved: 5-0 Crockett Abstained

Reports of Village Officials:

Village President’s Report: Timothy Nugent

• Presentation: Manteno Matters

• Appointment of Annette Zimbelman to Planning Commission

Motion by Dole, seconded by Gesky to appoint Annette Zimbelman to the Planning Commission Board. 6 Ayes 0 Nays Motion passes

• Proclamation: Declaring April 2021 as Child Abuse Prevention Month

• Security Camera Rebate Program

Village Administrator’s Report: Chris LaRocque

• Manteno residents can now use Belson Scrap for e-waste disposal. Their hours are Monday through Friday 8am-3:30 pm and Saturdays 8am-12:00 noon. You must show identification with photo ID that you are a Manteno resident. The Village will still do pick-ups once a month on the first Tuesday of the month. Residents can call the Village Hall and have their names put on the list.

• Aqua will start hydrant flushing within the Village on April 6th

Committee Reports:

Public Works and Utilities- Trustee Boyce

• Resolution 20-15 - A Resolution for the Maintenance under the Illinois Highway Code. Each year the Village must approve annual pricing quotes for road maintenance items that can be paid from the Motor Fuel Tax fund. This set that pricing for the year.

• Consideration RE: A motion to award the bid for the 2021 MFT Street Maintenance Program to Gallagher Asphalt Corp, Thornton, IL for a cost of $424,451.50. Every year the Village determines which roads need repair and based on the budgeted amount available in the Motor Fuel Tax fund, decide how many road projects can be repaired. Jim Hanley and village engineer Geoff Aggen compile a list of the roads in need of repairs and rate them based on their overall condition. That list is reviewed by the Board and a decision is made to determine which roads will be repaired. We received two bids and Gallagher was the lowest bidder. Geoff Aggen gave the four locations this year- South Creek Drive from Division to Cook; South Creek from Meadow Path to Brian Drive; Section Line Road from Maple to Walnut; and the Birch Court loop from CH9 to back to CH9

• Consideration RE: A motion to award the bid for the Downtown Sidewalk Project to Davis Concrete Construction Co., Monee, IL, for a cost of $27,462.00. Jim Hanley explained that after receiving several complaints about the condition of downtown sidewalks in several areas, he compiled a list of areas that needed replacement. Some have a poor surface condition and some have cracks or shifting, which creates a fall hazard. The Village received six bids and Davis Concrete was the lowest qualified bidder.

• Consideration RE: A motion to award the bid for the Pickle Ball Court at Thies Park to KVCC, Kankakee, IL for a cost of $58,128.00. As discussed at numerous committee meetings, the existing tennis/basketball court at Theis Park was determined to be beyond repair. With the growing popularity of Pickle Ball, and since we have tennis and basketball courts at other park locations, the Board decided to replace the existing courts with a new four-court Pickle Ball Facility.

• Safety tips on phone scams. We have seen an increase in our community

• Golf Cart yearly registration and 2021 stickers are available at the Manteno Police Department or can residents can pick up at the Manteno Village Hall drive through. New registrations must be obtained from the police department so the cart can be inspected.

Planning and Zoning- Trustee Crockett

The next Planning and Zoning Committee meeting is scheduled for Tuesday April 27, 2021 at 7:00 am at the Village Hall Conference Room.

The next Planning Commission meeting has been canceled for Tuesday April 13, 2021 at 6:00 pm at the Village Board Room.

Finance: Trustee Gesky

• Payment of bills $168,271.60 includes TIF#1- $38,154.68 & TIF #3 $0

• Bills authorized and Paid between Board Cycle: $52,106.94

• Resolution 20-14: A Resolution of the Village of Manteno receiving and placing on file the Preliminary Budget for the Fiscal Year period of May 1, 2021 through April 30, 2022 (FYE 04/30/2022). This step in the budget process allows for public review and input prior to the drafting of the final budget version, which will be presented and voted on at the next board meeting. This process has been ongoing since the beginning of the year and is a team effort between the Board, department heads and staff, all working together to determine the best use of funds to provide residents with continued safety, projects, and maintenance levels they have come to expect.

The next Finance meeting will be held Wednesday April 14, 2021 at 7:00 am at the Village Hall Conference Room.

General Government- Trustee Phillips

Awarding of Bids/Contracts and Authorization to Purchase (C)

1. Consideration RE: A motion to award the bid for the 2021 MFT Street Maintenance Program to Gallagher Asphalt Corp, Thornton, IL for a cost of $424,451.50

Motion by Crockett seconded by Dole to approve a single roll call vote on the question of passage of agenda items as designated for voting purposes on the consent agenda. Motion Approved 6-0

Motion by Martin seconded by Boyce to approve by an omnibus vote those ordinances, resolutions, motions and orders contained on the consent agenda.

Motion Approved 6-0

Mayor Nugent: We had a ribbon cutting earlier tonight at the LOVE lock project on Main Street. Sarah will have a press release with more information and the Daily Journal will be doing an article.

Motion by Crockett to adjourn the meeting at 7:32 pm, seconded by Dole. Motion approved 6-0
