Meet

City of Gilman City Council met Aug. 9.

Here are the minutes provided by the council:

The regular meeting of the city council was called to order by Mayor Theesfeld. Council responding to roll call were: Elliott aye, Fancher aye, Eimen aye, McGehee aye, Kraft aye, and Bachman aye. Clerk Kraft and Treasurer Morris were also present.

to approve the minutes from the regular meeting held on July12, 2021. All aye.

Seconded by Kraft

to approve the transfer of $15,000.00 from the general fund to the road & bridge fund. All aye.

Seconded by Fancher

to approve the use of a small tent outside by Debbie Taylor, owner of the Right Stop, for two benefits being held August 14, & 15. All aye.

Mayor Theesfeld said the Zoning Board met on August 5, 2021 to discuss the Request for Variance for Rafael Andrade,130 N. Thomas St., for a shed which was denied a Building Permit. Zoning Board of Appeals recommended to deny the request for a variance.

to transfer $98,610.52 from TIF 1 to the 2017 Debt Service Fund for the loan payment due in October 2021. All aye.

to accept a proposal by Iroquois Paving Corporation for the North Central St. Water Main Replacement Project for $258,860.00. All aye.

Mayor Theesfeld advised the council of the MFT Project to start in the winter on Route 24-45. Where the water main has had several breaks in front of Cargill. Under an EPA loan 50% of the loan used for water can be forgiven. He suggests that the City use Piggush Engineering to apply for the loan for a new mapping system which would fall under the EPA loan that a percentage can be forgiven.

to approve Piggush Engineering proposals for Rt 24-45 Water Main Replacement Project. All aye.

Summer help will be ending and the city needs to find a replacement for end of summer and fall help. Rick will contact the High School Guidance Counselor for possible names.

Alderman Bachmann had a request from a resident on W. Second St. for speed bumps to be put in to slow down traffic.

County Board approved a meeting with the City of Gilman for police coverage.

Alderman Elliott had nothing to report.

Alderman Fancher had nothing to report

Alderman McGehee was approached by several residents about the dead trees on Second St. and was advised that Tholens will replace trees in the fall. He also had someone request closing in the Gilman ditch and that the trees in ditch on Maple Street need to be sprayed. City can request Greg Ikins to spray.

Alderman Kraft had nothing to report

to approve the bills as they were presented. All aye.

Mayor Theesfeld will be looking into adopting an ordinance for side walls and garage doors to be within a certain height in residential areas.

to approve to have Wendy Kraft, Clerk pay $100 per month out of pocket for health insurance instead of the percentage agreed upon. All aye except Kraft who abstained.

Alderman Eimen talked about the security cameras, music and speakers for the down town Street Scaping project. He would also like to inquire about a license plate reader which would be a valuable tool for use in aiding law enforcement find missing persons or suspects in a robbery.
