The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance, led by President Nugent.
Motion by Phillips, seconded by Crockett, to waive the reading of the minutes and approve the Regular Board Meeting minutes of September 7, 2021, as presented by the Clerk. Motion approved: 5-0 Martin absent

Reports of Village Officials:
Village President’s Report: Timothy Nugent
• Adam Dotson presented a request by the Knights of Columbus to solicit donations for their annual Tootsie Roll fundraiser to benefit the Campaign for People with Intellectual Disabilities.
Motion by Boyce to approve the Knights of Columbus fundraiser to take place on September 24-25th at designated intersections and businesses within the Village of Manteno. Seconded by Dole. 5 Ayes, 0 Nays. Motion Passed.
• Oktoberfest will be this coming weekend and there will be a lot of traffic in town with the garage sales and the fest. Please slow down and be cautious. There will not be a central beer tent, but we have spread the music stages out and allowed some of our local vendors to have outside serving for those over 21 and have the wristband. This will help with spreading the crowds and give our business back to local businesses. Village Administrator’s Report: Chris LaRocque

• Octoberfest – Reminder to use caution when driving through town, lookout for pedestrian traffic , street closures for the parade
• Only local registered golf carts will be allowed in town
• Harvest season – Be cautious of farming equipment on roads.
• Jr High Varsity girls’ softball team going to state competition this Friday. If they win, they will play for the championship on Saturday. Let’s cheer them on to win! Next Public Safety & Health meeting Wednesday October 13, 2021 at 7:00 am at the Village Hall Conference Room

• Payment of bills $543,965.30 includes TIF#1- $34,287.60 TIF#3 $345.39 • Bills authorized and Paid between Board Cycle: $0
• Consideration RE: A motion to approve the payment of $12,402.50 to Gina Lamore in reference to a TIF Façade Agreement approved May 15, 2021. The work for this previously approved TIF Façade grant is now complete. All documents have been properly submitted, so the final amount requested can be issued to the property owner. The final amount is slightly less than the approved grant request of $12,500.00
• Resolution 21-14 - A resolution approving a Tax Increment Façade Renovation Construction Agreement in connection with Tax Increment Financing Area #1 Graham Real Estate Development, LLC - 83 West First Street. This TIF Façade Grant request was presented at the Finance Meeting on September 14th. The Board agreed the request fell within the guidelines of the program and recommended approval of the request. This building has three facades that face two main streets and an alley, qualifying it for the amount requested.
The next Finance meeting will be held Wednesday October 13, 2021 at 7:00 am at the Village Hall Conference Room.

Mayor Nugent: Section Line Road improvements were delayed due to the laying of the pipe and could not have the overlay done, but it was patched over to accommodate Oktoberfest. The overlay will be completed after Oktoberfest. Pay attention to the extra cars in town this Thursday, Friday and Saturday.
