Approval of Minutes 

● Kari Thompson made a motion to approve meeting minutes from July 12, 2021 & July 27, 2021. Tim Kent Seconded the motion. 

o On a call of votes motion passed 6 – 0 

Village President 

● Had a ceremony uptown at the Greenway at 6:45 p.m. to transfer Greenway to the Village, with Hanley Guy, and John Caspary. Hanley Guy discussed the greenway history, and handed out a map of what the Village now owns. Hanley Guy also handed out pictures before, and after of The

Greenway. Hanley started negotiations with the Railroad in 2008, in 2018 Phase 3 went into place. 2021 Greenway was gifted to the Village.

● John Caspary discussed the financial part of the Greenway in the past 10 years.

● Ben Potts discussed waiting another month on purchasing lawn mowers, so that he could get more prices.

● Discussed first read on Insurance Proposal for the Village. John Caspary also discussed the proposal to the Village Board

● Krystle Sifrit discussed talking to Nick, owner of Murray’s about getting a fence in place.

● Krystle Sifrit discussed getting a price from Friendly Signs for speed limit signs.

Local Improvement Committee Meeting

● Paul Hess made a motion not to exceed $7000.00, out of the General Savings Account, for the difference with insurance pay out on the LED Sign on Main Street. Tracy Mitchell seconded the motion.

o On a call of votes Tracy Mitchell – Y, Tim Kent – Y, Krystle Sifrit -Y, Paul Hess – Y, Larry Bauer – Y, Kari Thompson – Y. On a call of votes motion passes 6 - 0

● Discussed Trees at Clifton Pool

● Jane Miller spoke about the Clifton Pool. The pool with close on August 18th after day swim at 5:00 p.m. It will be open on the weekend August 21-22, and August 28-29 from 12:00 p.m. to 5:00 p.m. with no night swim.

Water and Sewer Committee

● Larry Bauer discussed Water Mains and Repairs. Larry Discussed that 40 to 50 thousand gallons of water is leaking from the water tower, and that Illinois Rural Water Association is coming down to find the leak.

● Larry Bauer discussed Waste Treatment Plant Maintenance and Repair with Jim Earleywine. Jim stated that the sewer plant is at 110% capacity.

● Larry Bauer made a motion to have Temp Worker Hours increased to 35 hours per week. Tracy Mitchell seconded the motion.

o On a call of votes - Tim Kent – Y, Kari Thompson – Y, Paul Hess – Y, Krystle Sifrit – Y, Larry Bauer – Y, Tracy Mitchell – Y. Motion passes, 6 - 0

● Motion not to exceed $1,200.00 to Purchase Replacement Lids, Floats, and Motor for Sewer Plant

● Larry Bauer made a motion not to exceed $4,400.00 to Purchase tools for Maintenance. Tracy Mitchell seconded the motion.

o On a call of votes – Tracy Mitchell – Y, Tim Kent – Y, Kari Thompson – Y, Larry Bauer – Y, Paul Hess – Y, Krystle Sifrit -Y. Motion passes 6-0

● Tim Kent handed in his resignation as a Village Trustee. Larry Bauer made a motion to accept Tim Kents resignation. Kari Thompson seconded the motion. On a roll call of votes motion passed 5-0

● Larry Bauer made a motion for 1 yr. contract, not to exceed $10,000.00 to hire Tim Kent as Maintenance Consultant for 1 year. Kari Thompson Seconded the motion.

o On a call of votes – Krystle Sifrit – Y, Tracy Mitchell – Y, Kari Thompson – Y, Larry Bauer – Y, Paul Hess - Y. Motion passes

● Randy Gigl nominated Cathy Dundas as Village Trustee. Paul Hess made a motion to accept Cathy Dundas as a Village Trustee. Larry Bauer made a motion to second it. On a roll call of votes motion passes.

● Village Clerk, Lesa Wilken swore in Cathy Dundas as a Village Trustee.

Treasurers’ Report / Payment of bills

● Tracy Mitchell made a motion for Water CD #18 for $50,000 to roll over in a new 12-month CD at .30 % with Iroquois Federal. Kari Thompson seconded the motion.

o Paul Hess – Y, Krystle Sifrit -Y, Tracy Mitchell – Y, Cathy Dundas – Y, Larry Bauer – Y, Kari Thompson - Y. On a call of votes motion passes 6 - 0

● Tracy Mitchell made a motion on general #13 CD for $50,000.00, and also take $25,000.00 out of the general fund savings account, making a total of $75,000.00 into a 12-month CD at .30 % at Iroquois Federal. Kari Thompson seconded the motion.

o Kari Thompson – Y, Larry Bauer – Y, Paul Hess – Y, Krystle Sifrit – Y, Tracy Mitchell – Y, Cathy Dundas – Y. On a call of votes motion passed.

● Tracy Mitchell made a motion to pay the bills. Krystle Sifrit seconded the motion.

o Larry Bauer – Y, Paul Hess – Y, Krystle Sifrit – y, Tracy Mitchell – Y, Cathy Dundas – Y, Kari Thompson – Y. On a call of votes motion passed 6 – 0.

● Discussed the OMA Training website is still down.
