City of Gilman City Council Met May 10.

Here is the minutes provided by the council:

The regular meeting of the city council was called to order by Mayor Theesfeld. Council responding to roll call were: Eimen aye, Kraft aye, Elliott aye, Bachman aye, Fancher aye and McGehee aye. Clerk Morris and Treasurer Johnson were also present.

Old Business:

Moved by McGehee         Seconded by Elliott

to approve the minutes from the regular meeting held on April 12, 2021. All aye.

Moved by Elliott               Seconded by McGehee

to approve the transfer of $15,000.00 from the general fund to the road & bridge fund. All aye.

Moved by Fancher           Seconded by McGehee

to approve the bills as they were presented, and to approve the Balance Sheet, and Profit and Loss Statement dated May 10, 2021 as presented. All aye.

to adjourn the regular meeting. All aye.

New Business:

The regular meeting of the city council was called to order by Mayor Theesfeld. Council responding to roll call were: Eimen aye, Kraft aye, Elliott aye, Bachman aye, Fancher aye and McGehee aye. Clerk Kraft and Treasurer Morris were also present.

Susan Morris, a Notary Public, administered the oaths to the newly-elected officials being, Mayor Rick Theesfeld, Alderman John Elliott, Alderman Steve Fancher, Alderman Darrel Bachman, Alderman Mike McGehee, and Wendy Kraft as City Clerk. Wendy Kraft, a Notary Public, administered the oath to Susan Morris as Treasurer.

Julie Ahlden representing the Iroquois West Booster Club asked permission to paint Raider stencils on streets leading to the High School.

Moved by Eimen               Seconded by Kraft

to approve Raider stencils to be painted on city streets. All aye.

All liquor license holders will be expected to pay the full fee for the year 2021-2022

to approve the 2021-2022 appointments, as follows:

Finance Committee - Theesfeld, Elliott, Eimen

Water & Sewer Committee - Theesfeld, McGehee, Bachman

Street & Alley Committee - Kraft, McGehee, Bachman

Employee Relations Committee - Eimen, Elliott, Bachman

Building Grounds & Code Enforcement Committee - Elliott, Kraft, Fancher

Liquor Commission - Theesfeld, Eimen, Kraft

Police Committee - Kraft, Eimen, McGehee

Economic Development Committee - Elliott, Fancher, McGehee

Zoning Board - Russ Finley, Doug Hanes, Vic Hari

Moved by McGehee         Seconded by Kraft

to hire Randy Meneou as Code Enforcement Officer at $25.00/hour and authorize him to issue ordinance violation tickets. All aye.

Moved by Kraft                 Seconded by Bachman

to approve the 2021-2022 Budget as presented. All aye. A copy of the Budget is attached to these minutes.

to approve payment of $2900.00 for the 2002/2011 bond interest from the bond fund. All aye.

Moved by Elliott                 Seconded by Bachman

to hire Kade Kimmel and Jack McMillan as summer help for the City and to pay them $11.00 per hour. All aye.

Moved by Eimen               Seconded by Elliott

to adopt Resolution 21-22-R2 changing IMRF Authorized Agent to Treasurer Morris. All aye.

Moved by Eimen               Seconded by McGehee

to adopt Resolution 21-22-R3 allowing city clerk to participate in IMRF. All aye.

Moved by Kraft                 Seconded by Bachman

to adopt Resolution 21-22-R1 for the 2021 MFT street maintenance program at a cost of $107,000.00. All aye.

Moved by McGehee         Seconded by Kraft

Discussed clean up ideas brought forth by Kara Marlett. McMillan and Kimmel will help with this project.

Discussed clean up days for May 19, 20 and 21. Brown will get help from McMillan and Kimmel.

Alderman McGehee said resident not satisfied with new trees planted in his yard. Tholens will be replacing the trees in the fall of 2021.

Alderman Eimen asked all alderman to report any vehicles abandoned or any other city ordinance violations and to call Theesfeld or Eimen.

Alderman Kraft said Dave Hall will donate vacant property on west side of town.

Alderman Bachman had nothing to discuss.

Alderman Elliott had nothing to discuss.

Alderman Fancher had nothing to discuss.

No public comments

Theesfeld thanked Sheila Johnson for her years of service to the City and presented a plaque and gift certificate to her.
